授予成人高等教育本科毕业生学士学位实施细则（修订）根据《中华人民共和国学位条例暂行实施办法》和国务院学位委员会《关于授予成人高等教育本科毕业生学士学位暂行规定》，结合我院成人高等教育从2005级起试行学分制的实际情况，现对《授予成人高等教育本科毕业生学士学位实施细则》修订如下：第一条成人高等教育专升本、高升本，高等教育自学考试本科毕业生，符合下列条件者，可授予学士学位。
（一）拥护中国共产党的领导，坚持四项基本原则，遵纪守法，品行端正。
（二）成人高等教育本科毕业生修完教学计划规定的全部课程，达到毕业条件，且考试课程成绩平均学分绩点为2.0以上（含2.0）;考查课程平均学分绩点1.0以上(含1.0);毕业论文（或毕业设计）学分绩点为2.5以上（含2.5）。
(三)自学考试本科毕业生修完考试计划中全部课程，且自学考试成绩和毕业论文（或毕业设计）成绩合格以上（含合格）。
（四）参加广西壮族自治区成人高等教育本科学位外语统一考试成绩达到合格；外语专业毕业生须通过第二外语考试。
（五）非计算机专业本科毕业生须通过全国计算机等级一级考试或广西壮族自治区计算机统一考试。
第二条有下列情形之一者，不得授予学士学位：（一）学习期间有违背四项基本原则的言论或行动，并坚持错误者；（二）在学习期间，因违反校纪、校规，受过学校留校察看处分者。
第三条学位申请程序（一）学生本人提出申请：我院成人高等教育应届毕业生及自学考试本科毕业生符合本细则第一条规定者，历届毕业生在毕业一年内达到本细则第一条规定者，可向系（院）学位评定分委员会提出授予学士学位的申请，成人高等学历教育本科毕业生和自学考试本科毕业生毕业后一年内不提出申请学位的，不再补办。
（二）系（院）学位分委员会根据本细则第一条、第二条审核各系（院）学生材料，向院学位委员会推荐拟授予学士学位的学生名单；（三）成人教育学院对各系（院）学位分委员会推荐的拟授予学士学位学生的申报材料进行审核，并向学院学位委员会提供对拟授予学士学位学生的相关情况说明材料。

2、语法知识掌握英语的基本语法结构和常用句型，能正确理解运用这些句型结构写成的句子。
3、阅读理解能综合运用英语语言知识和阅读技能，读懂一般性题材的文章。
既能抓住篇章大意，又能注意文章细节；既能理解上下文的逻辑关系，又能领会作者的意图和态度。
阅读速度应达到每分钟50个词左右。
4、写作掌握一般文章写作技巧，具有用英语表达思想的基本能力。
文字流畅，语意连贯，标点正确，无重大语法错误。
本考试是一种标准化考试。
目前由于尚不具备听力考试及口试条件，暂只进行笔试。
待条件成熟时，再酌情增加听力内容。
（四）题型本考试分试卷一和试卷二。
试卷一为客观性试题，试卷二为主观性试题，两卷满分共为100分。
试卷一占总分的60%，试卷二占总分的40%。
试卷一包括词汇和语法结构、完型填空和阅读理解三个部分。
试卷二包括简答题和写作两个部分。
试卷一和试卷二共五部分，要求在120分钟内完成，分述如下：1、词汇和语法结构题型为选择题。
本部分共设20题，每题0.5分。

