Chapter 2 Organizing for Project Management 2.1What is Project Management? The management of construction projects knowledge of modern management as well as an understanding of the design and construction process. Construction projects have a specific set of objectives and constraints such as a required time frame for completion. While the relevant technology, institutional arrangements or processes will differ, the management of such projects has mush in common with the management of similar types of projects in other specialty or technology domains such as aerospace, pharmaceutical and energy developments.[1]Generally, project management is distinguished from the general management of corporations by the mission-oriented nature of a project [2]. A project organization will generally be terminated when the mission is accomplished. According to the Project Management Institute, the discipline of project management can be defined as follows [3]:Project management is the art of directing and coordinating human and material resources throughout the life of a project by using modern management techniques to achieve predetermined objectives of scope, cost, time, quality and participation satisfaction.By contrast, the general management of business and industrial corporations assumes a broader outlook with greater continuity of operations[4].Nevertheless, there are sufficient similarities as well as difference between the two so that modern management techniques developed for general management may be adapted for project management. The basic ingredients for a project management framework may be represented schematically in Figue2-1. A working knowledge of general management and familiarity with the special knowledge domain related to the project are indispensable. Supporting disciplines such as computer science and decision science may also play an important role. In fact, modern management practices and various special knowledge domains have absorbed various techniques or tools which were once identified only with the supporting discipline [5]. For example, computer-based information systems and decision support systems are nom common-place tools for general management. Similarly, many operations research techniques such as linear programming and network analysis are now widely used in many knowledge or application domains[6]. Hence, the representation in Figure 2-1 reflects only the sources from which the project management framework evolves.Figure 2-1 Basic Ingredients in Project Management Specifically, project management in construction encomprasses a set of objectives which may be accomplished by implementing a series of operations subject to resource constraints [7].There arePotential conflicts between the stated objectives with regard to scope, cost, time and quality, and the constraints imposed on human, material and financial resources. These conflicts should be resolved at the onset of a project by making the necessary tradeoffs or creating new alternatives.Subsequently, the function of project management for construction generally include the following1.Specification of project objectives and plans including delineation of scope, budgeting, scheduling, setting performance requirements, and selecting project participants.2.Maximization of efficient resource utilization through procurement of labor, materials and equipment according to the prescribed schedule and plan[8].3.Implementation of various operations through proper coordination and control of planning, design, estimating, contracting and construction in the entire process [9].4.Development of effective communication and mechanisms for resolving conflicts among the various participants. The Project management Institute focuses on nine distinct areas requiring project management knowledge and attention:1.Project integration management to ensure that the various project elements areeffectively coordinated.2. Project scope management to ensure that all the work required(and only the required work ) is included.3. Project time management to provide an effective project schedule .4. Project cost management to identify needed resources and maintain budget control .5. Project quality management tu ensure functional requirements are met .6. Project human resource management to development and effectively employ project personnel .7. Project communications management to ensure effective internal and external communications .8. Project risk management to analyze and mitigate potential risks .9. Project procurement management to obtain necessary resources from external sources .These nine areas form the basis of the Project Management Institute’s certification program for project managers in any industry .Wordsdomain 领域aerospace 航天pharmaceutical 医药的distinguish 区别,区分mission-oriented 以目标(任务)为导向的predetermined 预定的continuity 连续的ingredient 组成部分,成分indispensable 不可或缺的framework 框架,构架discipline 纪律scope 范围common-place 常见的linear programming 线性规划onset 开始trade off 均衡,权衡schedule 进度delineation 叙述,说明maximization 最大化utilization 使用communication 沟通integration 综合,整合certification 认证Notes[1] in common with 指“有共同之处”。
工程管理专业英语Unit 2 课后作业
Unit 21. Why is Prequalification necessary for major projects and those involving international tendering?Since it can reduce the number of effective tenders and improve the possibility of acceptance. It also enables the Employer/Engineer to establish the competence of firms.2. What should be included in the specification? The Specification should include the definition of the scope and the technical requirements of the Contract, such as the quality of materials and the standards of workmanship to be provided by the Contractor, together with the extent, if any, to which the Contractor will be responsible for the design of the permanent works.3. Is it possible to provide a detailed complete set of drawings at tender stage? Why or why not?Yes, it is possible to provide a detailed complete set of drawings, if the work necessarily needs to be executed without any further drawings.4. What is the Bill of Quantities? The Bill of Quantities is a list of items giving descriptions and estimated quantities of work to be executed under the Contract.5. Why is the Tender the most important single document submitted by the tenderer?Because each