The schemes were financed at the village and commune level and aimed to provide nearly free preventive and curative care to farmers. In late 1970s, China started its rural economic reform. The collective commune economy started to disappear and the RCMS lost its main source of funding. Then in October 201X, the State Council announced that the New Rural Cooperative Medical Schemes (NCMS) would be the main strategy for financing rural health care.Two-third of the NCMS fund is from central and local governments. Population coverage has extended rapidly: by the end of 201X, the NCMS had been introduced in 2729 counties and now covers 91.5% of the rural population and has 830 million members. The origin of NCMS revenues is threefold: it comes from central and local governments and households. In 201X, the contribution from central and local government doubled to 80 Yuan and households were required to contribute 20 Yuan. The government contributed on behalf of poor households who could not afford the premium. From 201X, the expected minimum local and central government contribution will be increased further to 120 Yuan, whereas households will contribute about 30 Yuan.4.Revenue management and benefit packageIn general, the NCMS intends to cover high cost services such as inpatient care. New Cooperative Medical Scheme in Rural ChinaBy李南(Limi)A Thesis Submitted to the Department ofForeign Language SchoolIn Partial Fulfillment of the Requirements forThe Final Writing ThesisUnder the Supervision ofMr. Scott WeeksInner Mongolia University of Science and TechnologyJune 2014New Cooperative Medical Scheme in Rural China Abstract:China is a primarily engaging in agriculture country; about 70% of C hina’s 129 million populations live in rural areas. (CMH 2002).When the established of the People’s Republic of China. Among them did not have enough money to afford their hospitalization costs while they had a serious disease? In order to help the farmer get better medical service, the government take health care reform in rural. However, in 1978s, the economic system changed and then the collapses of old Rural Cooperative Medical Scheme (Feng et al and Liu Yuanli ). Those farmers who lack of health insurance have to pay out-of-pocket for all health services. So that villages had a difficult life in that time. Through this paper, it is found that the health care insurance system has played a crucial role in rural China, and today farmers could not live without the NCMS.Key Words: NCMS health care insurance rural farmersIntroductionThis paper intends to introduce the health care of the New Cooperative Medical Scheme in rural China. And it will be divided into four parts. The first part is evolution of the New Cooperative Medical Scheme (NCMS); the second is financing of NCMS; the third part is the way of reimbursement and the last part is conclusion This paper will examine the following research questions:1)What is the New Cooperative Medical Scheme (NCMS)?2)What benefits will get from New Cooperative Medical Scheme (NCMS) forfarmers in rural China?1 Evolution of the New Cooperative Medical Scheme (NCMS) The original Cooperative Medical Scheme (CMS) was first appeared in rural China inthe 1950s, (Yip et al., 2008), the second year of establishing the People’s Republic of China. It was organized at the village level and managed by the CMS Management Committee. In 1970s, about 90% of China’s rural people were covered by RCMS. (Liu and Cao) These schemes collected funds from individual households, brigade and commune and a small subsidy of government (Jamison). However, Since the 1980s, China has changed central planning towards a market economy; meanwhile the RCMS was collapsed (Feng et al and Liu Yuanli), under the new economic system and many farmers have to pay for health care out-of-pocket individually (Jamison); the farmer faced severe burden for health care, and a lot of farmers had died who did not have money to take medical care. For the whole family, the most worst things is that the person who was ill was the main manpower of the family, if that happened, the whole family would be collapsed. Owing to the heavily medical fee, the poor became more and more poor, even that among them did not have sufficient food to support them. As a result, counties began dropping the program and coverage rates fell sharply from 90% in 1980 to 5% in 1985 (Liu and Cao). Later years, although many measures were carried out to rebuild the RCMS (Lei),it did not work. The rural people still did not have any health care system to warrant them to get subsidy. A study from Center for Health Statistics and Information shown that” lack of health care insurance raised the number of rural family living below the poverty line by 44% after the collapse of RCMS, because the low-income families had to pay for all medical costs themselves.” (Center for Health Statistics and Information)With the development of economy of China, the Chinese government realizes that farmers’ problems are most important for developing economy, and the health care insurance is a big issue for farmers. If the government do not deal with this issue well, it will be a mainly obstacle in the country. Therefore, to solve this problem of lack of health care insurance among the rural populations, the Chinese government