For the whole period of his watch the OOW is responsible for the safety of the ship until such times as he is formally relieved by another officer or the Master,and until that time he shall remain at his place of the duty. The OOW shall be guided by the contents of international regulations and guidelines,but paying particular attention to the following:
值班驾驶员在其整个值班期间应负责船舶安全,直到其正式交班给接班驾驶员或船长。
PARAMOUNT CLAUSE —优先条款
THE SAFETY OF THE SHIP AND ITS PERSONNEL IS ALW AYS TO BE THE PRIME CONSIDERATION,TAKING PRECEDENCE OVER ANY OTHER.
船舶及其船上人员的安全永远是主要考虑的优先于其他方面的因素。
1.The first and foremost duty of the OOW is the keeping of a GOOD LOOKOUT,using all means available,visual,audible and electronic.
值班驾驶员首要任务是使用一切可用的手段保持良好的视觉、听觉和电子设备的了望。
2.The International Regulations for Preventing Collisions at Sea are to be strictly observed. Do not hesitate to use the whistle or engine in obeying these Regulations. When altering course for another vessel do so boldly and in sufficient time to let any other vessel be in no doubt as to your intentions.
应严格遵守国际海上避碰规则。
在遵守这些规则时毫不犹豫地使用汽笛或用车。
当改向避让他船时应明显且留出足够时间是他船不致怀疑你的意图。
3.If you are in doubt as to another vessel intentions, or if the bearing of any vessel on the port side is steady, call the Master, preferably when the range still exceeds five miles.
4.如果对他船意图怀疑或者在你左舷的船舶方位不变,应叫船长,最好在相距5海里外。
5.In reduced visibility immediately comply with international regulations. Do not hesitate to
use the whistle or slow down if necessary. Commence plotting all targets forward of the beam, operate VHF 16, and inform the Master and Chief Engineer. For the purpose of these orders reduced visibility is anything less than five miles.
能见度不良(小于5海里)时应遵守国际规则。
如必要应毫不犹豫地使用汽笛或减速。
开始标绘正横前的所有目标、操作VHF16频道并通知船长和轮机长。
6.If severe line squalls or freak meteorological phenomena such as waterspouts are observed,
immediately alert any crewmembers on deck by sounding one prolonged blast on the whistle, alter course to keep clear if possible, and call Master.
若观测到如龙卷风等恶劣线雹或反常气象现象,立即鸣放汽笛一长声提醒甲板上的船员、如可能改向避开、并叫船长。
7.Watch keepers are to use all means and opportunities in order to establish the ship’s position..
The positions of all course alterations are to be logged. Officers are to familiarize themselves with the full operations, scope and limitations of bridge navigational equipment, especially electronic. This means studying the manufacturer’s operational manuals provided.
值班驾驶员应利用一切手段和机会定位。
转向点应记入日志上。
驾驶员应熟悉驾驶台航行设备,尤其是电子航行设备。
认真研读厂商提供的操作手册。
8.Only one charts at a time is to be on the chart table, this being the largest scale available for
the area being navigated. Time spent in the chartroom is to be limited to essential navigational duties.
海图桌上只能摆放一张当时航行所需的最大比例尺海图。
值班驾驶员在海图室内逗留的时间应尽可能的短。
9.At sea, gyro and magnetic compasses are to be compared frequently and an azimuth bearing
is to be taken after every major course alteration, or at least once
per watch.
在海上,经常核对电磁罗经航向,大的改向后应测方位,每班至少核对一次电磁罗经航向。
10.All incoming radio or vhf warnings are to be drawn to the attention of the master
(navigational, weather forecasts, etc.).
所有收到的无线电或甚高频警告(航行、气象预报等)应让船长了解。
11.Officers are to read the company regulations and carry out the duties prescribed therein.
Officers are also to comply with all state regulations and are to be conversant with all current “M’ Notice, statutory instruments and Coast Guard requirements.
驾驶员应阅读公司规章并贯彻执行相关职责。
驾驶员也应遵守船旗国法规并熟悉所有目前的航行通告、法规和沿岸国要求。
All OOWS are to familiarize themselves with the section on tropical storms contained in the Mariners Handbook (pages 95-99) and to call the Master immediately if any of the precursory signs of a tropical depression are observed. In any event, the Master is to be notified immediately of any fall in barometric pressure of 3mb or more in any period of less than four hours. The practice of logging weather details at the end of each watch is to be continued in port.
所有制班驾驶员应熟悉海员手册(95-99页)所描述的热带风暴,并且在观测到热带低压先兆时应立即叫船长。

UNDER PILOTAGE.An accurate record of the ship’s passage (passing breakwaters, bouys, etc.) is to be kept in the Movement Book, together with details of all whistle signals and speed reductions whistle passing other vessel, moorings or shore installations.

At e any or all of the navigational aids to monitor the vessel’s position and the relative positions of other ships. Shore transit bearings are to be used whenever possible as the quickest means of detecting a dragging anchor.

Most anchorages, however sheltered, can become untenable in a very short space of time in sudden bad weather. It is therefore of the utmost importance that at the first signs of deteriorating weather the main engine is put on immediate notice and the master and bosun called.
大多数锚地,无论是否遮蔽,遇到突然怀的天气,回旋余地将变得很小。

IN PORT. For the whole period of his watch the OOW is responsible for the safety of the ship and the correct stowage and operation of cargo work, in that order, and he should ensure that: 在港期间:值班驾驶员在整个值班期间负责船舶的安全及货物正确的积载和作业,为此,应确保:
Gangways are fitted with a properly rigged safety net, well lit. No deck officer or crewmember is to go ashore without first informing the chief officer, or in his absence, the Master.