tenderer confirms that he has read and understood the requirements of the Tender documents and states his tender sum for undertaking and fulfilling all his obligations under the Contract based on such requirements in his Tender.6. Why dose the tender sum agreed may vary during the execution of the project? The tender sum agreed may vary during the execution of the project because of the occurrence of following circumstances: the instruction of variations, the occurrence of unforeseen events, which in accordance with the Conditions of Contract entitle the Contractor to additional (or reduced) payment.7. What is the purpose of “Instructions to tenderers”?Their purpose is to convey information and instructions which apply during the tendering period.8. What should be included or stated under the heading “General” in“Instructions to Tenderers”?Under this heading should be included brief details of the organization (Government, Ministry, Department, Authority, etc.) calling for Tenders, together with an outline of the project to be covered by the Contract9. On what condition is the tenderer permitted to withdraw, modify or correct his Tender after dispatch?Only before the time set for receiving Tenders, had the Employerreceived the request for modification which tender provided in writing or by cable, telex or facsimile transmission, under which can the tendererwithdraw, modify or correct his Tender after dispatch.10. What is the supplementary information required to be submitted with the tender documents?Details of the proposed sureties for any performance security, general terms of insurance, the constitution of the tend erer’s organization together with the address to be used for the purposes of the Contract, a preliminary programme of work (the Instructions to Tenderers should give an indication of what is required) and a list of major items of Contractor’s Equipment req uired for the purpose of executing the works.11. What is the normal method for dealing with the explanations, revisions, additions or deletions to the documents issued to tenderers? Formal addenda.12. Why does the option to submit alternative Tenders make the evaluation process difficult?Because there may be some departures between the alternative Tender and the documents issued to tenderers.13. What are tenderers required to do in terms of currency/currencies they intent to use to submit their Tenders and payment they will receive?Tenderers are required to give notice to the Employer of the various currencies in which they may wish to be paid if the Contract is awarded to them.14. What is preferable if tenderers request part payment in one particular currency? There is no need to definite the exchange rate of the various currencies, if tenderers request part payment in one particular currency15. What will happen to the tender bond if the tenderer fails to provide a performance security within a Specified number of days?Usually the tender bond will be forfeited.16. What are the tasks of the Engineer in the evaluation of Tenders? There are two tasks of the Engineer in the evaluation of Tenders. The first task is to establish whether the Tenders are arithmetically correct and, if they are nor, how to overcome any errors. The second task is to check that the Tenders are responsive, that all the required information has been provided and that everything is consistent with the terms of the Tender documents.17. What Should the Engineer do if errors, Omissions or inconsistencies are apparent in Tenders? The Engineer shouldhold a meeting with the lowest tenderer, and possibly with one or two other tenderers, to clarify the position and to agree how to deal with the points in the event of an award.18. What should a letter of intent contain in most cases? It should state the conditionthat must be met before the award can be made19. What makes a binding Contract between the Employer and the potential Contractor in most cases?the Employer's Letter of Acceptance and the tender’s Tender will form a binding Contract between the two parties.20. Why is the Contract Agreement a requirement in some countries?Because in some countries, a Contract Agreement is a requirement of law to create a binding Contract irrespective of the existence of a Tender and a Letter of Acceptance.。

Unit 1 the owner’s perspective 第1单元业主的观点1.2 Major Types of Construction 1.2大建筑类型Since most owners are generally interested in acquiring only a specific type of constructed facility, they should be aware of the common industrial practices for the type of construction pertinent to them [1]. Likewise, the construction industry is a conglomeration of quite diverse segments and products. Some owners may procure a constructed facility only once in a long while and tend to look for short term advantages. However ,many owners require periodic acquisition of new facilities and/or rehabilitation of existing facilities. It is to their advantage to keep the construction industry healthy and productive. Collectively, the owners have more power to influence the construction industry than they realize because, by their individual actions, they can provide incentives for innovation, efficiency and quality in construction [2]. It is to the interest of all parties that the owners take an active interest in the construction and exercise beneficial influence on the performance of the industry.由于大多数业主通常只对获得特定类型的建筑设施感兴趣,所以他们应该了解与他们有关的建筑类型的常见工业实践[1]。