第三条授予成人高等教育各种办学形式培养的本科毕业生学士学位的标准，应符合《中华人民共和国学位条例》第二条和第四条以及《中华人民共和国学位条例暂行实施办法》第三条规定，达到下述学术水平者，可授予学士学位：（一）通过学习教学计划规定的政治理论课程、能够掌握马克思主义的基本理论，并具有运用马克思主义立场、观点和方法分析、认识问题的初步能力；（二）通过成人高等教育、经审核准予毕业，其课程学习（含外国语和教学实验）和毕业论文（毕业设计或其他毕业实践环节）达到本科教学计划应有的各项要求，成绩优良，表明确已较好地掌握本门学科的基础理论、专门知识和基本技能，并具有从事科学研究工作或担负专门技术工作的初步能力。
第四条授予成人高等教育各种办学形式培养的本科毕业生学士学位，暂由经国务院或国务院学位委员会会同国家教育委员会批准有权授予学士学位的普通高等学校负责。

具体要求如下：1．在校学习期间，本专业规定的公共课（政治理论课和外国语）、基础课、专业基础课和专业课（含教学实验、课程设计）的平均成绩达70分以上（含70分）（各门课程以考试的最高成绩计算）。
2．必须参加江苏省教育厅和学校组织的学位课程考试，成绩合格。
非英语专业学生近六年内全国四、六级英语统考成绩在425分（含425分）以上者，或自学考试英语考试成绩在70分（含70分）以上者，可免考学位英语；英语专业学生近六年内获得全国专业英语四级或公共英语六级统考合格证书，可免考综合英语。

大学成人本科毕业生毕业后申请学士学位暂行办法
为了规范我校成人本科毕业生毕业后申请学士学位的各项工作，确保毕业生学士学位的审理过程公平公正，特制定本办法。
一、学位申请资格毕业生同时满足以下两个条件，即具备学位申请资格：
1.已获取XX大学成人高等教育本科毕业证书，并满足《XX大学授予成人高等教育本科毕业生学士学位工作细则（修订）》第三条中（一）、（二）、
（三）、（四）、（六）所列条件者；
2.毕业后参加全国英语等级考试（Public English Test System,简称PETS）中的三级考试（笔试部分），成绩60分以上（含60分）。
二、学位申请期限：申请人须在毕业后2年内（以本科毕业证上的毕业时间为准）向学校提出申请。
三、申请递交材料
1.全国英语等级考试三级笔试成绩（证书）复印件；
2.本科毕业证复印件；
3.学士学位申请表。
四、申请的受理学位申请的受理部门为继续教育学院学籍管理部。
申请人可以通过邮寄或直接面呈方式提交申请资料。
受理部门在收齐申请材料后,应向申请人开具受理凭据或电话通知申请者。

第五条获得结业证的学生，在结业后一年限内回学校继续重修或参加补考，符合毕业条件后，可申请学士学位。
第六条毕业时只获得毕业证的学生，在毕业后一年限内具备下列条件之一，可申请学士学位：（一）获得以黑龙江大学为申请单位的授权专利或在核心学术期刊发表专业论文，经专家答辩合格者；（二）返校参加必修课、专业指导性选修课重考且学分绩点≥6.7。
第七条攻读双学士学位的在校本科生符合下列条件者可申请第二学士学位：（一）已经获得第一学士学位；（二）修完第二学士学位教学计划规定的全部课程，并获得所规定的最低学分。
第三章成人高等教育第八条凡在我校成人高等教育学习的业余、函授本科学生（含本科第二学历），符合第三条要求，且满足下列条件者，可以申请学士学位：（一）修完教学计划规定的全部课程，成绩合格，经审核准予毕业，其毕业论文或毕业设计成绩达到良好（含良好）以上；（二）参加黑龙江省学位外语统一考试，成绩合格。

为此，本考试主要考核学生运用语言的能力，重点是考核学生的阅读能力以及对语法结构和词语用法的熟练程度。
本考试是一种标准化考试。
考试方式为笔试。
考试范围主要参照全日制文理科、本科俄语教学大纲所规定的1—3级除听说以外的大部分内容。