launched the NCMS in 2002. The NCMS aimed to provide health coverage for the nation’s entire rural population by 2010, (State Council ), and it also have some principles for local government to follow. (1) The farmer is voluntary to participate NCMS; (2) the NCMS comes from the county level, exception some of poverty areas (the keydifference between the NCMS and the old RCMS is that the new scheme is to operate at the county level rather than at the village); (3) the NCMS would focus on heavily illnesses, money from both the government and individual. (State Council)2 Financing of NCMSThe fund of NCMS primary is raised from individual, collective, andgovernment. In order to attractive the farmers willing to join this program, they just need to contribute a little money. In 2003, every pleasant should pay no less than 10 Yuan in a year to participant NCMS, and till to 2008, the insurance fees went up to 60 Yuan in a person. And now it is 70 Yuan for everyone. As longas you pay the fees to the government, you will get the subsidy fromgovernment when you are ill. (Lei and Lin)3 The Way of ReimbursementEvery household will have a medical savings account, which are the insurance fees you had contributed to. The family can spend money from it when seeing a doctor. According to the document from the Compensation Plan of NCMS in 2014, there are3 types of reimbursement.A.Outpatient compensation; you can use money from the medicalsavings account when you are provided for outpatient. At the sametime, you can enjoy different reimbursement according to hospitals ofdifferent sizes.a.Village center clinic can refund the 60%of the total costb. The township hospitals can refund 20% of the total cost, and thecompensation of township limits 5000yuanc.The secondary hospitals can refund 30% of the total costd.Tertiary hospital expenses can refund 20% of the total costB.Inpatient compensation, this is for the people who have some diseasesand needs to be in hospital. There is different compensation policy asbelowa.Designated hospitals in villages and towns; the starting line of cost is100 Yuan and the top line of cost is 120,000 Yuan. There are 3 types of compensation ratio; first, if the cost within 300 Yuan; thecompensation ratio is 60%. Second, if the cost more than 300 Yuan, the compensation ratio is 90%.b.Designated hospitals in county level; the starting line of cost is300yuan and the top line of cost is 120,000yuan. The compensationratio is 75%.c.Designated hospitals in municipal level; the starting line of cost is600yuan and the top line of cost is 120,000yuan. The compensationratio is 55%.d.Designated hospitals in provincial level the starting line of cost are1000yuan and the top line of cost is 120,000yuan. The compensation ratio is 40%.It is a new policy in outpatient service for some special diseases from 2014. For example, Uremia, peritoneal dialysis and other 25 kinds of diseases, it is also can get the compensation from the government. Comprehensive arrangement for serious disease compensation; it is a mode of Chinese medical insurance and a part of the rural health care in China. Moreover, this is the top priority for New Cooperative Medical Scheme. In fact it is supplement compensation. It means that the government provides a Pay Line. Under the Pay Line, the medical expenses will be pay by individual, and the rest of expenses are in charge of government. According to the NCMS policy in China, the Pay Line is 20,000yuan in a year, if patients pay the medical expenses for serious diseases over 20,000yuan by themselves in a year, they can apply for another compensation which the ratio is 70%, and the top line of compensation is 300,000yuan.This is really useful measure for farmers when the family members have aserious disease. It can save a great sum of money.4. ConclusionThe farmers are getting better life. One thing, they have a good health condition. The people live in rural, even in a very poor area; they do not need to much worried about medical expenses when they are ill. For another, if they take part in the NCMS, the farmers will save more money when they are ill. They can use this money in another way, such as improving the living standard, offering a better education environment to their children and so on. In addition to, the complaints from them is sharply reducing. It can help built a harmonious socialist society, and further speed up development of state economy.ReferencesCenter for Health Statistics and Information. 英语作文中国医保

英语作文中国医保China's medical insurance system has undergone significant reforms and developments in recent decades, aiming to provide comprehensive and affordable healthcare coverage for its vast population. As the world's most populous country, China faces unique challenges in ensuring equitable access to quality healthcare, and its medical insurance system has played a crucial role in addressing these challenges. The origins of China's modern medical insurance system can be traced back to the 1950s, when the country established its first social insurance program, the Government Insurance Scheme, which covered urban employees in state-owned enterprises. This was followed by the Labor Insurance Scheme, which provided coverage for workers in private enterprises. However, these early systems were limited in scope and primarily