制度与责任：为质量和安全筑基石
在安全生产中，“亡羊补牢”固然好，但“未雨绸缪”，把安全事故消灭于萌芽状态更值得倡导。

市城乡建设委紧紧抓住“安全生产、预防为主”这条主线，制定严格的规章制度，夯实责任体系，为守护安全打牢基础。

济南市质安站陆续修订出台了《济南市建筑工程安全监督规程》《济南市轨道交通工程质量安全监督工作规程》《济南市建筑起重机械监督工作规程》等制度性文件，编印《建筑安全文明施工标准图集》，保障工程安全监督工作健康有序的开展；市公用事业局安监处负责起草制定了济南市《关于加强餐饮场所燃气使用安全管理的意见》，保障餐饮燃气安全。

除了制度保障，还要严格落实责任。

济南市公用事业局严格落实安全生产责任目标，逐级签订安全生产目标责任书。

与市政府签订的《2017年度安全生产管理承诺书》和《2017年度消防工作责任目标书》；局长与6位行业分管副局长签订了年度《安全生产目标责任书》，6位行业分管副局长分别与15家局属企事业单位签订了年度《安全生产目标责任书》，责任层层落实。

市城乡建设委以严格制度筑堤，落实责任建坝，尽最大努力减少安全事故这个猛兽对市民的伤害。

把质量和安全驻心间
很多事故源于麻痹和无知。

济南市城乡建设委员会不断加强教育宣传工作，增强管理者、工人、市民的安全知识和意识，让安全如同音乐，在每个人心中激荡。

市城乡建设委员会首先加强自身队伍教育。

定期召开安全会议，传达学习国家、省市领导重要讲话精神，贯彻落实省、市安全生产电视会议和一系列文件精神；开展业务培训，认真学习行业新规范、新技能，不断更新业务水平、监管理念、理论基础。

同时，他们走进单位、企业，建立安全生产知识培训考试题库、宣传安全生产知识；他们走进工地，指导工人安全施工，增强安全意识；他们走进社区、学校、广场等，告诉每一个市民安全用电、安全用气的知识和意识；他们利用多媒体，让安全知识传播更广，安全意识更深入人心……

安全生产之歌。

It’s a wisdom about life imparted by the ancients who had learned the lessons. Every time we leave home, our family would say “take care”. - It’s the most sincere and the warmest advise from our beloved family.
Today, security issues become even more important as productive activities are happening with increasing frequency and complexity. Security issues in the construction sector, security in production of the municipal public system, security of residential buildings are significant parts of the safe operation of cities. Jinan Urban and Rural Construction Commission guards the safety and security of the people by making rules and regulations, carrying out due diligence, strengthening inspection and management, enhancing educational training and improving public knowledge and awareness of security.
