And as we have had more contact with each other, the citizens of both countries have gradually learned more about each other. And that's important. My friend, the Ambassador to China, tells me some Chinese textbooks talk of Americans of "bullying the weak and repressing the poor." Another Chinese textbook, published just last year, teaches that special agents of the FBI are used to "repress the working people." Now, neither of these is true -- and while the words may be leftovers from a previous era, they are misleading and they're harmful.In fact, Americans feel a special responsibility for the weak and the poor. Our government spends billions of dollars to provide health care and food and housing for those who cannot help themselves -- and even more important, many of our citizens contribute their own money and time to help those in need. American compassion also stretches way beyond our borders. We're the number one provider of humanitarian aid to people in need throughout the world. And as for the men and women of the FBI and law enforcement, they're working people; they, themselves, are working people who devote their lives to fighting crime and corruption.My country certainly has its share of problems, no question about that. And we have our faults. Like most nations we're on a long journey toward achieving our own ideals of equality and justice. Yet there's a reason our nation shines as a beacon of hope and opportunity, a reason many throughout the world dream of coming to America. We have a Constitution, now two centuries old, which limits and balances the power of thethree branches of our government, the judicial branch, the legislative branch, and the executive branch, of which I'm a part.Many of the values that guide our life in America are first shaped in our families, just as they are in your country. American moms and dads love their children and work hard and sacrifice for them, because we believe life can always be better for the next generation. Freedom of religion is not something to be feared, it's to be welcomed, because faith gives us a moral core and teaches us to hold ourselves to high standards, to love and to serve others, and to live responsible lives.If you travel across America -- and I hope you do some day if you haven't been there -- you will find people of many different ethic backgrounds and many different faiths. We're a varied nation. We're home to 2.3 million Americans of Chinese ancestry, who can be found working in the offices of our corporations, or in the Cabinet of the President of the United States, or skating for the America Olympic team. Every immigrant, by taking an oath of allegiance to our country, becomes just as just as American as the President. 布什在清华大学的演讲非常感谢胡锦涛副主席的欢迎致辞。
非常感谢您在这里接待我和我的夫人劳拉。
我发现她与鲍威尔先生相处得很好,今天很高兴看到国务卿先生。
同时我也看到我的事务助理赖斯女士,她曾经是斯坦福大学的校长,因此她回到校园是最适合不过了。
我非常感谢各位对我热情的接待,很荣幸能够来到中国,来到清华大学这所世界最伟大的学府之一,这所大学恰好是在美国的支持下成立的,目标是为了推动我们两国的关系。
我也知道清华大学对于副主席先生有着十分重要的意义,他不仅在这里获得了学位,而且在这里与他优雅的夫人相识。
我想同时也感谢在座的各位同学给我这个机会跟大家见面谈一谈我自己的国家,并且回答大家的一些问题。
清华大学的治学标准和声望闻名于世,我也知道能考入这所大学也是一个成就,祝贺你们。
我不知道大家是不是知道这一点,我和我的太太有两个女儿,她们像你们一样正在上大学,有一个女儿上的是得州大学,有一个女儿上的是耶鲁大学。
她们是双胞胎。
我对我们的两个女儿倍感骄傲,我想你们的父母对你们的成就同样也是引以为荣的。
我这次访华恰逢重要的周年纪念日,副主席刚才也谈到了,30年前的这一周,一个美国总统来到中国,他的访华之旅目的是为了结束两国长达数十年的隔阂和数百年的相互猜疑。
尼克松总统向世界显示了两个迥然不同的政府能够本着相互的利益、相互的尊重来到一起。
那天他们离开机场的时候,周恩来总理对尼克松总统说了这样一番话,他说你与我的握手越过了世界上最辽阔的海洋,这个海洋就是互不交往的25年。
自那时以来,美国和中国已经握过多次的友谊之手和商业之手。
随着我们两国间接触日益频繁,我们两国的国民也逐渐加深了对彼此的了解,这是非常非常重要的。