benefited the urban population, leaving a significant portion of the rural population without access to adequate healthcare. In the late 1970s, China embarked on a series of economic reforms, which led to the decentralization of the healthcare system and the introduction of market-oriented mechanisms. This period also saw the emergence of the Cooperative Medical Scheme (CMS), a community-based insurance program that provided basic healthcare coverage to rural residents. The CMS, however, faced challenges in terms of financial sustainability and coverage, leading to a decline in enrollment during the 1980s and 1990s.To address these shortcomings, the Chinese government introduced the Urban Employees' Basic Medical Insurance (UEBMI) scheme in 1998, which combined social pooling and individual accounts to provide coverage for urban employees. This was followed by the establishment of the New Rural Cooperative Medical Scheme (NRCMS) in 2003, which aimed to extend healthcare coverage to the rural population. The NRCMS was a significant step forward in China's efforts to achieve universal healthcare coverage. By 2011, the scheme had enrolled over 800 million rural residents, representing a coverage rate of over 95%. The NRCMS provided basic healthcare services, including outpatient and inpatient care, as well as coverage for catastrophic illnesses. In 2016, the Chinese government further consolidated its medical insurance system by introducing the Urban and Rural Residents'Basic Medical Insurance (URRBMI) scheme, which merged the UEBMI and NRCMS into a single system. This move aimed to promote equity and integration between urban and rural healthcare coverage, ensuring that all Chinese citizens have access to basic medical insurance. The implementation of URRBMI has led to a significant increase in the overall coverage of China's medical insurance system. As of 2020, the system covers over 1.3 billion people, representing a coverage rate of over 95% of the total population. This remarkable achievement is the result of China's sustained efforts to expand healthcare access and improve the affordability of medical services. One of the key features of China's medical insurance system is its focus on preventive care and primary healthcare. The government has invested heavily in strengthening the primary healthcare infrastructure, including the construction of community health centers and the training of primary care providers. This emphasis on preventive care has helped to reduce the burden on the healthcare system and improve overall health outcomes.Another important aspect of China's medical insurance system is the integration of traditional Chinese medicine (TCM) into the coverage framework. TCM has a long history in China and is widely accepted as a complementary approach to healthcare. The inclusion of TCMservices in the medical insurance system has helped to promote the use of holistic and personalized healthcare approaches, contributing to the overall well-being of the population.Despite these achievements, China's medical insurance system faces several challenges that require ongoing attention and reform. One of the key challenges is the disparities in healthcare access and quality between urban and rural areas, as well as between different regions of the country. The government has recognized this issue and has implemented policies to address these disparities, such as the establishment of the "Healthy China 2030" initiative, which aims to promote equitable access to healthcare services nationwide.Another challenge is the rising cost of healthcare, driven by factors such as an aging population, the increasing prevalence of chronic diseases, and the rapid advancement of medical technology. To address this issue, the government has implemented measures to control healthcare costs, including the implementation of a national essential medicines list, the promotion of generic drug use, and the negotiation of drug prices with pharmaceutical companies. In conclusion, China's medical insurance system has undergone a remarkable transformation in recent decades, evolving from a fragmented and limited system to a comprehensive and integrated one that provides coverage for the majority of the population. Thesystem's focus on preventive care, the integration of traditional Chinese medicine, and the ongoing efforts to address disparities and control healthcare costs have all contributed to its success. As China continues to grapple with the challenges of its healthcare system, the medical insurance system will undoubtedly play a crucial role in ensuring that all Chinese citizens have access to affordable and high-quality healthcare.。

