The spatial aggregation of marine ecological compensation efficiency was enhanced, the regional imbalance was converged, and the spatial distribution pattern was basically stable.Key words:marine ecological compensation;super efficiency SBM model;Malmquist index;standard deviational ellipse;influence factors随着海洋经济的快速发展和海洋资源的加速开发,中国近海海洋环境质量逐步恶化[1],生态承载力持续下降,局部区域海洋环境资源承载力已达极限,海岸带和海洋生态问题愈加突出[2],海洋生态环境破坏问题逐渐凸显,严重威胁了近海海域和海岸带生态安全,制约了海洋经济的可持续发展[3].于是,海洋、海域和海岛等领域的生态补偿的相关理论和政策相继出现,成为中国实现海洋经济与海洋环境相协调和可持续发展的现实选择.中国政府高度重视海洋生态补偿,随着海洋生态补偿力度的逐渐加大,这些海洋生态补偿的效率如何?是否协调了当地的海洋经济发展和海洋生态环境的改善?海洋生态补偿效率的评价和分析成为评估海洋生态补偿效果、衡量海洋生态补偿政策水平的必要途径,并能有效提高海洋生态补偿资金的运行效率,为相关单位科学制定海洋生态补偿政策和决策提供智力支持,为建立和完善高效率的海洋生态补偿机制指明方向,为实现全球海洋治理、构建海洋命运共同体和全面贯彻落实海洋强国等奠定坚实后盾.国内外专家学者关于海洋生态补偿的相关研究主要集中在理论和应用研究方面:郑苗壮等[4]、李收稿日期:2019-11-21基金项目:国家社会科学基金重大项目(14ZDB151);文化名家暨“四个一批”人才资助项目* 责任作者, 教授,*****************7期石晓然等:中国沿海省市海洋生态补偿效率评价 3205晓璇等[5]分别从相关理论基础和补偿要素角度确定了海洋生态补偿的概念和内涵.丘君等[6]提出在生态系统方法下构建渤海生态补偿机制的初步设想,Jiang等[7]阐述了建立海洋生态补偿制度的总体框架和建立系统的海洋生态补偿机制的对策,连娉婷等[8]确定了填海造地过程中补偿的相关主体和对象.海洋生态补偿标准的制定是海洋生态补偿的重要组成部分,张继伟等[9]基于环境风险研究了海洋生态补偿标准,肖建红等构建了海岛旅游绿色发展生态补偿标准[10]并对其区域差异化进行了研究[11],于志鹏等[12]估算了海洋保护区的生态补偿标准,Kim等[13]利用生境等价分析法估算溢油事件对渔业生境破坏的补偿费用.按照补偿性质将海洋生态补偿分为海洋生态保护补偿(对海洋生态保护者和建设者产生的外部性收益的补偿)和海洋生态损害补偿(海洋生态损害的责任方对海洋生态系统服务损失的补偿)两类[4],于冰等[14]、龚虹波等[15]从补偿主体、损害程度判别、补偿标准、补偿方式、补偿保障措施等方面探讨了海洋生态损害补偿的研究进展和相关问题,Rao等[16]制定了沿海海域生态损害赔偿的MEDC框架.综上可知,目前尚未开展对海洋生态补偿效率的研究,不能对海洋生态补偿进行有效的监督、评估和反馈.在其他类型的生态补偿领域,少数专家开展了生态补偿效率研究的尝试:熊玮等[17]利用SBM-DEA模型对江西的国家重点生态功能区生态补偿效率进行了综合评价;曲超等[18]采用三阶段DEA模型对长江经济带11省市国家重点生态功能区生态补偿环境效率水平、变化趋势及其差异性进行评价.由此观知,环境经济政策所涉及的利益群体广泛、相关数据繁杂,缺乏系统的评估模型和方法,且易受人为因素干扰,在研究过程存在较多的问题和困难,尚未建立系统的生态补偿效率评价体系.