加强政风行风内涵建设促进医院健康和谐发展
—甘肃省武威肿瘤医院民主评议政风行风质询会议专项活动为切实加强医院政风行风建设,夯实现代医院、科技医院发展运行机制,提升医院良好社会品牌形象。

我院在不断深入推进“创先争优”、“三好一满意”、“提质增效年”活动的进程中。

今年9月23日,院党总支按照凉监发[2011]46号文件《关于开展民主评议政风行风建设质询活动通知》要求,积极组织聘请行风义务监督员、区人大、政协、主管部门领导、职工代表、服务对象等70多人,开展了2011年度医院民主评议政风行风质询大会。

此次行风质询大会,由区卫生局吕中山纪委书记主持,我院陈文元党总支书记在质询大会上作了行风评议工作情况的全面汇报,并着重指出了我院在行风建设工作中存在的具体问题,以及整改提高的具体措施和下一阶段医院政风行风建设的主要任务。

大会在一片认真、坦率、和谐的气氛中进行,各位义务监督员、与会代表本着“以评促建,以评促改、纠建并举”形成行风建设长效管理机制的要求。

坚持“查摆结合、即知即改、立足长远、整顿提高”的原则。

严格评议程序,结合近年来对我院行风建设工作的调查了解,群众反映的实际情况进行了评议点评。

区政府行风评议第一小组组长魏建荣强调指出:医院要以创先争优为契机,以“三好一满意”活动为载体,切实加强医院政风行风建
设。

一是要抓职工职业道德,法制法规教育;二是要进一步建立健全职工医德医风管理档案;三是进一步解决好群众“看病难、看病贵”的问题;四是医院医疗没有最好,只有更好;五是要广泛开展医院精神文明建设系列活动,大兴新风正气,大灭歪风邪气。

区纠风办王金生局长针对近年来,我院行风建设实际情况指出:①医院要严格按照省、市、区的社会统一招标管理办法,采取“公开、公正、公平”的原则,尤其在群众吃药问题上,尽量降低药品进价,多用目录内药品,少用自费药品,尽量减轻患者负担。

②根据现行城镇合管医疗报销办法,提升患者的住院报销比例。

③不断提高医院的医疗质量,把省上专家请进来,多为群众着想,想办法留住病人,使一些特困患者在当地就能享受省级专家的医疗服务,切实减轻群众“看病贵”的问题。

通过民主评议政风行风质询大会,我院查找出的具体问题有:①在医疗服务细节方面,还有一定的缺陷和不足,需进一步强化医院医疗岗位承诺制,服务优化制的落实,注重医疗细节服务工作,一定要把群众的事放在心上,把群众的事办好,才是医院发展的根本。

②医院发展不能停留在只有最好,而要做到更好。

医院不但要有良好的行业风气,而且医疗质量要不断提高。

③切实解决好农村特困群体患者吃不起药、看不起病的问题,希望武威肿瘤医院大力开展好帮扶、帮
建农村医疗卫生院所的工作。

多开展一些公益性医疗普查服务活动,如:胃癌、乳腺癌、食管癌的普查项目。

④进一步提高患者住院报销率,实实在在减轻农民负担。

再把大病普查的项目向社区特困群众倾斜一下,为群众办更多的实事、好事。

5.要进一步加强医疗药品社会化招标制度,控制药品价格,合理用药,少用自费药品器材,在减轻群众就医负担上下功夫,做文章。

最后,叶延程院长在质询大会上进行了表态发言。

表示以本次行风质询大会为契机,努力做到:①树立医院的专科品牌,向全国百佳、三甲品牌医院进军,塔建职工发展的平台,用健康向上的正气,正确引导职工树立良好职业道德形象。

②划规好“136人才梯队”的宏伟蓝图,确定好医院长远发展目标。

③医院在抓行风管理上,奖罚分明,奖要奖的心花怒放,罚要罚的心惊肉跳。

把医风行风工作同职工分配机制挂钩,全面抓好医院各项工作。

④坚持“四个合理”即:合理检查,合理治疗,合理用药、合理收费,进一步规范医疗服务行为。

⑤严格药品管理,控制药品费用。

⑥在抓好医院行风建设,业务工作的同时,牢牢抓好职工队伍的职业素质教育和培养,增强广大职工爱岗敬业的服务理念。

在职工当中,经常开展职业道德、法治教育工作,树立先进、树立典型,正确引导全院职工树立正确的人生观、价值观和荣辱观,打造一支坚强有力,富有凝聚力、团结力和战斗力的职工
队伍。

⑦切实加强医护人员的医疗服务艺术性,为广大患者提供更加温馨、舒心的医疗服务。

⑧结合此次行风质询活动,继续保持该院整治“小金库”的工作力度。

⑨进一步加强医患沟通,深入了解听取患者的批评意见和建议,广泛接受群众的监督检查。

⑩全面加强监督管理工作,对违反医院管理规定的科室和个人进行帮助教育工作,强化认识,提高觉悟。

要坚持围绕行评找问题,围绕问题查原因,围绕原因追责任,围绕责任抓处理,针对问题抓整改,把全院干部职工的思想统一到抓行评促整改上来,努力开创我院“十二五”发展的良好局面,以优异的成绩使医院社会品牌形象再上新台阶。