中国医疗卫生相关英语作文China, a vast country with a population exceeding 1.4 billion, faces unique challenges in providing healthcare services to its citizens. Over the past few decades, the country has made remarkable progress in improving its healthcare system, but there are still numerous challenges that need to be addressed. The journey of China's healthcare system began with the establishment of the People's Republic of China in 1949. At that time, the country inherited a fragmented and underdeveloped healthcare system from the previous regime. However, with the implementation of socialist policies, China aimed to provide universal healthcare coverage to its citizens. This led to the establishment of the Basic Medical Insurance system, which covers both urban and rural areas, ensuring access to basic healthcare services for the majority of the population. One of the most significant achievements of China's healthcare system is the reduction in infant mortality rates and the increase in life expectancy. This ispartially attributed to the country's success incontrolling infectious diseases like malaria and tuberculosis. Additionally, China has made remarkable progress in improving maternal health, with a significant reduction in maternal mortality rates.Despite these achievements, China's healthcare system faces numerous challenges. One of the primary challenges is the uneven distribution of healthcare resources. Whileurban areas enjoy better healthcare facilities and services, rural areas often lag behind, leading to disparities in healthcare access and outcomes. To address this issue, the government has implemented several policies to encouragethe development of healthcare facilities in rural areas and to improve the skills of rural healthcare providers.Another challenge is the rapidly aging population. With a growing number of elderly individuals, the demand for healthcare services is increasing, putting a strain on the existing healthcare system. To cope with this challenge, China is focusing on developing long-term care services and improving the efficiency of its healthcare system. Moreover, the cost of healthcare services is asignificant concern for many Chinese families. While theBasic Medical Insurance system covers basic healthcare needs, many advanced medical procedures and treatments are not included, leading to financial hardships for families. To address this issue, the government is working to expand the coverage of insurance and to reduce the cost of healthcare services. In conclusion, China's healthcare system has made remarkable progress in providing access to basic healthcare services to its citizens. Healthcare is an essential aspect of any society, and medical insurance plays a pivotal role in ensuring that individuals have access to quality healthcare services. As a high school student, I have observed the importance of medical insurance in various ways, and I believe it is a topic worth discussing in detail.Growing up, I have seen firsthand how medical insurance can provide a safety net for families during times of illness or injury. My own family has benefited from medical insurance, and it has made a significant difference in our lives. When my younger brother fell ill a few years ago, we were able to get him the medical attention he needed without worrying about the financial burden. This experience highlighted the importance of having medical insurance and how it can alleviate the stress and anxiety associated with medical emergencies. Moreover, medical insurance is not just about covering the costs of medical treatment. It also plays a crucial role in promoting preventive healthcare. With insurance coverage, individuals are more likely to get regular checkups and screenings, which can help detect health issues early on. This can lead to better health outcomes and reduce the overall cost of healthcare in the long run. However, there are also challenges associated with medical insurance. One of the main issues is the affordability of insurance premiums. Many people struggle to afford the monthly premiums, which can lead to a lack of coverage and financial strain when medical expenses arise. Additionally, there can be gaps in coverage, where certain treatments or medicationsare not covered by insurance, leaving individuals to bear the full cost.Another challenge is the complexity of navigating the healthcare system and understanding insurance policies. Many people find it difficult to understand the terms and conditions of their insurance plans, which can lead to confusion and frustration. This can also result in people not fully utilizing their insurance benefits or making informed decisions about their healthcare.Despite these challenges, I believe that medical insurance is a crucial component of a wellfunctioning healthcare system. It provides a sense of security and peace of mind for individuals and families, knowing that they have access to medical care when they need it. It also helps to distribute the financial burden of healthcare across a larger population, making it more sustainable and equitable. As a high school student, I am grateful for the medical insurance coverage that I have and the opportunities it has provided for me to receive quality healthcare. I hope that in the future, more people will have access to affordable and comprehensive medical insurance, ensuring that everyone can receive the care they need without financial barriers. In conclusion, medical insurance is a vital aspect of healthcare that offers numerous benefits, including financial protection, access to quality care, and promotion of preventive healthcare. While there are challenges to be addressed, such as affordability and complexity, the overall impact of medical insurance on individual and societal wellbeing is undeniable. Aswe continue to advocate for improvements in healthcare systems, ensuring access to medical insurance for all should remain a top priority.。
