Statement by Chinese Vice Foreign Minister Wang Yi At the Open Debate of the Security Council on the Relationship Between the United Nations and Regional Organizations

姆贝基总统、潘基文秘书长、各位同事：
President Thabo Mvuyelwa Mbeki, Secretary General Ban Ki-moon, Dear colleagues,
【原文】我祝贺南非担任安理会本月轮值主席，很高兴看到总统先生亲自主持今天的会议。

此次公开辩论会使我们有机会集中讨论联合国与区域组织特别是非盟的合作问题，这对维护国际和平与安全至关重
要。

我对南非的这一倡议表示高度赞赏。

【译文】I wish to congratulate South Africa on assuming the presidency of the Security Council for this month, and I am glad, Mr. President, that you are personally chairing today's meeting. This open debate offers us an opportunity to discuss the United Nations' cooperation with regional organizations, particularly the African Union. This is of great importance to upholding international peace and security. I wish to applaud South Africa for taking this initiative.
【评点】
1. 掌握congratulate sb. on sth./doing sth. 这一结构。

2. 掌握assume（to start to have control, responsibility etc or to start in a particular position or job）的含义和用法。

3.“很高兴看到……”不必死译为be glad to see that…，译为be glad that…足矣。

4. 掌握动词chair（to be the chairperson of a meeting or committee）的含义和用法。

5. 掌握be of great importance to…这一重要结构。

6.“维护”除可用uphold外，还可以用safeguard、champion、maintain 和vindicate诸词。

7.“对……表示高度赞赏”选用applaud（formal to express strong approval of an idea, plan etc）一词译出，妥贴又简洁，这是“得意忘形”的佳译。

掌握applaud sb. for sth./doing sth.这一结构。

【原文】《联合国宪章》将维护国际和平与安全的首要责任赋予安理会。

同时，联合国的缔造者们在《宪章》第八章极富远见地鼓励通过区域安排和平解决地区争端。

当前，世界的和平与发展面临诸多难题和挑战，需要在国际、地区和国家层面做出强有力的集体应对。

在此形势下，加强联合国与区域组织的合作是推动多边主义的需要，也是国际集体安全机制的重要发展。

【译文】The UN Charter assigns the primary responsibility of upholding international peace and security to the Security Council. In Chapter Eight of the UN Charter, the founding members of the UN also encourage with great vision the development of pacific settlement of local disputes through regional arrangements. World peace and development are now faced with many difficulties and challenges, and it is imperative to respond forcefully to them at the national, regional and international levels. In a fast changing world, to strengthen the United Nations' cooperation with regional organizations will both promote multilateralism and boost the international collective security regime.
【评点】
1.掌握《联合国宪章》的译法The UN Charter。

2.见到“极富远见地”这类副词不要只想对应的英语副词，用with 结构译出是常见的转化方法，此例应牢记。

3.“需要……”以it is imperative to…译出，恰到好处。

4.译者处理“是……的需要，也是……的重要发展”时抛开原文结
构，转化为英语“谓语＋宾语”结构译出，这是符合英语习惯的译法，此例有代表性。

【原文】目前，安理会审议的议题60%与非洲有关，联合国维和行动有三分之二部署在非洲。

我们必须承认这样一个事实，没有非洲的稳定和发展，就没有世界的和平与繁荣。

【译文】At present, 60% of the items discussed in the Security Council concern Africa, and two thirds of the UN peacekeeping missions are conducted in Africa. Without stability and development in Africa, global peace and prosperity is out of the question. This is the reality that all of us must face.
【评点】
1. 掌握习语out of the question的含义：if something is out of the question, it is definitely not possible or not allowed。