驾驶员或船员在没有通知并得到大副或船长(答复不在时)的允许的情况下不得离船。
The Gangways accesses are manned with watch keepers and are 24 hours identity examining points covering such duties as follows:

1)Watch keepers shall wear the security watch-keeping badge and examine the
credentials of the embarking persons to confirm the reasons for embarkation. Those
whose identities are unable to be proved or whose visiting purposes are unable to be
confirmed shall be rejected to embark. Those who are entangling for deliberate
provocation shall be reported to the Ship Security Officer;佩带标志,查验登轮人
员所持证件确认登船理由。
对不能证明其身份或确认其来访目的的人员,均应
拒绝其登轮,对无理纠缠者,向船舶保安员报告;
2);Watch keepers shall execute registrations for any and every visitor in the
Embarkation Register of the name, gender, nationality, service setup, purpose of
embarkation, and the time of embarkation & disembarkation. (See the reference
documents); 对任何来访人员均予以登记,在《登船人员登记簿》中记录来访者
的姓名、性别、工作机构、登船事由和上下船时间;
3)Watch keepers shall exercise inspections over the personal effects of the embarking
persons to the applicable security levels, allowing no accession into the ship against
any persons whomsoever for refusal of inspections; 对登轮人员携带的物品按适
用的保安等级进行检查,任何拒绝检查的人员不得进入船舶;
4)Watch keepers shall inspect whether the accommodation ladders are rigged with
safety net and locked, and they are provided with sufficient illumination for safe use
thereof; 必须检查舷梯是否适当地围护和锁闭,并有良好的照明以供安全使用;
5)Watch keepers shall ensure the operation of the accommodation ladders within the
allowable extent of height and shall presently adopt the gangway (withdraw the
accommodation ladder) in accordance with the conditions of tide and drafts; 确保使
用的舷梯在其所允许的高度范围内操作,并根据潮汐变化及船舶受载情况适时
采用工作梯(收回舷梯);
6)Watch keepers shall, in each watch keeping, carry out the tests for the
communication devices in service; 每次值班均应对所使用的通信设施进行测试;
7)No watch keeper is allowed to leave his post without permission. 不得擅离岗位。
Prior to operation, the ship’s cranes(if fitted)are to be thoroughly inspected by the OOW to ensure that all securing devices have been released and that the crane rails are free of obstructions.
作业前,值班驾驶员应彻底检查船吊(如安装)并确保所有固定设备已解除且吊的扶手无障碍物。
During bunkering, all scuppers and draining holes of oil trays are to be plugged, appropriate signals displayed and sawdust, an empty oil drum and a foam fire extinguisher placed near to the bunker connection. A deck officer must always be up and about whenever bunkers are taken, even if cargo work is finished or not taking placed and the ship’s Oil Contingency Plan complied with.
加油期间, 所有甲板泄水孔和集油槽孔应全部塞紧,显示适当的信号,将锯末、空油桶和泡沫灭火器放置在连接加油管附近。
加油期间一名驾驶员应值守,即使货物作业结束或还未开始,并遵守船上油污应急计划。
Any hydraulic spills are to be cleaned up immediately.
发现液压油溢漏应立即清除。
Any deviation from the agreed loading /unloading procedure is to be brought to the Chief Officer or Master attention immediately.
任何与已协商好的装/卸货程序相悖的的情况应立即通知大副或船长。
Any damage to the ship, ship’s equipment or cargo, cause by ste vedores, is to be drawn immediately to the attention of the Foreman or Supervisor and the Chief Officer or Master be informed immediately.
发现装卸工损坏船舶、船上设备或货物,应立即通知工头或监督和大副或船长。
Mooring or and gangways are to be checked regularly, especially in ports where swell surges are experienced.
定期检查缆绳和舷梯,特别是在涌浪大的港口。
Any delay in cargo work of five minutes or more is to be reported to the Master prior to sailing from that port. No Log Book entries concerning the delay are to be made until the
Master or Chief Officer is consulted.
货物作业延迟超过5分钟应在开航前报告船长。
在未征得船长或大副同意时不要在日志中记录货物作业延迟。
The Chief Officer is to be notified immediately in the event of any damaged cargo or holed containers are loaded.

A stowaway search is to be carried out prior to departure. The duty Engineer is to be kept
informed of all current ETS and gear tested one hour prior to departure.
开航前进行防偷渡搜查。
开航前一小时应通知值班轮机员当前的预计开航时间和试验设备。
Any crane defects, especially involving possible override use, are to be reported to the Chief Officer immediately.
任何克令吊缺陷,尤其是可能的违规操作,应马上通知大副。
A good officer, when faced with any unusual circumstance, will apply COMMON SENSE AND THE GOOD PRACTICE OF SEAMEN to the situation and act accordingly. If you find yourself thinking about calling the master then the time has clearly come to do so.
作为一名合格的驾驶员,当面对任何异常情况时,应运用常识和海员通常做法去处理和化解危机。
如果你自认为应叫船长,就应毫不犹豫去做。
