The family was the child's only school. The family was the only means to settle a dispute. Nowadays, the family is still the "world" in some cultures. But in many cultures, these 32 functions of the family have largely been 33 by other institutions, such as schools, churches, and governments. In the 34 ,families changed in other ways, some scientists believe that when people obtained food by hunting animals and gathering roots and plants, the family had to be small 35 move around, and when they settled down to 36 to obtain food, they found that they needed more 37 to do the work. Then the new family developed in some cultures. Now 38 to their children, people lived together with their parents and even grandparents.H ow are families changing today? The number of nuclear families (核心家庭)seems to be increasing everywhere in the world, while that of extended families is 39 . (2 points for each, altogether 30 points)Directions: There are three passages followed by questions. Beneath each question there are four choices respectively marked by letters A, B, C and D. Choose the right answer for each question. Write your answers on the answer sheet.Passage 1Intelligent young people want to go to university, and it is logical for a country to provide university places for them to ensure that there will be good-trained men and women to run the government and industry in the future. So in the 1960s the government set up a number of new universities in Britain to provide everyone with sufficient opportunity to study. But now something has gone wrong. There is still fierce competition to go to university to study arts and other subjects, but many places for scientists are not taken up.The new universities concentrated on science because it seemed practical. They developed new courses so as not to imitate traditional university education. Why have their calculations proved wrong? One reason is that a lot of young people can get enough qualifications to work in industry by going to technical school. They think university courses are too long and tootheoretical. But this does not explain why the majority of students still prefer arts subjects to science subjects.41.What is "logical" according to the first paragraph?_______.[A] Intelligent young people want to go to university.[B] The government should set up universities to train young people for the country.[C] People who run the country should be well-trained.[D] University is the place to train young men and women.42.What makes the new universities different from the traditional ones?_______.[A] There are more science subjects in them.[B] There are more arts students in them.[C] Their curriculum is more scientifically planned.[D] They are equipped with more modern facilities.43.What does "their calculations"(par.2)refer to ?_______.[A] Their plan to defeat the traditional university education.[B] Their calculations of how many students study science and how many students study arts.[C] Their thought that science is practical.[D] Their assumption that people are willing to study the practical science subjects in the university.44.Which of the following shows the advantage of technical schools over universities correctly?_______.[A] They have more qualified teachers.[B] They have more qualified courses.[C] The students can be qualified to work within a short time.[D] If the students get qualification in technical schools, they are more well-received by industry.45.Why does the majority of the students prefer to study arts in university?_______.[A] The reason is not clear.[B] The science courses in university are too theoretical.[C] Arts sound nobler than science.[D] The curriculum of science course is not well-arranged.Passage 2Most Europeans want small cars. Many Americans prefer large cars. As a result, European auto-makers produce a wide variety of economical, lightweight cars while American auto-makers tend to build bigger, heavier cars. The price of gasoline has much to do with this. Gasoline is expensive in Europe, so Europeans naturally prefer cars that will go a long way on a small amount of fuel.Other reasons also enter into the big or little car decision. Many Old World cities have very narrow, winding streets. In these cities a small car is more practical and easier to handle than alarge one. Some Americans like powerful engines in their cars. They enjoy having roomy cars that are comfortable for large families and long trips. They are prepared to pay higher operating costs to get these advantages.Other Americans, however, have learned to like small, nimble cars. Many visitors to Europe during and after WWⅡ discovered that small cars were fun to drive and easy to park in small spaces. They were delighted to learn how far small cars could go on a few gallons of gasoline. In the 1950s,many Americans began buying European cars. In 1953, for the first time, the United States imported more cars than it exported. The best seller among these imported cars was an odd-looking but dependable small car from Germany. Americans promptly nicknamed it "the bug".Today, American car buyers have a wide choice. There are big cars for people who want elbow room, comfort and power. And there are small cars, mostly imported but some American-made, for people who want easy parking and economical operation.46.Implied but not stated:_______.