The paper describes in a simple manner the wind-induced internal pressure characteristics on buildings and their ramification to building safety. It refers to both static and dynamic effects of internal pressure and to the correlation between external and internal pressures. The paper reviews the internal pressure specifications of American National Standard Institute (ANSI) standards (12) and the Australian standards (11) and finds them inadequate because they are not clear as to whether the building openings (windows and doors) should be considered open or closed when the suggested design pressure coefficients apply. The problem is that if the openings are considered open the suggested pressure coefficients may be too low in case some openings are actually closed during a windstorm. On the other hand if the openings are considered to be closed during a windstorm (perhaps a more reasonable assumption) serious questions about the safety of the building arise in case a windward window breaks due to-say-a wind-generated missile. Additional critical problems, not mentioned in the paper, include the following: (1) The characterization of an opening as windward or leeward may be difficult for the case of prefabricated buildings for which the actual orientation at a site may be unknown at the design stage; and (2) the actual porosity or permeability of the building envelope cannot be easily evaluated since it varies with the climatic conditions, building materials, and construction techniques used. The aforementioned questions have been examined in a recent experimental study (14), the results of which have been codified (15) in a simple form which may be even more representative of the actual conditions. The data of this study have formed the basis for the new ANSI document specifications (13), in which the internal gust pressure coefficients for structural design have been described as indicated in Table 2. The maximum value of the gust pressure coefficient (+0.75) corresponds to the stagnation pressure and the overshooting, as described in the paper, and that also found experimentally (2,14). Its value is less than one because ANSI pressure coefficients are combined with the fastest mile dynamic velocity pressure to yield actual wind pressures. Had the dynamic velocity pressure, based on the mean hourly wind speed, been used the design pressure coefficient would have taken a value higher than one (15). The high correlation between external and internal pressures mentioned in the paper has also been found experimentally (14). Naturally, there are additional questions to resolve. The validity of the wind tunnel simulation of internal pressure, the determination of the actual building permeability and the probabilistic aspect of the coincidence of the most critical wind direction with the worst building configuration with respect to distribution of openings and breakage of windows are some of the questions that remain. Work is currently under way to better investigate some of these issues.
