摘要

随着经济水平的不断发展，诸如基础设施建设不完善等问题屡屡发生，有的问题甚至已然阻碍到了国家经济的稳定及快速发展。作为一种较为新型的融资方式，项目融资在处理这些问题中起到了非常重要的作用。这种新型融资方式在我国运用的范围很广，它可以解决好我国的技术问题，对于大型的基础设施建设，所用资金多，而这种融资方式就为这些问题提供很好的解决方案。但项目融资也存在高风险的特点，这主要是因为这种方式的规模相对比较大，参与进这个项目的公司或投资者也多，结构比较复杂，所以在整个过程都随时可能会遇到风险。为了防范风险就要在每个过程都及时实行风险管理，保证项目的顺利完成，也能发挥极大的效益。我国比较晚实行项目融资方案，很多项目开发还在探索的阶段，也因受到管理认识不足的影响和计划经济的影响，人们对于此项目并没有很好的了解，都是粗略的了解项目融资。这样在实施项目时就会遇上许多的风险问题，而这个问题也是项目的核心问题之一。所以，笔者认为除了要做好应对风险的防范措施外也要先做好准备工作。只有先了解了有哪些风险才能想到解决方案，这些工作的实施是具有理论和实践意义的。

在本文中，把青兰高速公路聊城段BOT项目风险因素分为四层来进行其风险指标体系的构建。通过对项目的比较得到相对应的标度值，这个比较是对于风险子项和专项的重要程度的，也在此基础上形成了判断矩阵，最后将会用计算机来处理这些所得的数据和材料，最后计算出来了该风险的重要程度。同时也对每一层的风险因素的概率分布进行计算，通过这个概率分布也能很好的分析出这些风险是属于哪一级别的风险。最重要的是根据我们所得的数据和风险因素的概率分布提出具体有效的防范措施，起到很好的预防作用。

Abstract

In recent years，with China's rapid economic development，infrastructure development lags behind，the lack of investment issues have become increasingly prominent，the infrastructure construction fund shortage has become a constraining China's economic development "bottleneck，as a new way of financing is suitable for construction of infrastructure project financing in China has been successfully applied，has made an important contribution to solve the lack of large infrastructure project funding and technical problems. However，the project financing has many participators，finance for a long time，large scale，complex structure，the risks are great，therefore project financing should be implemented in the whole process of risk management，to ensure the smooth progress of the project and benefit. But the project financing in China started late，a lot is still in the exploratory stage，coupled with the impact of the planned economy，it is generally to the risk in project financing，lack of knowledge，understanding of risk management also exist certain error. Therefore，the risk is one of the most important problems of BOT project investment and financing mode，the author thinks that the understanding of the risk of project financing，the basic framework of risk management，for the analysis of existing problems of financing risk management of our country project and how to solve these problems is to have the very strong practical significance.

Therefore，this paper using the principle of analytic hierarchy process，the Qing Lan highway Liaocheng section of BOT project risk factors are divided into I，II，III，IV layer，and then construct the risk index system. Then the importance of these special risk and risk of the sub items are compared，and the corresponding scaling value basis，the formation of judgment matrix，computed by the special risk weights. At the same time，calculate the probability distribution of each layer of risk factors using CIM model，analysis of various risk levels of risk. Finally，in view of all kinds of major risk of Dracocephalum high-speed Liaocheng segment of the B0T project，put forward the concrete，has strong for risk prevention measures and operational.
