On my way to work every morning I drive by a farm where I can see some horses off in the distance in the woods. They are there every single morning no matter how cold or rainy or windy it is. There is a shed(牲口棚)on the farm, but it doesn’t look to me that the horses are ever taken into the shed. Is this right? I don’t think horses should be treated like this.

Thanks for taking an interest in these horses. Problems about the care of horses are different from cats and dogs. Think of wild horses that spend their whole lives outdoors finding whatever food and shelter(遮蔽物)they can on their own. The point is that horses don’t require as much shelter as a lot of other farm animals. However, that doesn’t mean that they don’t need some shelter.
It is hard to tell from your letter whether the situation for these horses is unacceptable. Above all, do you know the people who own the horses well enough to just talk to them as a neighbor and express your concern(关注)? Maybe they will tell you that the horses do go in the shed at night.
If direct contact(联系)is not a choice and you can see that the horse s’situation is poor, then call 911, report the situation and ask law enforcement officers(执法官员)to look into it.
If you just can’t see enough to prove such a report, call the Oswego Court Humane Society on 218-1180 for help from the Large Animal Assistance Project(LAAP). A volunteer from the project will help solve the problem.
Speaking of volunteer assistance, since you appear to be a horse lover, why not talk to the LAAP about volunteer opportunities for you? It’s big job, but totally rewarding, and the project always needs knowledgeable horse people to help.

BEIJING Oct 16 (Friday) (Xinhua)---The Chinese government will enact (将……制成法律)more support policies to life the country’s 70 million poor people above the
poverty line by 2180, President Xi Jinping pledged(保证)on Friday ahead of the 23rd International Day for the Eradication of Poverty.
Addressing the Global Poverty Reduction and Development Forum in Beijing, Xi said China will work to fight the hard battle against poverty. In his speech, Xi drew on his personal experience in the 1960s working as a farmer in a small village in northwestern Shaanxi Province, where he was struck by the poor living conditions in rural China. But over the past several decades, China has made remarkable progress in poverty relief.
China has lifted more than 600 million people out of poverty in the past 30 years, accounting for about 70 percent of those brought out of poverty worldwide. It was the first developing country to meet the Millennium Development Goals (MDGs) target of reducing the population living in poverty by half ahead of the 2018 deadline. “Despite the achievements, China remains the world’s biggest developing country, and narrowing the urban-rural gap remains a big challenge for us,” Xi said.
As of the end of 2018, China still had 70.17 million people in the countryside living below the country’s poverty line of 2,300 yuan (376 U. S. dollars) in annual income by 2018 price standards. The president said poverty alleviation will be a major part of China’s post-2018 agenda. While striving to reduce poverty at home, China has also actively supported the cause in other developing countries. Over the past 60 years, China has provided 166 countries and international organizations with nearly 400 billion yuan in assistance.
China has also announced seven times it would exempt(免除), without any conditions, the matured inter-governmental interest free loans owned by heavily-indebted poor countries and least developed countries. At a United Nations summit last month the goal of eliminating poverty in 15 years was laid out and China pledged an initial 2 billion U.S. dollars to establish an assistance fund to help developing nations fight poverty.
In a video message for Friday’s Forum, UN Secretary-General Ban Ki-moon praised China’s remarkable achievements in poverty alleviation, saying the UN welcomes those
significant and generous proposals from President Xi and looks forward to further progress with an indispensable partnership with China.
Saturday also marks China’s second National Poverty Relief Day.

The common cold is the world’s most widespread illness, which is probably why there are more myths about it than any of the other illness.
The most widespread mistake of all is that colds are caused by cold. They are not. They are caused by viruses passing on from person to person. You catch a cold by coming into contact, directly or indirectly, with someone who already has one. If cold causes colds, it would be reasonable to expect the Eskimos to suffer from them forever. But they do not. And in isolated Arctic regions explorers have reported being free from colds until coming into contact again with infected(感染的) people from the outside world by way of packages and mail dropped from airplanes.
At the Common Cold Research Unit in England, volunteers took part in Experiments in which they gave themselves to the discomforts of being cold and wet for long stretches of time. After taking hot baths, they put on bathing suits, allowed themselves to be doused(浸入) with cold water, and then stood about dripping wet in drafty(通风的)rooms. Some wore wet socks all day while others exercised in the rain until close to exhaustion. Not one of the volunteers came down with a cold unless a cold virus was actually dropped in his nose.
If, then, cold and wet have nothing to do with catching colds, why are they more frequent in the winter? In spite of the most pains-taking research, no one has yet found the answer. One explanation offered by scientists is that people tend to stay together indoors more in cold weather than at other times, and this makes it easier for cold viruses to be passed on.