All transportation and every machine in the world depend on it.The wheel is the simplest yet perhaps the most remarkable of all inventions, because there are no wheels in nature---- no living thing was ever created with wheels. How, then, did man come to invent the wheel?Perhaps some early hunters found that they could roll the dead body of a heavy animal through the forest on logs more easily than they could carry it. However, the logs themselves weighed a lot.It must have taken a great prehistoric thinker to imagine two thin slices of log connected at their centers by a strong stick. This would roll along just as the logs did yet be much lighter and easier to handle. Thus the wheel and axle came into being, and with them the first carts.41. Rice was also a kind of money used by the ancient people in some islands. Cows and other animals were used as money too.The first copper coins were made in China. They were round and had a square hole in the center. Different countries had used different metals for their money. Later some countries began to make coins of gold and silver. But gold and silver were heavy to carry when people need a lot of coins to buy something expensive. The Chinese were the first to use paper money. The first paper money looked more like a note from one paper to another than the paper money used today.47. When she asked the explanation of this, I informed her that it was my school of dance. She was amused, and placing herself at the piano, she began to play for me. This school continued and became very popular. Later on, little girls of the neighborhood came and their parents paid me a small sum to teach them. This was the beginning of what afterwards proved a very lucrative occupationMy mother took me to a famous ballet teacher, but his lesson did not please me. When the teacher told me to stand on my toes I asked him why, and when he replied “ Because it is beautiful,” I said it was ugly and against nature and after the third lesson I left his class, never to return. This stiff and commonplace gymnastics which he called dancing only disturbed my dream. I dreamed of a different dance. I did not know just what it would be, but I was feeling out towards an invisible world into which I guessed I might enter if I found the key.My art was already in me when I was a little girl, and it was owing to the heroic and adventurous spirit of my mother that it was not stifled. I believe that whatever the child is going to do in life should begin when it is very young. I wonder how many parents realize that by the so-called education they are giving their children, they are only driving them into the commonplace, and depriving them of any chance of doing anything beautiful or original.46.When her mother came home one day, the narrator of the story .A. was teaching half a dozen babies to danceC. was collecting babies of the neighborhoodD. was making babies of the neighborhood sit before her on the floor47. To learn a foreign language is to learn another culture. In the words of a poet and philosopher, “As many languages as one speaks, so many lives one lives.” A culture and its languages are as inseparable as brain and body; while one is a part of the other, neither can function without the other. In learning a foreign language, the best beginning is with the non-verbal linguistic elements of the language, its gestures, its body language. Eye contact is extremely important in English. Direct eye contact leads to understanding, or, as the English maxim has it, seeing eye-to-eye. We can never see eye-to-eye with a native speaker of English until we have learned to look directly into his eyes.31. 工程管理英语作文
工程管理英语作文As a project manager, it's important to stay organized and focused on the task at hand. This means keeping track of deadlines, communicating effectively with team members, and being adaptable to changes in the project scope. One of the most crucial aspects of project management is effective communication. This involves not only conveying information clearly to team members, but also actively listening to their input and feedback. Open and transparent communication can help to avoid misunderstandings and ensure that everyone is on the same page.In addition to communication, being able to adapt to changes in the project scope is essential. Projects rarely go exactly as planned, and it's important to be able to pivot and adjust as necessary. This might involve reallocating resources, revising timelines, or finding creative solutions to unexpected challenges.Another key skill for project managers is the ability to delegate tasks effectively. It's important to trust your team members and empower them to take ownership of their work. This not only helps to distribute the workload, but also allows team members to develop their skills and grow professionally. Finally, project managers need to be able to prioritize tasks and manage their time effectively. With multiple deadlines and competing priorities, it's important to be able to focus on what's most important and allocate time and resources accordingly. In conclusion, project management requires a combination of strong communication skills, adaptability, effective delegation, and time management. By honing these skills, project managers can ensure the successful completion of their projects.。

工程管理英文作文英文:As a project manager, I believe that effective communication is the key to successful project management. Communication is not just about conveying information, but also about understanding and responding to the needs of stakeholders. It is essential to establish a clear and concise communication plan that outlines the objectives, expectations, and responsibilities of all parties involved in the project. In addition, I believe that risk management is another critical aspect of project management. Identifyingpotential risks and developing contingency plans can help mitigate the impact of unforeseen events on the project. It is important to continuously monitor and evaluate risks throughout the project lifecycle to ensure that the project stays on track.Furthermore, I think that leadership is a crucial skill for project managers. A good leader should be able to inspire and motivate team members to achieve their best performance. They should also be able to make tough decisions when necessary and provide guidance and support to team members. To illustrate, I once managed a construction project where communication was a challenge due to languagebarriers between the project team and the client. To overcome this, I established a communication plan that included regular meetings with the client and translated project documents. Additionally, I identified potential risks such as weather delays and developed contingency plans to ensure that the project stayed on schedule. Finally, I provided leadership by motivating the team to work together and achieve the project objectives.中文:作为项目经理,我认为有效的沟通是成功的项目管理的关键。
工程管理英语二国家线
