1、目的Purpose
1.1依据相关法令，制定此程序书作为本厂使用危害物质方面的作业指导准则。

1.2本程序书目的在于确保本厂能符合危害因子通识规则之要求，并使员工了解潜在危害，共同预
防。

2、范围Scope
本厂「每位员工」，都有责任认识本公司使用之化学物质及其危害特性、以及预防之措施、泄漏处理之方法。

Our "Each staff" has the responsibility of understanding of the Company and its use of the hazardous properties of chemicals, as well as measures to prevent the leakage of the treatment method.
3、权责Authority
3.1厂区最高主管：代表本厂全权协调执行本危害通识程序。

3.2总务部：依照本厂之危害通识程序或计划执行、查核进度，并好计划管理措施、教育训练。

5、作业内容Content
5.1危害化学物质列表：

5.1.1建立「危害化学物质列表」，清楚地明了各类危害性化学物质使用于哪一个作业区域，用
以评估各作业区域之潜在危害性。

various types of harmful chemical substances, in which regional operations, to assess the potential
danger of regional operations.
5.1.2总务部应有厂内所使用之所有危害化学物质的列表，并随时更新。

5.1.3厂内化学品实际进料由采购部负责，贮存状况由使用单位负责管理；采购部应要求厂商于
物料入厂后，随货附〝物质安全数据表(MSDS)〞(外来文件)。

5.2环境危害评鉴：

5.3.物质安全数据表(MSDS) (外来文件)：

5.3.1各部门主管在评估购买新的化学物质前，应先向厂商取得三份合格的中、英文物质安全数
据表，并转交二份给总务部。

qualified vendors in the Chinese and English material safety data sheets, and referred to the two
applications to the General Department.
5.3.2物质安全数据表需包括法令所要求之内容，基本内容应至少包括：物品与厂商数据、成分
辨识数据、危害辨识数据、急救措施、灭火措施、泄漏处理方法、安全处置与储存方法、暴露预防措施、物理及化学性质、安定性及反应性、毒性物质、生态数据、废弃处置方法、运送数据、法规数据和其他数据。

Material safety data sheets required by the Act to include the contents, and the fundamental
content should include at least: goods and manufacturers, component identification, hazard
identification, first aid, fire fighting measures to deal with leakage, safe disposal and storage
methods, preventive measures exposure , the physical and chemical nature, stability and reactivity of toxic substances, ecological data, waste disposal, transportation information, regulations, and
other information.
5.3.3查询及更新：
Enquiries and update:
5.3.3.1查阅物质安全数据表过程中如遇有任何疑问，可询问各部门主管，或具化学品专业
知识人员，如仍有不清楚或有争议者可向化学物质供货商或代理商查询取得原厂信
息。

Access to material safety data sheets in the process such as the event of any doubt, asked
heads of departments, or chemical expertise, as there may be unclear or controversial
chemical substances to the supplier or agent for the Dialogue .
5.3.3.2总务部应复查物质安全数据表的正确性与完整性，如有任何需要时可咨询专家或环
保局等政府部门。

The General Department should review material safety data sheets for the accuracy and
completeness and, if necessary, may consult any experts or EPA, and other government
departments.
5.3.3.3物质安全数据表至少每三年更新一次。

经过适当的评估，采购最不具危害性或潜在
危害之化学物质，并尽量减少危害物资之用量。

5.4.容器、管路标示与工作安全警告：

5.4.1.1各项危害物质都有特别的危害特性，并有其特定的危害标示。

该标示应依政府单位
公告之分类分为：包括爆炸品、压缩气体和液化气体、易燃液体、易燃固体、自燃
物品和遇湿易燃物品、氧化剂和有机过氧化物、有毒品和腐蚀品等(危险化学品安全
管理条例)。

Various hazardous substances are of particular hazards, and its specific hazard marker.
The marking shall, in accordance with the Notice of Classification divided into units
include: explosives, compressed and liquefied gas, flammable liquids, flammable solids,
spontaneous event of wet items and flammable liquids, oxidizers and organic peroxides,
drugs and corruption materials (hazardous chemical safety management regulations).
5.4.1.2依危险化学品安全管理条例规定，盛装或使用危害物质的容器，设备及运输工具都
需有正确且明显之标示。

In dangerous chemical safety management regulations, costumes or use of hazardous
substances containers, equipment and means of transportation have to have a correct and
obvious marking.
5.4.2标示内容：需依照相关规定所要求，包括：

5.4.3标示范围及负责单位：
Designation of and responsible unit:
5.4.3.1各使用单位主管应负责确认单位内所有危害性化学物质都有适当标示。

The use of the units should be in charge of units responsible for the confirmation of all
chemical substances are harmful properly label.
5.4.3.2各单位「标示」之需求，可向总务部提出申请制作或请购。

Those units "marked" demand can be made to the General Department for the production
or requisitions.
5.5.危害物质须依其化学特性分类储存适当处所，并将标示牌挂于明显处。

Hazardous substances should be classified according to chemical characteristics appropriate storage

5.6.需标示容器与负责单位：Need labels on containers and responsible unit:
5.6.1标示规格：依设备或容器大小决定标示规格，视需要另定。

5.7.管理：Management:
5.7.1总务部应参考相关物质安全数据表(MSDS)，验证标示之正确性。

The General Department should refer to the material safety data sheet (MSDS), the certification
indication of accuracy.
5.7.2各化学品设备、管路、桶、槽及化学品之储存、运送、使用等负责人员需每年检视，确认
本工厂内标示符合最新资料。

当设备化学物品有异动时，则由相关负责单位主管随时通知总务部做更正。

Various chemical equipment, pipes, drums, shafts and the chemicals storage, transport, use of
officers subject to annual review, confirmed the factory marked with the latest information. When there are changes of chemical equipment, units from the relevant authority in charge of the
Department of General Services to do at any time notify the corrections.
5.7.3使用危害物未依相关规定作业处理，总务部应要求改善。

Against the use of the relevant provisions of operations in accordance with the General
Department should improve.
5.8.教育训练：有关本厂之关于危害物之教育训练，应参照「教育训练管理程序PRO-0001-ERAHR」办理。

5.9.其他：Others:
5.9.1使用危害物造成意外事故时，依『紧急应变管理程序』处理（应特别将物质特性可能造成
之危害告知处理人员）；若因而造成职灾事件，则依职灾事故调查办理。
