但是,从目前的研究看,克隆技术仍存在很大缺陷。
近年来,科学家虽已成功克隆了绵羊、猪、猫等动物,但成功率极低。
美国波士顿瓦尔特海德生物医学研究所的专家们在对1万多个基因进行研究后认为,无论克隆动物在出生时是否正常,未来它仍将出现健康问题。
这正是众多科学家反对克隆人的理由:认为克隆人是不安全也是不道德的。
可见,不解决克隆人的法律与道德问题,就会影响克隆技术的正常发展。
一方面,克隆是一项十分复杂而又极有价值的技术,它涉及医学、生物学等诸多领域的发展。
如果随意阻碍其发展,不仅不利于这项技术的应用和进步,也不利于相关领域的研究。
另一方面,克隆技术目前尚不成熟,现阶段不应用来“制造人类”。
国际社会应尽快制定法规,为有关人类胚胎和胚胎原始细胞的研究实验设限,以促进克隆技术健康发展。
背景:克隆是英文Clone一词的音译,意为无性繁殖系——即通过无性繁殖(如细胞丝分裂)可连续传代并形成的群体。
克隆技术(Cloning)则是指由众多的基因或细胞群体中通过无性繁殖和选择获得目的基因或细胞的技术操作;简单地说就是独立细胞繁殖系,指后代完全由一个细胞复制,具有完全相同的遗传物质。
在自然界,早已存在天然植物、动物和微生物的克隆,例如:同卵双胞胎实际上就是一种克隆。
然而,天然的哺乳动物克隆发生率极低,成员数目太少(一般为两个),且缺乏目的性,所以很少能够为人类所用。
因此,人们开始了对人工培育克隆动物的探索,在近二十年中取得了很大进展。
在人类胚胎和干细胞克隆技术基础研究方面的新成果尤为国际社会所关注。
“克隆人”发展迅速的重要因素是它在医学领域所拥有的广泛需求。
以干细胞为例,它既是胚胎的主要构造,又是克隆技术的基础。
科学家们相信,利用人体细胞克隆人类早期胚胎,从中提取未经完全发育的干细胞,能培育出各种人体组织,如骨髓、脑细胞、心肌甚至肝、肾等器官等;它们可被用于治疗白血病、帕金森氏症、心脏病和器官衰竭等病症。
这些组织与供克隆用的人体细胞具有相同的遗传特征,如果向提供细胞的患者移植这些组织器官,就不会产生异体排斥反应,具有很高的医学价值。
但从理论上看,一旦克隆人类胚胎和人体器官的技术成熟,就可能被用于“复制人类”。
很显然,克隆人对现代社会的伦理道德观念会构成极大挑战:设想,假如克隆一个人是合法的,那么克隆10个、100个同样的人是否同样合法?生命究竟是爱情的结晶,还是一个价值较高的医学产品……目前,克隆人对伦理道德的冲击和公众对此的强烈反应已对克隆技术的研究应用构成限制。
但近几年克隆技术的发展表明,世界各科技大国实际并未放弃克隆技术研究。
例如,在1997年2月英国政府宣布中止对“多利”研究小组投资后不到1个月,英国科技委员会就对克隆技术发表专题报告,表明英国政府将重新考虑这一决定,认为盲目禁止这方面研究并不明智;关键在于建立一定的规范,利用它为人类造福。
根据英国于1990年通过的《人类授精和胚胎学法案》,克隆人类胚胎的研究是非法的。
但是科学界近几年来一再强烈要求政府批准治疗性克隆研究。
对此,布莱尔政府表示支持,希望借此保障英国生物技术在欧洲的领先地位。
世界卫生组织等方面则主张对医疗性克隆予以区别对待。
因为,国际社会虽然不能容许科学研究损害人类尊严的某些作法,但同时也不能禁止可能造福于人类的医学研究和实践。
此外,各国基于不同的历史、文化、哲学和宗教背景对治疗性克隆有不同的法律规定;对此,国际社会应予尊重。
总而言之,一项新技术本身并不存在对或错,关键在于人们的运用目的。
科学技术发展史表明,零风险是不存在的;因噎废食,无所作为才是最大的风险国际动态历史和现在:二十世纪的科学,极大地改变了人类的物质生活与精神生活,改变了人类的生活方式与生产方式。
它一方面推动社会全面进步,解决人类的种种困难,提高人类的生活质量;另一方面它也为人类社会带来了各种各样的问题。
其中科学对伦理的影响十分令人关注。
在二十世纪出现了许多与伦理有关的新兴学科,比如生命伦理学、生态伦理学、科技伦理学无不与现代科学有关。
那么为什么科学会影响伦理、怎样影响伦理以及我们应该如何看待这种影响就变得十分重要了。