工程管理英语二国家线The National Line":Engineering management is a crucial field that encompasses the planning, organization, and oversight of complex projects and systems. In the context of the national line, engineering management plays a vital role in ensuring the successful execution of large-scale infrastructure projects that are essential for a country's economic and social development. The national line, in this context, refers to the overarching strategy and framework that guides the development and implementation of major engineering projects within a country. This line serves as a blueprint for coordinating the efforts of various stakeholders, including government agencies, private contractors, and the general public, to achieve national priorities and objectives. One of the primary responsibilities of engineering management in the context of the national line is to ensure the effective integration of different engineering disciplines. This includes civil, mechanical, electrical, and environmental engineering, among others, to create a cohesive and efficient system that can address the complexchallenges inherent in large-scale projects. For example, the construction of a high-speed rail network within a country requires the coordination of various engineering specialties. Civil engineers are responsible for designing the track infrastructure, including bridges, tunnels, and stations. Mechanical engineers focus on the development and maintenance of the rolling stock, ensuring the trains operate efficiently and safely. Electrical engineers are tasked with the design and implementation of the power distribution systems that power the trains and support the overall network. Environmental engineers play a crucial role in assessing the impact of the project on the surrounding ecosystem and implementing mitigation strategies to minimize any negative effects.Effective engineering management in the national line context requires a deep understanding of the political, economic, and social factors that influence the decision-making process. Project managers must be able to navigate the complex web of government regulations, funding mechanisms, and stakeholder interests to ensure that the project remains on track and delivers the desired outcomes. One key aspect of engineering management in the national line is the ability to effectively communicate and collaborate with a diverse range of stakeholders. This includes government officials, policymakers, industry leaders, and the general public. Project managers must be able to translate technical information into easily understandable terms, articulate the benefits of the project, and address any concerns or objections that may arise.Additionally, engineering management in the national line context requires a strong focus on risk management. Large-scale infrastructure projects are inherently complex and subject to a wide range of risks, from technical challenges to political and economic uncertainties. Effective risk management strategies, such as scenario planning, contingency planning, and risk mitigation measures, are essential for ensuring the successful delivery of these projects.Another critical aspect of engineering management in the national line is the emphasis on sustainability and environmental stewardship. As countries strive to meet their development goals, there is an increasing recognition of the need to balance economic progress with environmental protection. Engineering managers must be able to incorporate sustainable design principles, energy-efficient technologies, and environmentally-friendly construction practices into their projects to minimize the impact on the natural environment. Finally, the role of engineering management in the national line extends beyond the execution of individual projects. Projectmanagers must also contribute to the development and refinement of the national line itself, providing feedback and insights based on their experiences and expertise. This can help to inform policy decisions, shape future infrastructure priorities, and ensure that the national line remains responsive to the evolving needs of the country. In conclusion, engineering management plays a vital role in the successful execution of the national line, a framework that guides the development and implementation of large-scale infrastructure projects within a country. By integrating various engineering disciplines, navigating complex stakeholder dynamics, managing risks, and promoting sustainable practices, engineering managers can help to ensure that these projects deliver the desired outcomes and contribute to the overall economic and social development of the nation.。
Chapter 2 organizing for project management
Nanjing University Technology
Successful giant, complex organizations usually have a strong matrix-type suborganization at the level where basic cost and schedule control responsibility is assigned.
Propose design and construction alternatives if appropriate, and analyze the effects of the alternatives on the project cost and schedule.
Monitor subsequent development of the project in order that these targets are not exceeded without the knowledge of the owner.
Formal authority resulting from an official capacity which is empowered to issue orders.
Reward and/or penalty power resulting from his/her capacity to dispense directly or indirectly valued organization rewards or penalties.

2 Major Types of Construction 1.2大建筑类型Since most owners are generally interested in acquiring only a specific type of constructed facility, they should be aware of the common industrial practices for the type of construction pertinent to them [1]. Likewise, the construction industry is a conglomeration of quite diverse segments and products。
Some owners may procure a constructed facility only once in a long while and tend to look for short term advantages。
However ,many owners require periodic acquisition of new facilities and/or rehabilitation of existing facilities。
It is to their advantage to keep the construction industry healthy and productive。
Collectively, the owners have more power to influence the construction industry than they realize because,by their individual actions, they can provide incentives for innovation, efficiency and quality in construction [2]. It is to the interest of all parties that the owners take an active interest in the construction and exercise beneficial influence on the performance of the industry。
