This is, of course, the theory that is embedded in the Constitution and that underlies the American federal system with its "check and balance".For the control of power or, more specifically, the governmental apparatus itself, other devices had to be brought into play. Of these, two are of special importance: suffrage and elections. Unlike many contemporaries, Jefferson believed in virtually universal suffrage. His opinion was that the universal right to vote was the only "rational and peaceable instrument" of free government.Next to the right to vote, the system of free elections was the foremost instrument for control over government. This involved, first, the election by the people of practically all high government officials, and, secondly, fixed and regular periods of polling, established by law. To make doubly sure that this mechanism would work as an effective control over power, Jefferson advocated frequent elections and short terms of office, so that the citizens would be enabled to express their "approbation or rejection" as soon as possible.This, in substance, is the Jeffersonian philosophy--faith in the idea of equality, of freedom, and in the right to and need for popular control over government.What, in all this, is relevant to peoples without a democratic tradition, especially those who have recently emerged in Asia and Africa? The rejection of democratic procedures by some of these peoples has been disheartening to believers in freedom and democracy. But it is noteworthy that democratic and parliamentary government has been displaced in areas where the people had no background in freedom or self-rule, and where illiteracy is generally high. Even there it is significant that the new dictatorships are usually proclaimed in the name of the people.The Jeffersonian assumption that men crave equality and freedom has not been denied by events. Special conditions and traditions may explain non-democratic political methods for the achievement of certain purposes, but these remain unstable wherever the notion of liberty has begun to gain ground. "The disease of liberty", Jefferson said, "is catching."The proof of this is to be found even in such societies as the Spanish and the Islamic, with their ancient traditions of chieftainships where popular eruptions against dictatorial rule have had an almost tidal constancy.But it is a slow process, as Jefferson well knew, "The ground of liberty", he said, "is to be gained by inches; we must be contented to secure what we can get, from time to time, and eternally press forward for what is yet to get. It takes time to persuade men to do even what is for their own good."Does Jefferson survive? Indeed he does.。

The role of higher education in the information society
On March 4, Vice-Chancellor y.C. Cheng addressed the Hong Kong and Macau delegates to the Chinese People's Political Consultative Conference attending the National People's Congress in Beijing. Among the nine speakers at a subcommittee session, the HKU Vice Chancellor focused on the role of higher education in an emerging information society.

"Human resources are the most important element in the knowledge based economy of the 21st century." Professor Cheng said. "Higher education is ,therefore, the key." The university is at the very centre of the information society, he said, because this institution "makes knowledge, transmits knowledge and transfers knowledge." "The old education structure and methods can not meet the needs of China's emerging information society." Cheng said. "it is time for universities in China to reform and rise to the challenge." Education reform is a global trend, to which China should quickly adapt. Even Britain, with its long established traditions of higher education, had just issued a report on educational reform urging the creation of a two year pre-degree program, before students decide whether to join the workforce or to complete an additional 16 month professional training plan. The U.K. plan is a move toward "walking on two feet," that is , broadening educational opportunities while improving the quality of education at its top research universities.

Any country that aims to move forward must have a large base of knowledge workers, thus China should push for increase enrollment in its higher education system. Meanwhile, a new model of education should be based on the concepts of Technology equipped, knowledge driven and life long learning." The goal is to encourage highly qualified individuals who are creative, flexible and willing to take on challenges. This sort of multidisciplinary generalist is much different from the graduates of the last century's system, which has produced narrowly educated specialists "armed with a skill."
任何国家,其目的是向前发展的知识工作者必须有一个大的基地,从而推动中国应该提高其高等教育体系中的入学率。

To accomplish educational reform, student centred learning should replace the traditional style of teacher focused training. Universities must also respond to the rising demand for wider educational opportunities, especially by developing continuing education programs. Distance learning, or E education, via the Internet is potentially an important new avenue for reaching the vast pool of working professionals across China.