[A] All Americans buy European cars.[B] No one wants to drive a powerful car.[C] Small cars are not expensive to run.[D] Americans don't like roomy cars.47.What does the word "nimble" mean?_______.[A] cheap[B] beautiful[C] swift[D] foreign48.On the whole, the article tells about_______.[A] parking cars in America[B] the price of gasoline[C] the price of roomy cars[D] big cars and small cars49.Why do some people want to purchase big cars? _______.[A] They want to have elbow room, comfort and power.[B] It is easier to park big cars.[C] They need to make long-distance journey.[D] Big cars cost less than small cars.50.Which statement seems true according to the article?_______.[A] Americans are not accustomed to traveling in Europe.[B] People like to choose cars from many choices.[C] People like to buy European cars without any specific reason.[D] No one drives big cars in Old World cities.Passage 3The bath was invented before the bath plug. The bath plug couldnot have been invented before the bath, except as a small object with which to play ice hockey. The order in which inventions are made is very important, much more important than has ever been realized, because we tend automatically to think that later inventions are better than earlier ones. A moment's thought will show this is not so. If, for example, a solution to today's urban traffic problems was proposed in the shape of a small man-powered two-wheeled vehicle which would make the motor car look like a cumbersome (笨重的)over-powered device, a space rocket trying to tackle suburban problems, we would greet it as a great technological breakthrough. “bIcycle makes car obsolete!”We would cry. Unfortunately, the bike came first, so we shall always unconsciously see it as a cruder version of the car. Other things which may have been invented too early are the airship, the radio, the railway train, the cuff-link.Consider also the zipper. Zippers represent a technological advance on buttons, being faster and more complete. They are also more liable to come adrift, break, jam, stick and catch. Buttons can only go wrong if the thread is faulty. Even then, buttons can be mended by the user, Zips rarely can.51.If the bicycle were to be invented now, the car would appear_______.[A] unsuitable for its purpose[B] in advance of its time[C] unnecessarily expensive[D] too far for safety52.The railway train and the radio are examples of things which_______.[A] were not fully appreciated at the time of their invention[B] are more suitable for use now than when they were invented[C] are neglected in favor of more recent invention[D] are less suited to their purpose than earlier invention53.According to the author, buttons are preferable to zippers because they_______.[A] are more convenient[B] are more reliable[C] cost less to replace[D] are more complete54.What conclusion can be drawn from the article? _______.[A] Modern technology can't solve our problems.[B] Everything has two aspects, advantages and disadvantages.[C] We should change our usual way of thinking about inventions.[D] Technological innovations do not always mean more benefits55.What does the word "obsolete" mean?_______.[A] outdated[B] slow in movement[C] ridiculous[D] awkwardIV. (2 points for each, altogether 30 points) Directions:There are three passages followed by questions. Beneath each question there are four choices respectively marked by letters A, B, C and D. Choose the right answer for each question. Write your answers on the answer sheet.Passage 1Billy is 14 years old and in the ninth grade. He has a part-time job which gets him up every morning at 5 o'clock. He is a newspaper boy. Each morning,Billy leaves the house at 5:15 to go to the corner, where the newspapers are. The newspapers are delivered to the corner by truck at midnight. He always takes a wagon to carry them.In the winter, it is still dark when he gets up,but during the rest of the year it is light. Billy must deliver the newspapers to the houses of people on his route in all kinds of weather. He tries to put each paper on the porch(门廊)where it will be protected from wind and rain or snow. His customers think he does a good job. Sometimes they give him tips(小费).Billy earns about $ 70 per month, and he is saving some of the money to go to college. He spends the rest on records and clothes. Once a month,he has to collect money from his customers. Since many of them work during the day,Billy has to collect the money at night. Sometimes, when Billy is sick, his brother has to deliver the newspapers. Once,Billy's father had to help. Billy has seventy customers now,but he hopes to get more soon. Someday,if he gets more customers,Billy might win a prize for being an outstanding(突出的)newspaper boy. He wants to win a trip to Europe, but he will be happy if he wins a new bicycle.31. Keeping a part-time job tells us that Billy ______.