本文尝试从“海洋生态补偿效率”角度出发,参考海洋经济效率[19-20]、海洋经济绿色效率[21-23]和海洋生态效率[24-27]的相关研究经验,以中国11个沿海地区(省、直辖市、自治区,不含港澳台,下文同)为研究对象,运用考虑非期望产出的超效率SBM 模型对中国沿海11个省市的海洋生态补偿效率进行了测度,采用Malmquist指数测算全要素生产率与海洋生态补偿效率的动态变动关系,并通过Tobit模型对其影响因素进行分析,最后利用标准差椭圆(SDE)方法研究其空间转移特征.本文的贡献在于:第一,测度了2006~2016年中国海洋生态补偿效率的总体特征,并从多重角度(发展趋势、有效性、海区区划)精细刻画了其省际分布和动态演化特征;第二,对全要素生产率与海洋生态补偿效率的动态变动关系进行了鉴别和分析;第三,研究了海洋生态补偿效率的影响因素和空间转移特征.1研究方法1.1 研究机理根据海洋生态补偿的概念[4].凡是促进海洋生态环境修复或对海洋环境保护有利的经济措施都可以归结为“海洋生态补偿”之中[28].其目的在于:使海洋资源保持可持续地开发和利用, 使海洋经济发展与海洋生态保护达到平衡和协调[29].中国的生态补偿机制主要由中央和各级地方政府主导,这与西方国家实施的政府和市场相结合的生态补偿机制有着本质的差异,且绝大多数的生态补偿资金由中央拨款或各级地方政府的财政拨款[30].因此,在有限的资金、资源和劳动力的投入下的海洋经济和海洋环境的产出效率实现了提升,就意味着海洋生态补偿效果的实现.故海洋生态补偿的投入应包含海洋补偿资金、海洋资源和劳动力三方面,产出应包括促进海洋经济发展的期望产出和海洋生态环境改善的非期望产出(图1).海洋生态补偿相关的资金制度包括海域使用金、海洋排污费、海洋倾废费、海洋生态损害赔偿金、海洋生态损失补偿金和海洋生态保护补偿金[5],鉴于除海域使用金外,其他的海洋生态补偿资金数据较难获得,且考虑到海洋生态补偿政策的导向作用和我国固定资产投资偏好的实际国情,海洋生态保护、损害和损失的相关补偿资金将向有利于海洋生态环境修复和改善的方向流动,并将主要应用于海洋环境治理投资、海洋开发活动的基本建设改造和设备升级(即海洋固定资产投资).因此,本文选取海洋环境污染治理投资额[30-31](海洋生产总值和环境污染治理投资占国民生产总值比重的乘积)和海洋固定资产投资[19,22,24](具体采用海洋固定资本存量数据,参考胡晓珍[22]用各地区的资本存量[32-33]折算)代表海洋生态补偿资金投入的指标.海洋资源投3206 中国环境科学 40卷入选用累计海域确权使用面积[23,25];劳动力投入选用涉海从业人员数量[27,34];产出方面用人均海洋生产总值[24]反映海洋生态补偿期望的经济产出,用沿海地带工业废水排放量[27]和污染海域面积反映非期望的海洋环境产出.补偿资金海洋资源劳动力海洋经济海洋环境海洋生态补偿产出要素投入要素的交互反应效率水平时间Tobit模型影响因素标准差椭圆模型空间转移特征图1 中国海洋生态补偿投入产出效率示意Fig.1 Input-output efficiency of marine ecologicalcompensationin China1.2评价方法1.2.1 基于非期望产出的超效率SBM-DEA模型数据包络分析方法(DEA)是美国学者A.Charnes和W.W.Cooper等人于1978年提出的评价效率的重要非参数方法[35],因海洋生态补偿效率需同时考虑海洋经济和海洋生态环境的影响,结合海洋生态环境产出的非期望性和有效决策单元效率值的比较问题.本文选取基于非期望的超效率SBM-DEA模型评价了中国11个沿海地区的海洋生态补偿效率.具体公式参见文献[38].1.2.2 Malmquist指数模型 Malmquist指数模型是Fare等[36]基于DEA方法提出的,可以用Malmquist指数来计算不同时期的全要素生产率,同时使DEA模型可以用来分析面板数据[37],并将其分解为规模效率变化和技术效率变化(包括技术变化和纯技术效率变化)等[31],可以更好地了解增长余值的构成及其动态变化趋势,成为目前最为常用的测算全要素生产率增长率的非参数模型,广泛应用于经济效率研究和生态效率研究领域.本文利用Malmquist指数模型测算海洋生态补偿的全要素生产率,体现各沿海省市海洋生态补偿效率跨时期的变化情况。