注意the不可省略。

2.译者处理“我们必须承认这样一个事实，没有非洲的稳定和发展，就没有世界的和平与繁荣。

”时将“没有非洲的稳定和发展，就没有世界的和平与繁荣。

”抽出单译一句，再处理“我们必须承认这样一个事实”。

这句译文不仅地道，还符合英语习惯。

此例具有代表性，应好好体会。

【原文】作为非洲最大和最具代表性的地区组织，非盟在维护非洲和平与稳定、解决非洲冲突方面发挥着越来越重要的作用，受到国际社会的广泛重视。

在过去的几年里，联合国与非盟的良好合作已成为践行《宪章》精神的典范。

从布隆迪、利比里亚到索马里、苏丹，我们
看到了这种合作取得的积极成果。

中国对非洲国家和非盟展现的决心、勇气和奉献精神表示敬意。

【译文】The African Union is the largest and most representative regional organization in Africa, and it has gained widespread international recognition for the increasingly important role it plays in upholding peace and stability and resolving conflicts in Africa. The good cooperation between the United Nations and African Union in the past few years, marked by progress in countries like Burundi, Liberia, Somalia and Sudan, has become a model for observing the UN Charter. China salutes the determination, courage and dedication of African countries and the African Union.
【评点】
1.“受到国际社会的广泛重视”和“非盟在维护非洲和平与稳定、解决非洲冲突方面发挥着越来越重要的作用”是因果关系，译者据此作了相应处理。

2.“从布隆迪、利比里亚到索马里、苏丹”并未简单地译为From…to…，译者真正吃透了原文的含义，译文极佳。

3.“对……表示敬意”以salute（formal to praise someone for the things they have achieved, especially publicly）译出，同上文以applaud翻译“对……表示高度赞赏”有异曲同工之妙。

【原文】21世纪应该见证非洲摆脱动荡和贫困，应该成为非洲牢固掌握自己命运，实现和平、稳定与发展的世纪。

这需要国际社会与非洲携手努力，更需要联合国与非盟加强伙伴关系。

【译文】The 21st century should witness the end of disturbances and poverty in Africa. It should be a century in which Africa fully controls its own destiny and realizes peace, stability and development. To achieve this goal requires the common efforts made by the international community and Africa and a closer partnership between the United Nations and the African Union.
【评点】
1.“非洲摆脱动荡和贫困”是典型的“主＋谓＋宾”结构，初学者易于亦步亦趋地翻译，且看译者的处理方法：the end of disturbances and poverty in Africa。

原文的主语“非洲”变成了状语in Africa，谓语“摆脱”变成了名词end，形式上虽面目全非，而意思却准确地传达了。

这种“乾坤大挪移”的转化方法初学者一定要好好体会并牢牢掌握。

2.“这需要……”中的“这”不能译为this，注意译者的译法To achieve this goal。

3.“国际社会与非洲携手努力（主语＋谓语）”转化为the common efforts made by the international community and Africa（宾语＋后置定语）。

4.“联合国与非盟加强伙伴关系（主语＋谓语＋宾语）”转化为a closer partnership between the United Nations and the African Union（宾语＋后置定语）。

【原文】中国支持联合国与非盟建立稳定的伙伴关系。

安理会对维护非洲的和平与安全责无旁贷，非盟则对非洲问题有着更深的理解和认
识。

双方应该在平等尊重，互补互利的基础上加强协调，更好地发挥各自优势、形成合力。

中国认为，联合国与非盟的伙伴关系应该有一个可预测、可持续并具有灵活性的框架。

在确保安理会权威的前提下，安理会应该优先考虑支持非盟在解决地区冲突方面发挥关键作用，切实听取非盟的意见和建议。

我们希望非盟/联合国达尔富尔“混合行动”尽快完成部署并顺利开展工作，也支持联合国接管非盟在索马里的维和行动。

【译文】China supports the forging of a stable partnership between the United Nations and the African Union. The Security Council bears unshirkable responsibility of upholding peace and security in Africa, while the African Union has a deep grasp of African issues. The two sides should strengthen coordination and form synergy on the basis of equality, mutual respect, complementarity and mutual benefit and drawing on each other's strength. In our view, the partnership between the United Nations and African Union should be based on a predictable, sustainable and flexible framework. While maintaining its authority, the Security Council should give priority to supporting the African Union's key role in resolving regional conflicts, and give full consideration to the views of the African Union. We hope the AU-UN "hybrid mission" in Darfur will complete its deployment at an early date and begin its operation. We also support the United Nations in taking over the African Union's peacekeeping operation in Somalia.
【评点】
1. 掌握bear unshirkable responsibility of…这个搭配。

