1. Purpose
The purpose of this policy is to provide guidance to Buckeye employees and contractors
performing snow removal/plowing at all Buckeye stations/tank farms and terminals.
2. Policy
2.1 Buckeye owned or operated pipeline stations/tank farms, truck terminals, rail terminals, and
marine terminals that serve as a report-to-work location for two or more Asset Team
members shall display a Snow Removal Plan at the facility if it is located in a geographical
region that typically experiences snowfall.
2.2 Snow removal plans shall be used to provide facility Asset Team members and contractors
with an overview of the facility and its plan for plowing routes, stockpiling of plowed snow,
and areas requiring ice melt to be applied at the station/tank farm or terminal yard.
2.3 Operations Managers shall ensure their applicable facilities – truck terminals, rail terminals,
marine terminals, and pipeline stations/tank farms – have a Snow Removal Plan posted and
accessible to all employees and snow removal contractors.
2.4 Regional Operations Directors are designated as the approval authority for detailed site
deviation plans from this policy.
3. Description
3.1 Snow plowing operations shall be conducted in accordance with the facility’s Snow Removal
Plan in conjunction with a planning meeting between the facility personnel and the
contractor, as applicable.
3.2 A sketched or Google Earth overview of the station/tank farm or terminal shall show the
facility’s primary snow plow routes for ingress and egress, hot zones (load racks, dock areas,
LPG tanks) and areas designated as snow stockpile areas.
3.3 The Snow Removal Plan may be displayed on as small as 8.5 x 11 inch paper or larger
(facility size dictates), but shall contain adequate detail to prevent damage to facilities, and
provide for the prevention of weather-related injuries from snow, sleet, or ice.
3.4 Snow Plow routes shall be highlighted to identify where snow plowing is permitted and
which areas are restricted access. Employees and contractors who perform snow removal
activities must take extreme care not to damage any process piping or facility equipment.
3.5 Snow removal by a contractor requires the Safe Work Permit (SWP) process (Safety Manual
Section B-01) along with a completed Form A - Snow Plow Safety Checklist attached to the
SWP. Facilities using contractors to conduct snow plowing operations shall review the Snow
Removal Plan and conduct a facility walk-down with the contractor to identify hazards as
part of the SWP process.
3.6 The use of a multi-period SWP is acceptable for snow removal, with Regional Operations
Director approval. The contractor shall notify Buckeye personnel when entering and exiting
the facility. Any changes to the facility Snow Removal Plan require re-issuance of the SWP.
3.7 Snow removal using a plow, leaf blower, or snow blower that is performed at active load
racks using gasoline or die sel combustion engine is considered “Hot Work” and requires the
issuance of a Safe Work Permit. The use of diesel engine driven equipment with non-
sparking attachments (i.e. Sweep Broom) at inactive load racks, where loading has been
suspended, is not considered “Hot Work” and does not require the issuance of a Safe Work
Permit.
4. Snow Plowing Operations
4.1 All involved personnel (Buckeye and/ or contractor) shall conduct a pre-job safety meeting to
review this policy, the facility’s Snow Removal Plan, and Appendix A - Snow Plow Hazard
Avoidance. In this meeting, contractors shall be supplied a copy of the Snow Removal Plan
and a walk down of the facility shall be conducted to identify any potential hazards and get
clarification on the plan’s content.
4.2 Prior to the execution of snow removal operations, all snow removal equipment shall be
inspected and serviced as needed to ensure equipment is properly installed and capable of
adequately performing snow removal.
4.3 Any person performing the task of snow removal shall be adequately trained on the
equipment to be used during the snow removal. Contractors must verify their employees are
trained and capabl e of safely operating the contractors’ equipment. Operations Managers
shall verify each authorized plow operator has been adequately trained and qualified.
4.4 The facility SIM-OPS Board shall also be used to coordinate between snow removal
contractors and any ongoing work among station/tank farm and terminal staff, project teams,
tradesmen, and contractors with regard to planned activities and known or potential hazards.
4.5 Equipment operators (plow trucks, front end loaders, etc.) shall operate the equipment within
the limits recommended by the manufacturer. Equipment shall be inspected daily and major
deficiencies corrected before operating equipment. Minor deficiencies that do not affect the
overall safe operation of the equipment may be delayed if necessary, but should be corrected
as soon as practical.
4.6 Vehicular equipment used in the snow removal process shall display a cab-mounted yellow
strobe or flashing light.
4.7 All truck-mounted snow plow controls shall be tested to ensure the snow plow controls
function, as well as the hydraulic systems that move the plow through its range of motion
(up, down, pan left, and pan right).
4.8 In the event of a facility design change through the addition or removal of major assets, such
as tankage or piping systems, an updated Snow Removal Plan shall be completed if any
changes affect the stockpiling or plow routes.
4.9 Ice melt, brine, slag, or salt shall be applied to walking surfaces (sidewalks, base of stairs,
and areas inaccessible by plow or snow blower), truck loading areas including the areas in
which drivers mount or dismount from the truck cab, and entryways and exits. Ice melt
compounds shall be distributed over areas known to hold water and have the potential to
freeze and cause a slip, trip, or fall hazard before, during, and after wintry weather.
4.10 During snow removal operations, snow plow operators shall conduct route planning to avoid
driving the vehicle in reverse as much as possible by tilting or panning the plow blade either
left or right and pushing the snow to the side. Drivers should avoid overloading the capacity
of the vehicle or plow blade.
