风险社会视阈下社会治理的现实困境与阶段性特征

【摘要】当前，加强和创新社会治理对推进国家治理体系和治理能力现代化具有
重要意义。

然而在风险社会视角下我国社会治理呈现独特的中国场境，面临着社会治理主体角色迷失和“内卷化”的困境，同时在社会结构阶层化、社会诉求多样化、城乡发展一体化、社会治理现代化等发展趋势下，呈现出阶层群体矛盾冲突不断、公民权利意识不断提升、流动人口融入问题增多和新旧价值观碰撞较剧烈的阶段性特征。

为适应现代社会发展的趋势，如何在社会治理创新中探索居民自治的有效实现形式、如何将技术性治理中的信息科技技术融入人文关怀、如何通过社会治理创新达成协商民主的价值共识，将成为现代社会治理提高风险应对能力需要进一步探讨的问题。

%Currently , strengthening social governance and promoting national innovation systems and governance modernization are of great importance .However ,in the perspective of risk society ,our social governance presents unique Chinese scene ,faced with the dilemma of loss and involution of the main role of social governance , as well as the phase characteristics of conflicts of social class groups ,the rising of citizen’s right consciousness ,the increase of the floating population problems and the collision betw een the old and new values in the trend of social structure stratification , social demand diversification , urban and rural integration and modernization of social governance .In order to adapt to
the development trend of the modern society ,how to make the effective realization form of the residents’ autonomy ,how to integrate information technology into human care in the management of technology , and how to reach consensus on the value of deliberative democracy through the innovation of social governance ,will become issues which need further discussion to improve the ability of risk management in the modern society .
