全国中小学英语学习成绩测试(NEAT)2017 年冬天测试命题纲领一、测试概略全国中小学英语学习成绩测试( NEAT )是基础教育即小学至高中英语教课阶段的学业成绩等级测试。
本测试经教育部同意立项,由中英结合研发,国家基础教育实验中心外语教育研究中心操作实行的全国性中小学英语学科质量检测系统。
本测试共分为 9 个级别:预备级(小学一至三年级)、一级(小学四年级)、二级(小学五、六年级)、三级(初中一年级)、四级(初中二年级)、五级(初中三、四年级)、六级(高中一年级)、七级(高中二年级)、八级(高中三年级)。
2017 年冬天 NEAT 预备级、一级和二级听力及笔试将于2017 年 12 月16 日(周六)上午 9: 00-10:30 在全国各地一致时间举行;2017 年冬天 NEAT 三至八级听力及笔试将于 2017 年 12 月 16 日(周六)上午9:00-10:40 在全国各地一致时间举行; 2017 年冬天 NEAT 预备级至八级口试将于2017 年 12 月 16 日(周六)下午 13:00- 17:00 在全国各地一致时间举行。
本试题由全国中小学英语学习成绩测试( NEAT )组委会一致命制。
二、命题原则1、依标靠本。
本测试是各个学段的学期末学业成绩测试,是国家水平的全国一致期末考试。
命题时依照《英语课程标准》和现行英语教材,考察学生现阶段所学的应知必会的英语基础知识和英语基本技术及应达到的综合运用能力。
2、难易度适中。
试题难易度适和大多半学生,使大多半学生都能经过考试,各种学生都能获得激励。
学生学业成绩呈正态散布,表现教师教课水平之好坏,表示教师能否实现《英语课程标准》和现行英语教材所规定的教课目的和学生是否达到现学习阶段所应达成的学习内容。
3、“双基”与能力并举。
本次测试将连续贯彻教育部对于考试内容改革的精神,既要点考察本阶段所学语音、词汇、语法、功能、语用等应知必会的核心英语基础知识,又进一步增强对听、说、读、写、译、文化等核心英语基本技术的考察,即在语篇层次上加大对学生英语语言使用及综合运用能力的考察力度。

全国中小学英语学习成绩测试(NEAT)一级考试大纲一、考试目的《中小学英语学习成绩测试(NEAT)》一级考试以国内现行主要的小学英语教材为依据,以小学四年级的学生为测试对象,对小学英语进行全面的综合性测试,以考查学生在听、说、读、写、译诸方面初步运用英语的能力。
NEAT一级考试不仅对学生四年级的英语学习提供评价,而且对教师的教学情况提供积极的反馈与反拨作用,为学生在英语学习方面的进步与发展提供权威性的、有价值的参考信息。
二、考试方法与要求《中小学英语学习成绩测试(NEAT)》一级考试为闭卷考试,分口试和笔试两部分,总分为120分,测试考生在听、说、读、写、译诸方面综合运用英语的能力。
口试时间为每个考生5分钟,分值为20分。
笔试考试时间为90分钟,分值为100分,其中包括听力(30分钟,分值为30分)、基础知识与综合能力运用(60分钟,分值为70分)。
中小学英语学习成绩测试(NEAT)在公布测试成绩时采用分数制和等级制两种形式。
等级制的评定方法是:在评卷时将把分数转换成A, B, C, D, F的等级形式,采用 A(120-90), B(89-60), C(59-40), D(39-20), F(19-0)五个等级(E通常表示成绩优秀的分数,故在此不采用)。
获得A、B两个级别的考生被认定为通过考试,可获得全国考试办公室颁发的“中小学英语学习成绩测试(NEAT)等级证书”。
《中小学英语学习成绩测试(NEAT)》一级考试以现行英语教学大纲和最新颁布的英语课程标准为依据,适用于使用人教版英语教材和其它地方英语教材版本的小学四年级学生。
试题说明使用汉语。
阅读材料选自英语语言国家浅显的英语读物或卡通故事之类的内容。
试题的形式和内容生动活泼,图文并茂,题材广泛。
《中小学英语学习成绩测试(NEAT)》一级考试试题为16开纸10个页面,相当于6,000个汉字字符。
试题考查内容和形式主要包括字母、单词、句子、对话和短文等,也有考查综合运用语言能力的题目,主观、客观题兼备,题型采用单项选择、填空、配对、转换、排序、简答、图片描述、图片配对、连线、小作文、角色表演等多种形式。

全国中小学英语学习成绩测试(NEAT)考务纪律一、报名各地参加全国中小学英语学习成绩测试(NEAT)的单位必须严格按照全国NEAT办公室规定的时间日程组织测试的宣传发动和报名工作,如有延误,其后果由参测单位自行负责。
二、试卷保密各参测单位在收到NEAT测试的试卷后,要对试卷进行严格保密,不得做任何方式的泄露。
在测试开始前不得提前或延误发放试卷。
本测试严格按照英语课程标准和现行英语教学大纲命题,不需做任何形式的辅导和复习,教师也不得押题、猜题。
如有违反,视情节不同给予取消测试资格、取消成绩和通报批评等形式的处罚。
三、监考对换制各地NEAT办公室负责安排各学校NEAT测试笔试考场的主考、监考人员和口试考场的考官、引导员和监督员。
原则上本校教师不能在本校监考,应实行校际交换主考、监考和口试考官。
如果条件有限,至少应保证任课教师不在其任课班级监考。
笔试考场的每个考室配备两名监考人员,其中至少应有一人是英语教师,以便随时解决测试中出现的问题,但是监考人员只能在考生对试卷字迹辨认不清时帮助辨认,而不得对试题内容做任何解释。
四、口语测试口语测试中每组配备一名引导员,适时引领考生进入口试考场,每个班级配备一名监督人员,在口语待考教室负责维持秩序,引导员和监督员都有监督已考完的考生和待考考生分隔的职责,口试完毕的考生应立即离开考场,确保将已考和未考的考生隔离开来。
五、解答问题监考教师在测试过程中有责任和义务向考生解释试卷中不清楚的地方,但只限于解释字迹不清楚的地方,对考生看不懂的地方不得做任何解释。
六、迟到、早退者处理考生迟到时间超过半小时自动取消参测资格,考生在答卷半小时后才能允许离开考场。
如遇特殊情况,须报请当地测试点的主考进行处理。
七、考场纪律参加笔试和口试的主考、监考教师必须严格执行考场纪律,保证考试内的秩序井然有序。
确保考生不左顾右盼、交头接耳或打小抄。
监考教师应集中精力监考,不得说话、吸烟、交谈、打盹、擅自离开考室或做与监考无关的事情。

全国中小学英语学习成绩测试(NEAT)是面向全国中小学生的英语学科阶段性成绩测试, 即英语学业测试。
本测试旨在实施教育测试、评估的规范化和社会化,实施教、考分离,为中小学师生及时提供英语教学反馈信息,促进基础教育英语外语教学,为各级教研机构提供教改、教研信息,为各级教育行政部门提供决策依据。
全国中小学英语学习成绩测试(NEAT)学习、借鉴现代语言测试理论和国内外各种英语测试系统,根据我国英语外语教育教学的实际进行设计和创新,经过了多年的研制、试测和正式测试。
本测试系统在长期的研发过程中,得到了各级教育行政部门、教研部门和国内外各种测试机构的支持,特别得到了英国剑桥大学测试中心的大力支持。
