It was organized at the village level and managed by the CMS Management Committee. In 1970s, about 90% of China’s rural people were covered by RCMS. (Liu and Cao) These schemes collected funds from individual households, brigade and commune and a small subsidy of government (Jamison). However, Since the 1980s, China has changed central planning towards a market economy; meanwhile the RCMS was collapsed (Feng et al and Liu Yuanli), under the new economic system and many farmers have to pay for health care out-of-pocket individually (Jamison); the farmer faced severe burden for health care, and a lot of farmers had died who did not have money to take medical care. For the whole family, the most worst things is that the person who was ill was the main manpower of the family, if that happened, the whole family would be collapsed. Owing to the heavily medical fee, the poor became more and more poor, even that among them did not have sufficient food to support them. As a result, counties began dropping the program and coverage rates fell sharply from 90% in 1980 to 5% in 1985 (Liu and Cao). Later years, although many measures were carried out to rebuild the RCMS (Lei),it did not work. The rural people still did not have any health care system to warrant them to get subsidy. A study from Center for Health Statistics and Information shown that” lack of health care insurance raised the number of rural family living below the poverty line by 44% after the collapse of RCMS, because the low-income families had to pay for all medical costs themselves.” (Center for Health Statistics and Information)With the development of economy of China, the Chinese government realizes that farmers’ problems are most important for developing economy, and the health care insurance is a big issue for farmers. If the government do not deal with this issue well, it will be a mainly obstacle in the country. Therefore, to solve this problem of lack of health care insurance among the rural populations, the Chinese government launched the NCMS in 2002. The NCMS aimed to provide health coverage for the nation’s entire rural population by 2010, (State Council ), and it also have some principles for local government to follow. (1) The farmer is voluntary to participate NCMS; (2) the NCMS comes from the county level, exception some of poverty areas (the keydifference between the NCMS and the old RCMS is that the new scheme is to operate at the county level rather than at the village); (3) the NCMS would focus on heavily illnesses, money from both the government and individual. (State Council)2 Financing of NCMSThe fund of NCMS primary is raised from individual, collective, andgovernment. In order to attractive the farmers willing to join this program, they just need to contribute a little money. The compensation ratio is 40%.It is a new policy in outpatient service for some special diseases from 2014. For example, Uremia, peritoneal dialysis and other 25 kinds of diseases, it is also can get the compensation from the government. Moreover, this is the top priority for New Cooperative Medical Scheme. In fact it is supplement compensation. It means that the government provides a Pay Line. Under the Pay Line, the medical expenses will be pay by individual, and the rest of expenses are in charge of government. According to the NCMS policy in China, the Pay Line is 20,000yuan in a year, if patients pay the medical expenses for serious diseases over 20,000yuan by themselves in a year, they can apply for another compensation which the ratio is 70%, and the top line of compensation is 300,000yuan.This is really useful measure for farmers when the family members have aserious disease. It can save a great sum of money.4. ConclusionThe farmers are getting better life. One thing, they have a good health condition. The people live in rural, even in a very poor area; they do not need to much worried about medical expenses when they are ill.