总需求指整个经济社会在每一个价格水平下对产品和劳务的需求总量,它由消费需求、投资需求、政府支出和国外需求构成。
在其他条件不变的情况下,当价格水平提高时,国民收入水平就下降;当价格水平下降时,国民收入水平就上升。
总需求曲线向下倾斜,其机制在于:当价格水平上升时,将会同时打破产品市场和货币市场上的均衡。
在货币市场上,价格水平上升导致实际货币供给下降,从而使LM曲线向左移动,均衡利率水平上升,国民收入水平下降。
在产品市场上,一方面由于利率水平上升造成投资需求下降(即利率效应),总需求随之下降;另一方面,价格水平的上升还导致人们的财富和实际收入水平下降以及本国出口产品相对价格的提高从而使人们的消费需求下降,本国的出口也会减少,国外需求减少,进口增加。
这样,随着价格水平的上升,总需求水平就会下降。
总需求曲线的斜率反映价格水平变动一定幅度使国民收入(或均衡支出水平)变动多少。
IS曲线斜率不变时,LM曲线越陡,则LM移动时收入变动就越大,从而AD曲线越平缓;相反,LM曲线斜率不变时,IS曲线越平缓(即投资需求对利率变动越敏感或边际消费倾向越大),则LM曲线移动时收入变动越大,从而AD曲线也越平缓。
政府采取扩张性财政政策(如扩大政府支出)或扩张性货币政策都会使总需求曲线向右上方移动;反之,则向左下方移动。
2.总供给一总需求模型(aggregate supply-aggregate demand model)答:总供给—总需求模型是把总需求与总供给结合在一起来分析国民收入与价格水平的决定及其变动的国民收入决定模型。
在图1-1中,横轴代表国民收入(Y ),纵轴代表价格水平(P ),1AD 代表原来的总需求曲线,1AS 代表短期总供给曲线,2AS 代表长期总供给曲线。

This legislation includes all the elements required for comprehensive immigration reform. It will improve security at our borders. It will give employers new tools to verify the employment status of workers and hold businesses to account for those they hire. It will create a temporary worker program. It will help us resolve the status of millions of illegal immigrants who are here already, without animosity and without amnesty. And it will honor the great American tradition of the melting pot by strengthening our efforts to help new arrivals assimilate into our society.
The legislation will create a new temporary worker program. Such a program will help our economy and take pressure off the border by providing foreign workers with a legal and orderly way to enter our country to fill jobs that Americans are not doing. To ensure that this program is truly temporary, workers will be limited to three two-year terms, with at least a year spent outside the United States between each term. Temporary workers will be allowed to bring immediate family members only if they demonstrate that they can support them financially, and that their family members are covered by health insurance.
THE PRESIDENT: Good morning. This week, my Administration reached an agreement with Republicans and Democrats in the Senate on immigration reform. I thank the leaders in both parties who worked hard to produce legislation that will secure the border, restore respect for the law, and meet the legitimate needs of our economy.
In addition, this legislation will clear the backlog of family members who've applied to come to our country lawfully, and have been waiting patiently in line. This legislation will end chain migration by limiting the relatives who can automatically receive green cards to spouses and minor children. And this legislation will transform our immigration system so that future immigration decisions are focused on admitting immigrants who have the skills, education, and English proficiency that will help America compete in a glon will also help resolve the status of illegal immigrants who are already in our country without amnesty. Those who come out of the shadows will be given probationary status. If they pass a strict background check, pay a fine, hold a job, maintain a clean criminal record, and eventually learn English, they will qualify for and maintain a Z visa. If they want to become citizens, they have to do all these things, plus pay an additional fine, go to the back of the line, pass a citizenship test, and return to their country to apply for their green card.

This legislation will also strengthen our efforts to help new immigrants assimilate. The key to unlocking the full promise of America is the ability to speak English. This bill affirms that English is the language of the United States. And it provides new opportunities for immigrants to learn English and embrace the shared ideals that bind us as a nation.
I realize that many hold strong convictions on this issue, and reaching an agreement was not easy. I appreciate the effort of Senators who came together to craft this important legislation. This bill brings us closer to an immigration system that enforces our laws and upholds the great American tradition of welcoming those who share our values and our love of freedom.
Here's how the bill works: First, it will require that strong border security and enforcement benchmarks are met before other elements of the legislation are implemented. These benchmarks include completing our plan to double the number of Border Patrol agents, improving border infrastructure, and maintaining enough beds in our detention facilities so that all those apprehended at the border can be held and returned to their home countries. We will also improve work site enforcement by implementing an effective system to verify worker eligibility using tamper-resistant identification cards, and by imposing stiffer penalties on companies that knowingly violate the law. Once these benchmarks are met, they will trigger other provisions of comprehensive reform.