听说考试正在规划之中，待时机成熟时实施。
客观性试题有信度较高，覆盖面广的优点；而主观性试题有利于提高测试的效度，能更好的检测考生运用语言的能力。
为此，本考试采用主观题、客观题混合型，以保证良好的信度和效度，以利于未来全国统考、考查或评估。
本考试按百分制计分，满分为120分（其中100分为成人本科学士学位满分成绩，再加20分为二 / 双学位考生满分成绩 )。
考试成绩合格者发给成人本科学士学位俄语合格证书或本科二 / 双学位(学士学位)俄语合格证书。

申请学士学位工作管理办法
根据《中华人民共和国学位条例》、《中华人民共和国学位条例暂行实施办法》、《国务院学位委员会关于授予成人高等教育本科毕业生学士学位暂行规定》（学位〔1988〕12号）（以下暂称“暂行规定”）和《国务院学位委员会、国家教育委员会关于整顿普通高等学校授予成人高等教育本科毕业生学士学位工作的通知》（学位〔1991〕11号）等文件精神和有关规定，为保证我省成人高等教育本科毕业生申请学士学位工作的规范开展和授予质量，特制定本管理办法。
一、适用范围
成人高等教育本科毕业生，系指国家教育行政部门批准、国家承认其学历的普通高等学校举办的成人本科高等教育和独立设置的成人高等学校培养以及通过高等教育自学考试的本科毕业生。
符合申请学士学位授予条件的上述毕业生，可在本校（具有学士学位授予权的普通高等学校）或就近向具有学士学位授予权的普通高等学校申请授予相应学士学位。
二、学位申请条件和时限
1.坚持邓小平理论、“三个代表”重要思想和科学发展观，拥护中国特色社会主义，具有良好的思想品德和政治表现。
2.在学期间本专业规定的公共课（政治理论课和外国语）、基础理论课、专业基础课和专业课的平均成绩以及毕业论文（毕业设计或其他毕业实践环节）的成绩均达到良好。
3.需参加并通过全省成人本科毕业生申请学士学位外国语水平统一考试（以下简称“学位外语考试”）。
无学士学位授予权院校的成人本科毕业生和通过高等教育自学考试的本科毕业生还应参加并通过有关受理院校组织的学位课程考试。
毕业考试成绩不得代替学位外语水平考试和学位课程考试成绩。
4.满足上述条件的应届成人本科毕业生必须在毕业后三个月内向本校或就近向有关高等学校提出授予相应学士学位申请。
受理学校审核通过后，必须在申请者毕业后一年以内向黑龙江省学位委员会办公室（以下简称“省学位办”）提交学位信息备案审核（学位年报），逾期申请学位或提交备案信息的，均不予受理。
对于毕业生未达到学士学位授予条件（包括外语水平要求）者，不得补授学士学位。
三、学位外语考试
1.考试组织
黑龙江省学位委员会负责学位外语考试相应政策制定、考试大纲和合格标准确定等管理工作，黑龙江省招生考试委员会办公室(以下简称“省招考办”)负责考生报名、试卷命题、考试组织、阅卷评分、成绩公布等考务工作。
考试费按照黑龙江省物价局、黑龙江省财政厅等相关部门下发的文件规定及收费标准执行。
2.考试对象
（1）省内国家承认学历的各类成人高等教育和高等教育自学考试的在籍（报考时未毕业）本科生。
已毕业的成人本科生及自考生不得参加此项考试。
（2）省外高校在我省的成人高校函授站的本科生，经省外高校所在省（市）学位管理部门具文委托并经我省学位办同意的学生。
（3）我省高校在省外所设函授站的学生可参加我省组织的学士学位外语考试，也可由高校申请，经省学位办同意并具文函授站所在省（市）学位管理部门参加当地组织的学位外语考试，考试成绩及合格标准按所在省的规定办理，我省予以认可。
我省的学位外语考试不在省外设置考点。
（4）外语类专业考生须选择参加第二外国语进行考试。
3.考试大纲
