CH.6 Review Sheet
Virginia Plan - issue dealt with in the creating of the new constitution. It was proposed by James Madison and favored the large states but was countered by the New Jersey Plan.
New Jersey Plan - devised by Madison. The plan favored the small states but was countered by the Virginia plan.
Connecticut Plan - provided for a two house congress. Each state would be given equal representation in the Senate; but in the larger body, the House of Reps, each state would be represented according to its population.
Annapolis Convention- The meeting after the conference at Mt. Vernon. All countries were supposed to attend but only five states sent delegates to the convention. James Madison and Alexander Hamilton persuaded the others that another convention should be held in phily for the purpose of revising the Articles of Confederation
Constitution Convention - Congress consented to give its approval to a meeting in philywhich called upon delegates to meet for the "sole and express purpose of revising the Articles of Confederation" (only Rhode island didn’t show- didn’t trust t he others)
Foreign Problems after winning Independence - The states failed to adhere to the Treaty of Paris which required that the loyalists' property be restored and debts to foreigners be repaid.--Britain placed restrictions on trade which led America into an economic depression (so did limited credit dude to not paying war debts) and held military outposts on the western frontier.The states also treated each other with suspicion and competed for economic advantage (placed restrictions on movement of goods across state lines-- led to boundary disputes and tension.
Most of the 55 delegates were college educated, young, and wealthy. The delegates voted to conduct their meetings in secret until their work was complete. George Washington was elected chairperson.
James Madison - a nationalist known as Father of the constitution. He as at the Annapolis convention and Philly convention, both of which he played a big part of. He wanted the constitution to be based off a system of checks and balances. Proposed the Virginia Plan
Alexander Hamilton - a nationalist known as Father of the constitution. He as at the Annapolis convention and Philly convention, both of which he played a big part of.
John Dickinson –From Pennsylvania, he was one of the prominent moderates at the Philadelphia Convention
John Adams - From Massachusetts, he led the radical faction (those demanding the greatest concessions from Britain)
Three-fifths compromise - solution to the question of whether slaves were to be counted in the population of states while the constitution was being devised. it counted each slave as three-fifths of a person for the purposes of determining a state's level of taxation and representation
Commercial Compromise - the northern states wanted the central government to regulate interstate commerce and foreign trade but the south was afraid of export taxes. This allowed congress to regulate interstate and foreign commerce including placing tariffs on foreign imports, but no taxes on exports.
Electoral college system - During the Philly conference delegates disagreed on the presidents term and the voting process. It was decided that the president would have a considerable amount of power (veto the congress batch) but can only be in office for 4 year, however, there is no set number for how many terms. for the election process, delegates decided to assign a number of electoral votes to each state which equaled the total of that’s states reps and senators. this way democracy would take over
Federalists- Supported the Constitution and a strong federal government--most numerous along the Atlantic coast and in large cities. Leaders: George Washington, Ben frank, James Madison, Alexander Hamilton
Anti-Federalists- S upported states’ rights and a weak federal government--mostly small farmers/settlers on the western frontier. Leaders: George Mason, Patrick Henry, Hams Winthrop, John Hancock.
