目 的： Objectives:

以确保在紧急事故中所有人的生命安全，并防止从混乱中再发性事故的发生。

The purpose of the escape plans are to ensure the safety of all people in an emergency, and to prevent any secondary safety accidents resulting from chaos.

政 策: Policy:

根据楼层建筑特点、疏散目的和服务场所所在位置合理地组织人员疏散。

Evacuation Team to be organized appropriately by floors according to building structure, purposes and locations of service areas.

组织在现场及周边的宾客从最近的消防通道疏散至安全楼层。

Guide the guests who in the scene and circumjacent escape through the nearby escape stairway to a safe floor.

* 发布疏散指令人（局部疏散）

Person(s) to order escape (partial escape)

紧急事件发生时，可发布疏散指令，按原则上来说，应该是总经理发布疏散指令，但在紧急事件现场负责人可发布疏散事故区域附近宾客的指令。

The escape order at the time of Stage Ⅱfire shall be, in principle, made by the General Manager, but the person responsible for the area of fire can issue escape orders to the guests near the fire. * 紧急疏散队职员

-各部门的内部防卫（义务消防）队员及现场服务人员

Evacuating each department member of defensive team (compulsory fire prevention team) and scene service staff.

-应急广播（安控中心）

Emergency broadcast (Security Control Room)

·各楼层疏散所用时间和疏散人数规定

Required time for escape and escape capacity of each stairway

-各楼层必须在180秒之内疏散完毕。

Each stairway must finish evacuation in 180 seconds.

* 指引疏散人员的职责

Mission of the Evacuation Team

1）内部防卫（义务消防）队在指引疏散时必须指引宾客从消防通道安全、迅速地进行疏散，并注意到当疏散指令发出时需注意的事项：

The evacuation of defensive team (compulsory fire prevention team) must guide the

guests to escape through the escape stairway in safe and expeditious manner and take

note of the following matters at the time the escape order is given.

-根据指挥员的指令聚集到各通道或大堂并听从指挥员的疏散安排指令。

Follow the commander’s direction to the passage way or hall way and listen to directions concerning escape devices.

-试着使宾客保持平静，使之有安全感，以便于不会引起大规模的骚动。

Try to keep the guests at ease and relieved, so as not to trigger mass hysteria.

-应优先对年幼者和残疾人员进行疏散。

Priority for escape will be given to the aged children and handicapped persons.

-阻止宾客在消防通道有奔跑、互相推挤现象的发生。

Keep the guests from running in the stairways and form pushing and pulling each other.

-脱去后跟高的鞋。

Take off any footwear with high heels.

-让客人携带一些防护设备，如防烟面罩。

Let the guests carry personnel devices such as a smoke mask.

-组织疏散人员必须留意有无宾客需要得到帮助，当所有人员疏散后关闭所有消防通道门。

The evacuation team member must take a final check to see if any guests are in need of help, and escape after closing all the entrance doors.

2）在一楼的组织疏散人员需集中各楼层疏散而下的宾客，并做好以下的核对事项：
