The Certificate of English Interpretation: Level Ⅱ
Now please listen to the instructions for this exam. I'll give you a brief introduction before each part of the exam begins and leave you enough time to do the interpreting.
Each part is divided into a number of segments and at the start of each segment you will hear this tone. At each pause where you are expected to start interpreting, you'll also hear this tone .You'll hear each segment only once.
Let's start with Part 1.
Part 1 Consecutive Interpretation: English to Chinese
In this part you will hear a speech delivered in English by an American official at the Seminal" onInternational Trade Conflict and Public Relations. Please interpret this speech into Chinese.
Let's begin.
Ladies and Gentlemen,
Recent polls show that the majority of Americans actually do believe that Sino-American relationship, bothpolitically and economically, is vitally important. Please allow me to offer some suggestions on what we can dotogether to cultivate our relationship, and to continue the progress of the last years so that we can work towardseducating our policymakers and citizens about the benefits of free trade to our economies.
First, we must seek out opportunities to continue the exchange of views between our two countries.We must encourage students to study abroad--here I must admit we have a much harder time to getAmericans to travel than our friends in China. We should also urge the exchanges of academics,scientists and artists.
Second, we need more exchange of business leaders. I recall the Fortune Global Forum that was held inShanghai in 1999, where more than 800 representatives, including 300 Chairmen, presidents and CEOs fromthe world's leading multinationals came to China to meet with over 200 Chinese entrepreneurs to exchangeopinions and share the experiences that affect their businesses.
Third, I would urge you to come to the United States to learn about the factors that
shape Americanthinking and the formulation of its policies. Ask your friends and contacts to make introductions for you tomeet with business leaders and policymakers.
Fourth, explore opportunities to invest in the United States. American legislators respond to nothingmore than to their constituents. Many of you already have subsidiaries in the US Here, the Haier Groupcomes to mind. Haier has invested over $15 million in a building in New York and over $40 million inCamden, South Carolina, employing significant numbers of Americans. We need to work together tomake sure that policymakers understand that our bilateral trade relationship is beneficial to both of oureconomies. This is a pattern that the Japanese used in the 1970s and 1980s to develop markets as well asto exert influence.
Finally, we should work together to make the APEC viable again. We defined in 1994 that we would reach free trade among many APEC nations by the year 2005. We have lost momentum. China and the USshould work together to reinvigorate the APEC process.
Let me conclude by saying that Sino-American relations are the best they have ever been. We have beenable to collaborate on important political and security matters that are vital to the well-being of our peoples.Our economic interests are closely linked as well. China and the US both seek economic growth and stability.Although we may choose to pursue our interests through different policies, we strive to liberalize our marketsand provide businesses with transparent and predictable access for goods and services.
The stability of our relations is much like the stability of a three-legged stool. The legs consist ofstrategic, political, and economic relations. If anyone of the legs is either missing or weak, the stool isunstable and is in danger of collapsing. It is our responsibility to maintain the strength of these legs.

Part 2 Consecutive Interpretation: Chinese to English
In this part you will hear a speech delivered in Chinese by a Chinese official at the 2005 Fortune GlobalForum. Please interpret this speech into English.

尊敬的来宾,女士们,先生们:
早上好! 我很高兴来参加《财富》全球论坛,也很荣幸在此与大家交流一下我的看法。

27年前,“开放”对于中国还是一个很陌生的词汇。

在27年问,国民生产总值增加了1,100%,
平均增速达9.4%。

开放给中国人民带来了实惠,中国人从心里喜欢开放。

今天,中国的对外开放进入了一个新的时期。

首先,中国的开放水平上了一个新台阶。

自加入WTO以后,经过3年多的过渡期,我们已经按照有关规则和承诺,调整了国内的经济体制,关税总水平已经降到了10%以下,所有非关税壁垒已被取消,国内各行业尤其是服务业的对外开放程度已大幅度提高。

第二,中国的市场规模越来越大,方兴未艾。

谁也不怀疑,中国正在成为世界上成长最快的巨大市场,已经成为世界最大的电视机、电冰箱和手机消费国;住房、家用轿车和国内外的旅游已经成为新的消费热点。

去年,中国国内市场消费了2万亿美元以上的生产资料和生活资料,中国东部近5亿人口的地区,人均GDP已经达到了2,000美元。

在中国的银行里,居民储蓄已超过1.5万亿美元。

第三,中国不仅有较高素质的蓝领工人,还将有众多白领工人,过去,中国靠廉价的劳动力优势来竞争;今天,在继续保有这一优势的同时,高素质人才也成长起来了。

今年,中国大学毕业生将超过300万人,中国人力资源的智力水平和外语普及程度都将不断提高。

第四,中国的基础设施日臻完善,目前,中国高速公路总里程已达到3万公里;铁路总营运里程7.2万公里,居世界第三;港口吞吐量41亿吨,居世界首位;电话用户总数已超过6.5亿户,居世界第一;互联网用户数超过9,400万户,居世界第二。

中国已有条件在完善和通畅的条件下与世界合作。

现在,恐怕全世界绝大多数人都不怀疑中国的稳定和秩序了。

Distinguished Guests, Ladies and Gentlemen,
Good Morning. It is my great pleasure and honor to come to the Fortune Forum to exchange ideas and views with you.
27 years ago, the word "opening" was still very new to Chinese people. In 27 year's time, China's GNP increased by 1,100% with an average rate of 9.4%. Thus we can see, the opening policy really brings benefitto the Chinese people, and the Chinese people love this policy from the bottom of their hearts.
Today, China's opening drive ushers in a new phase.
First, China's opening has been lifted to a new level. Following the WTO accession, and within the 3-year transitional period, China has restructured its economy according to WTO rules and commitments. The overall tariff rate was brought down to less than 10%, all the non-tariff barriers have been eliminated, and theliberalization of all industries, especially the service industry, has been significantly enhanced.
Second, the Chinese market has become larger in scale and shows a continuous, upward trend. No one doubts that China is becoming the fastest-growing huge market in the world, and has become the largestconsumer of televisions, refrigerators, and mobile phones. Housing, private cars and domestic and outboundtravel have become the new highlights of consumption. Last year, the domestic market had a consumptionfor production and livelihood of a total value of more than two trillion US dollars. In eastern China where thepopulation is nearly 500 million, the per capita GDP reached 2,000 US dollars. Chinese household savingshave exceeded 1.5 trillion US dollars.
Third, China not only has skilled blue-collars, but will also have more white-collars. China used to compete on the advantage of inexpensive labor force. While this advantage is maintained, high-qualitytalents are growing as well. With more than 3 million university students about to graduate this year, theintellectuality of China's human resources and the popularization of foreign languages will also be improved.
Fourth, China's infrastructure is being bettered. At present, the total length of highways in China has reached 30 thousand kilometers. 72,000-kilometer railways have been put in operation, making China theNo.3 in the world. Handling capacity of Chinese ports stands at 4.1 billion tons, ranking No.1 globally.The number of telephone users is more than 650 million, making China the largest user community in theworld; the number of Internet users is 94 million, the second largest globally. China is already equipped withbettered and smooth conditions to work with the rest of the world.
Today, I am afraid that the vast majority of people in the world have no doubt about China's stability andorder.。