由省学位委员会根据国家有关学位外语水平的要求和有关规定，借鉴或联合国家有关部门及省份适时制定、修改并发布《黑龙江省成人本科毕业生申请学士学位外语考试大纲》，其中涉及英、日、俄、法、德五个语种。
4.考试时间
考试每年一次，报名时间为12月份进行，考试时间一般安排在3月份最后一个星期日的14：30-16：30进行。
5.试卷结构
试卷题型包括客观题和主观题两部分，其中，客观题部分卷面分值为60分，主观题部分卷面分值为40分，总分为100分。
6.成绩公布
考试成绩通过黑龙江招生考试信息港/予以公布。
7.合格分数线确定
省学位委员会根据国家有关文件规定，结合我省考试成绩的分布和实际情况，合理确定当年合格分数线，并在黑龙江省学位委员会办公室网站予以公布。
8.合格证书查询与打印
省学位办根据确定的合格分数线，在省学位办网站/xwb/公布并提供《黑龙江省成人本科毕业生申请学士学位外语考试合格证书》的查询与打印。
9.免试条件及办理程序
已获得硕士学位及以上，或获得国家承认的国外学士学位及以上，或参加高等教育自学考试的普通高校全日制在校本科生毕业时获得学士学位者，可不参加学位外语考试。
办理免试手续如下：
（1）申请免试人员需填写《黑龙江省成人本科毕业生申请学士学位外国语水平考试免试资格审查表》，提供有关学位证书原件及复印件，国外学位需提供国家有关部门出具的学位认证报告；
（2）学位授予单位审查免试人员提供的学位证书原件及相关
学位认证报告，汇总并填报免试人员名单及数据库，收集有关佐证材料于每年7月1日前报送省学位办。
（3）省学位办审核同意后，将免试人员的合格证书予以网上公布，供免试人员查询和打印。
公布方式同学位外语考试第8条。
四、学位授予程序
1.被申请的普通高等学校成人教育主管部门负责向校学位评定委员会办公室择优推荐学位申请者名单，并提供申请者的思想政治表现及全部课程成绩、毕业论文或毕业设计、《黑龙江省成人本科毕业生申请学士学位外语考试合格证书》等档案材料和学位申请者就读专业的培养方案和教学计划等。
2.校（院）学位评定委员会办公室对学位申请者进行资格审查，决定是否受理申请。
3.校（院）学位评定委员会按照学士学位授予有关规定，对校（院）学位评定委员会办公室提供的学位申请者名单进行审定，并报省学位委员会备案。
五、学位证书发放及信息管理
1.审定通过的学位申请者由受理院校学位评定委员会颁发相应学士学位证书，学士学位证书由国务院学位委员会办公室统一印制，由黑龙江省学位委员会办公室统一管理并实行备案制度。
证书加盖学位授予单位公章（钢印）和学位评定委员会主席印章（手写体蓝印），日期为校（院）学位委员会审定通过时间。
2.学位获得者信息实行年度审核和注册备案制度，省学位办
负责对学位授予单位提交的学位获得者信息进行资格和形式审核，信息审核有问题的将打回高校予以确认和处理，审核通过的学位授予信息将通过学位年报系统报送国家予以注册备案。
3.若发现学位申请者和获得者有违反国家和省有关规定的，由学位授予单位取消其学位申请资格或撤消已获得的学位资格并报省学位办备案。
六、其他
1.各有关学位授予单位可根据此办法制定具体的实施细则，并报省学位办备案。
2.本办法自发布之日起实行，原黑龙江省学位委员会发布的《黑龙江省关于授予成人高等教育本科毕业生学士学位实施办法(试行)》（黑学位〔1997〕02号）、《黑龙江省普通高校授予成人高等教育本科毕业生学士学位实施办法》（黑学位字〔2004〕03号）和《黑龙江省学位委员会办公室关于办理成人本科毕业生申请学士学位全省外语考试免试手续的通知（黑学位办函〔2002〕03号等文件同时作废。
3.本办法解释权在黑龙江省学位办。
