However, we must also recognize Russia's legitimate security concerns, especially given the proximity of Ukraine to our borders and the presence of NATO forces in the region.I want to be absolutely clear: Russia does not seek to dominate or control Ukraine. Our actions in Crimea were a direct response tothe dangerous political turmoil that erupted in 2014, where the democratically elected president was ousted through a violent and unconstitutional coup. The people of Crimea, overwhelmingly Russians and Russian speakers, voiced their desire to be reunited with Russia, a sentiment that we could not ignore.However, it is vital to remember that Crimea is an exceptional case, driven by a unique historical and cultural context. We have no intention of annexing any other parts of Ukraine or interfering in their internal affairs. Instead, we seek to act as a mediator and facilitator in the peace process, working with all parties involved to find a solution that respects the rights and aspirations of all Ukrainians.To that end, I propose a three-point plan to resolve the crisis in Ukraine. Firstly, we must establish an immediate and comprehensive ceasefire, with the withdrawal of all armed forces from the conflict zone. This will create the necessary environment for negotiations and the implementation of political reforms that address the concerns of all parties.Secondly, we must foster a genuine dialogue between the government in Kiev and the representatives of the Russian-speaking regions in eastern Ukraine. It is crucial that the voices of those affected by the conflict are heard and their rights protected. This can be achieved through decentralization measures, granting greater autonomy and decision-making power to the regions, while maintaining the unity and integrity of the country.Finally, we must ensure the full implementation of the Minskagreements, which provide a framework for a peaceful settlement in Ukraine. This includes the withdrawal of heavy weaponry, the establishment of a demilitarized zone, and the facilitation of humanitarian aid to the affected regions. It is only through a commitment to dialogue and diplomacy that we can restore stability and prosperity to Ukraine.In conclusion, let me reiterate my firm belief in the importance of finding a peaceful solution to the crisis in Ukraine. Ukrainian Prime Minister Wins Runoff
乌克兰第二轮总统选举11月21日结束，初步统计结果显示，亲俄罗斯的现任总理亚努科维奇领先亲西方的反对派“我们的乌克兰”联盟领导人尤先科。
不过，尤先科指责投票中存在欺诈舞弊，还号召支持者上街和平抗议，其支持者也声称将发动“天鹅绒革命”。
Ukraine's prime minister won the country's bitterly fought presidential runoff , elections officials said Monday. But election observers said the vote did not meet international standards and the opposition alleged fraud. With nearly more than 99 percent of precincts counted, Prime Minister Viktor Yanukovych had 49.42 percent, compared to Viktor Yushchenko's 46.69 percent, the Central Election Commission said.
But exit polls showed Yushchenko ahead, and he accused authorities of vote fraud. He has urged his supporters to demonstrate against vote-rigging and called for an emergency parliament session. Over 10,000 people gathered in Kiev's main Independence Square. "We will not leave this place until we win," Yushchenko told the crowd. A prominent group of foreign observers said Ukraine's presidential election runoff did not meet international standards for democracy. The joint mission representing the Organization for Security and Cooperationin Europe, the Council of Europe, the European Parliament and NATO said they observed abuse of state resources in favor of Prime Minister Viktor Yanykovych.。