我们知道,在现实生活中,有许多伦理观念制约着我们每一个人。
比如关于生育的观念,关于行为的观念,关于死亡的观念等等,这些观念指导人类的生活与行为,这些观念一旦形成便十分稳定,不易改变,因此我们说伦理观念具有稳定性。
但科学则不然,科学技术的本质是求新求变,尤其是在二十世纪,科学以一种人们意想不到的速度发展,某些科学成果的应用,会对现在的伦理观念产生致命性打击,使得很多人对科学的发展产生了许多恐惧感。
1978年7月25日,世界上第一个试管女婴路易丝·布朗在英国诞生。
她的出生震惊了世界,人的生命可以从试管里开始,而且这样的情况可能引起试管新生儿的家庭关系的复杂化。
一个最复杂的情况是,这样的婴儿的父母总数可能是五个:提供精子的父亲(遗传父亲)、提供卵子的母亲(遗传母亲)、生他们的母亲(孕育母亲)、养他们的父亲(抚养父亲)以及养他们的母亲(抚养母亲)。
诺贝尔奖获得者H·缪勒建议设立“精子银行”,后来美国加州就设立了一个诺贝尔奖金获得者精子库,现在,美、法等主要国家都有几十家精子库。
我国1983年实行人工授精成功,1985年开始建立精子库,提供人工授精服务。
人工授精和建立精子库引起了激烈的争论。
它的主要问题是,人工授精切断了婚姻与生儿育女的纽带,破坏了原有的婚姻和家庭的关系,因此许多人反对使用这一方法。
但是有许多人对这一方法表示欢迎,他们是那些自己无法通过传统方法生育孩子却希望要孩子的人们,或者自己虽能生育但不愿经受孕育婴儿的麻烦的人们。
这一方法对于他们是有益的,经过了几十年的实践,人们发现这一方法没有给人类带来灾难性的后果,因此争论日益减少了。
1997年2月23日,英国生物学家威尔穆特向全世界宣布,他和他的助手们成功地克隆出了人类历史上第一只小绵羊———多利。
这一成果引起了举世惊恐,人们害怕这一成果意味着科学家们下一步就要克隆人了。
美国总统克林顿于当年3月份就做出强烈反应。
世界各国的领导人甚至联合国卫生组织也都表示不赞成科学家从事克隆人研究。
为什么人们对克隆人研究这么惊恐呢?与试管婴儿一样克隆人技术将打破人类原有的生儿育女的方式,这一技术比起试管婴儿来更进一步,它不需要两性的精子和卵子结合,而只需要单一的卵子和体细胞。
人们担心,克隆人一旦出现,就会打破世界上原有的人与人之间的伦常关系,用一个人的体细胞克隆出的人是体细胞提供者的弟弟或妹妹还是儿子或女儿?令人难以接受和想象。
更为让人害怕的是,克隆人不是为了给愿意使用该技术的人生儿育女,而是为了移植克隆人的器官或用克隆人做战争的牺牲品等等。
不害怕克隆人诞生的人认为:提供器官移植不一定非用克隆人的器官,我们可以用专门克隆器官的技术生产人体的各种器官;用于战争的克隆人在经济上很不合算,从事战争的人在很多地方可以用廉价的方法找到足够的人,我们现在地球上的人不是已经够多了吗?很多国家都在控制人口,难道他们还嫌地球上的人不够多吗?关于克隆人的争论至今还在继续。
为什么科学总是给伦理带来麻烦呢?原来科学与伦理是性质不同的两个东西。
科学是实证的知识系统,它追求的目的是“真”,它发现的是客观已经存在的规律,它解决的是人与自然之间的关系。
判断科学的试金石是科学实验,是观察,是论证。
因此我们经常说一个科学理论经过实践检验是正确的还是错误的。
打开科学史,我们会发现,一部科学史就是科学家们不断寻求正确的理论进而排除错误的理论历史。
我们说“燃素说”是错误的,是因为它没有揭示出客观存在的真实情况。
而伦理是规范性的,它追求的是“善”,它阐明的是人与人应该怎样相处,它解决的是人与人之间的关系。
判断伦理的标准是人们的习惯、风俗等。
打开人类发展史,我们就会发现,一部伦理史就是各种各样的风俗、习惯等的变化史。
我们不能说某个时代的风俗和习惯是错误的,是因为这些风俗和习惯都是人为规定的,它们主要与人们的主观认识有关。
科学之所以频频向传统伦理提出挑战,是因为科学总是在创新,而创新总会引起人类生活与交往手段的改变,这些改变肯定会影响人们的风俗和习惯。
声音?自从1997年克隆羊“多利”诞生以来,全世界已有很多国家立法禁止克隆人,但科学家在人类胚胎、干细胞克隆技术的基础研究方面却取得了很多新进展。