2. 掌握synergy的含义：technical the additional effectiveness when two or more companies or people combine and work together。

【原文】中国主张联合国与非盟开展多层面、宽领域的合作。

这种合作应该包括安全、发展和人权三大支柱领域，应该体现在建立信任、预防冲突、维护和平、建设和平、可持续发展的不同阶段。

倡导和解文化、实现千年发展目标，不仅有助于消除冲突产生的根源，也将使非洲和平具有坚实的基础。

我们支持联合国及其安理会、建设和平委员会以及秘书处等机构，与非盟建立并加强多层次的协调和磋商机制。

【译文】China holds the United Nations should carry out multi-faceted cooperation with the African Union in wide-ranging areas. Such cooperation should cover the three pillar areas of security, development and human rights. It should be pursued throughout the process of confidence building, conflict prevention, peacekeeping, peacebuilding, and sustainable development. To promote reconciliation and realize the Millennium Development Goals will not only help eradicate the root causes of conflict, but also provide a solid basis for ensuring peace in Africa. We support the United Nations and its Security Council, Peacebuilding Commission, Secretariat and other agencies in building and strengthening coordination and consultation mechanisms at various levels with the African Union.
【评点】
1.“多层面、宽领域的合作”不一定译为“形容词＋名词”结构，译者的处理方法值得效仿。

2.“和解文化”不宜死译为reconciliation culture，译文要符合英语习惯搭配。

3. 掌握support sb. in doing sth.这个结构。

【原文】中国呼吁将能力建设摆在联合国与非盟合作的突出位置。

非盟的和平努力正受到人力、物力和财力的制约。

联合国和国际社会应积极回应非盟的合理要求，发挥创造性思维，把承诺变成现实，将意愿转化为行动。

我们希望联合国在人员培训、机构建设、信息共享、经验交流、资源管理、后勤援助等优势领域与非盟加强合作，切实落实《联合国与非盟能力建设十年期方案》，并在调动其他国际社会援助方面发挥关键作用。

【译文】China calls for giving a high priority to capacity building in pursuing UN-AU cooperation. The African Union's efforts to make peace are constrained by lack of human resources, material supplies and funding. The United Nations and the international community should respond to African Union's legitimate requests, and work creatively to deliver on the promises and translate their pledge into action. We hope that the United Nations will strengthen its cooperation with the African Union in personnel training, institutional building, information and experience sharing, resources management and logistical assistance, fields where the United Nations has rich experience. The Declaration on Enhancing UN-AU
Cooperation: Framework for the Ten-Year Capacity Building Program for the African Union should be fully implemented, and the United Nations should play a key role in pooling other international assistance.
【评点】
1. 学会“将……摆在……的突出位置”的译法give a high priority to…。

2.“受到人力、物力和财力的制约”容易译为are constrained by human resources, material supplies and funding，译者加了lack of，令译文地道。

3. 掌握translate sth. into sth.的含义和用法。

4. 掌握动词pool的含义和用法。

【原文】中国与非洲秉持相互尊重、平等相待、互惠互利、合作共赢的原则，积极发展新型战略伙伴关系，开展符合中非各国及人民福祉的合作。

为实现非洲的和平与发展，中国一直并将继续向非盟及非洲国家提供力所能及的帮助，继续支持加强联合国和非盟的伙伴关系。

最后，我感谢南非就今天讨论的问题起草了安理会决议草案，中国完全支持这个决议草案。

【译文】Both China and Africa follow the principle of mutual respect, treating each other as equals, mutual benefit and win-win cooperation in forging a new type of strategic partnership and carrying out cooperation that serves the interests of China and African countries and peoples. To achieve peace and development
in Africa, China will continue to provide assistance according to its ability to the African Union and African countries and will continue to support the strengthening of UN-AU partnership.Finally, I wish to thank South Africa for drafting the Security Council resolution on the issue we are discussing today. China fully supports this draft resolution.
【评点】
1.“秉持……的原则”、“积极……关系”和“开展……合作”三者不是并列的关系，注意译者的处理方法。

2. 学会serve the interests of…这个搭配，类似的搭配还有serve the needs of…。

掌握此处serve的含义：to be useful or helpful for a particular purpose or reason。
