第七条实行贷款审批委员会制度。
公司成立贷款审批委员会,,简称贷审会,贷审会是公司贷款业务决策的权利机构,审议贷款业务事项,对有权审批人进行制约及支持。
贷审会由董事会成员,独立董事长除外,总经理、主管业务的副总经理、财务
总监等人组成。
董事长为贷审会主任委员。
业务部经理可列席会议汇报相关情况,
但无表决权。
贷审会下设办公室,办公室负责人由风险管理部负责人兼任。
贷审会办公室负
责对所有贷款资料进行合法合规性初审,并负责整理成汇报资料贷审会审批。
贷审会实行以一人一票制表决,原则上有六位审批人参与即可召集开会,同意票
数达到实到人数五分之四以上,含五分之四,通过。
信用贷款全部通过贷审会审批,有足值抵押物、质押物的在250万授信内的贷款,以及保证、联保贷款在50万以内,含50万元,,由总经理召集副总经理财务总
监审批,保证、联保贷款在50万以上上报贷审会审批。
第八条实行经办责任人、风险主责任人、审批责任人三项终身责任制。

第三章客户对象和基本条件
第九条本公司客户是在长沙市开福区内,经工商行政管理机关,或主管机关,
核准登记的企,事,业法人、其他经济组织、个体工商户或具有完全民事行为能力的自然人。
第十条客户申请贷款业务应具备以下基本条件,

,四,除自然人和不需要经工商行政管理机关核准登记的事业法人外,应当经过工商行政管理机关办理工商年检手续。

,一,抵押贷款,是指按《中华人民共和国担保法》规定的抵押方式以借款人或第三人的财务作为抵押物发放的贷款。
办理抵押贷款,应对抵押物的权属、合法性、有效性和变现能力以及所设定抵押的合法性进行审查,签订抵押合同并办理抵押物的有关登记手续。

,三,保证贷款,是指按《中华人民共和国担保法》规定的保证方式以第三人承
诺在借款人不能偿还贷款时,按约定承担连带责任的保证贷款。
办理保证贷款,应对保证人保证资格、资信状况及还款能力进行审查,并签订保证合同。
,四,商户联保贷款是指由同一商业圈,如同一专业市场、协会、商会、写字
楼、企业家俱乐部,的私营企业或个体工商户,组成联保小组,互相提供担保,向我
公司申请贷款。
,五,信用贷款,信用贷款是指以借款人的信誉发放的贷款,借款人不需要提供
保证。
其特征就是债务人无需提供抵押品或第三方担保仅凭自己的信誉就能取得贷款,并以借款人信用程度作为还款保证的。

第五章贷款业务的操作管理
第十二条办理贷款业务要按权限、按程序运作。
第十三条办理贷款业务的基本流程,
一、首先由贷款业务部门接受客户贷款申请、受理并进行详细的现场调查,收集相关客户资料,形成贷款客户的贷前调查报告,二、接着由风险管理部门进行合法合规性审查,对相关风险重点进行审议和核查,通过公司的风控审查后,风险管理部门召集审批人进行审批,审批通过后风险管理部门应及时将审批结果返回业务部门,三、业务部门应落实审批结果中的相关条件、与客户签订贷款合同、担保合同,借款借据,移交财务部门发放贷款,
四、业务部门在贷款发放后七天内要对贷款业务进行第一次回访,并负责利息的催收和本金的按时回收及相应的管理。
第十四条单笔贷款额度不得超过公司注册资本的1%,同一贷款人累计余额不得超过公司注册资本的5%。
第十五条贷款定价贷款利率按政府部门的规定执行。
第十六条合同管理按规定使用统一制式的合同文本,对有特定要求的,也可以签订非制式合同文书,同时应通过法律审查。
贷款业务部签署的各种正式合同,一份由经办人员保管,一份交综合管理部归档管理。
第十七条经合同约定,客户可以提前归还贷款。

第六章贷后管理
第十八条贷款业务发生后的检查业务发生后,业务部门要对客户执行借款合同、经营管理状况等方面情况进行经常性跟踪检查,并将相关情况报告主管副总经理,必要时向总经理和贷审会报告。
第十九条贷款展期贷款期限最长不超过12个月,客户不能按期归还贷款,应
在贷款到期之前15日内向公司提出续贷和展期申请。
续贷和展期不得低于原借贷
条件,展期最长为6个月,展期时客户应当结清前期利息和费用。
续贷的审批按贷款审批的程序办理。
第二十条建立贷款风险预警制度风险管理部门要对客户进行全面监控,当可
能出现或已经出现危及贷款安全的状况时,应及时向主管领导和总经理报告,在贷款事实风险形成前采取相应的防范措施。
第二十一条贷款违约处理客户未按照合同的有关约定履行义务,经双方协商
不能合理解决时,依法起诉。
第二十二条客户维护对客户要经常性保持联系。