[A] has to make a living by himself[B] can not get any support from his family[C] has to pay for his school tuition[D] is independent and self-confident32. He did his work ______.[A] perfectly well [B] twice a week[C] only for fun [D] to support his family33. To deliver newspapers means ______.[A] to post newspapers [B] to send newspapers[C] to sell newspapers[D] None of the above.34. One of the purposes of delivering newspapers is ______.[A] to get some money for college education[B] to have some tips[C] to have more customers[D] None of the above.35. The prize for an outstanding newspaper boy is ______.[A] a trip to Europe[B] a new bicycle[C] a tip[D] A or BPassage 2Friends or contemporaries(同龄人)are a great influence on the actions, thoughts, and words of young people. This influence, known as peer pressure,is quite common among children. Why are children so easily affected by what their peers do,think,or say? Most of us,children included, feel a strong need to be liked by others. We seek acceptance and friendship. In order to gain them,we act like our friends, and listen to their advice, whether or not it is helpful. Some of us even begin to think like our friends, sometimes at the expense of our own beliefs and values. An example that comes to mind is the young person who gets involved with drugs because his peer group is experimenting with them. Parents may try to exert pressure to keep him away from drugs, but frequently peer pressure is too great. This conflict between being your own person and,at the same time, responding to the pressures of a group remainsa problem for young people.36. The passage mainly talks about _____.[A] friendship[B] peer pressure[C] conflicts between young people and their parents[D] problems for young people37. In the third sentence of the second paragraph,"them" refers to _____.[A] children[B] strong needs to be liked by others[C] acceptance and friendship[D] our friends' advice38. "being your own person” in the last sentence most probably means _____.[A] acting according to your own beliefs and values[B] trying not to tell any lie[C] keeping yourself away from drugs[D] having enough self-confidence39. The second paragraph focuses on _____.[A] what peer pressure is[B] how young people start to take drugs[C] what parents should do for their children[D] why young people are easily influenced by their peers40. Who can influence us on the actions, thoughts? _____.[A] Teacher[B] Father[C] Mother[D] Friends and contemporariesPassage 3Background music may seem harmless, but it can have a powerful effect on those who hear it. Recorded background music first found its way into factories, shops and restaurants in the US. But it soon spread to other parts of the world. Now it is becoming increasingly difficult to go shopping or eat a meal without listening to music. To begin with,"muzak"(音乐广播网)was intended simply to create a soothing atmosphere. Recently, however,it's become big business - thanks in part to recent research. Dr. Ronald Milliman,an American marketing expert, has shown that music can boost(促进)sales or increase factory production by as much as a third. But,it has to be light music. A fast one has no effect at all on sales. Slow music can increase receipts by 38%. This is probably because shoppers slow down and have more opportunity to spot items they like to buy. Yet,slow music isn't always answer. found, for example, that in restaurants slow music meant customers took longer to eat their meals, which reduced overall sales. So restaurant owners might be well advised to play up-tempo music to keep the customers moving - unless of course, the resulting indigestion leads to complaints!41. The reason why background music is so popular is that ______.[A] it is harmless everywhere[B] it can boost sales in all places[C] it can help to create a soothing atmosphere[D] it can help to have more meals42. Background music means ______.[A] light music[B] slow music[C] fast music[D] the music you are listening to while you are doing something43. Restaurant owners complain about background music because ______.[A] it results in indigestion[B] it keeps customers moving[C] it increases their sales [D] it decreases their sales44. The word "up-tempo music"(para. 3 the last line but two) probably means ______.[A] slow music[B] light music[C] fast music[D] classical music45. According to this passage, we learned that ______[A] Dr. Milliman made background music.[B] background music spread to the world by Dr. Milliman.[C] Dr. Milliman found fast music meant customers took longer to eat.[D] background music can have a powerful effect on some people.IV. Translation. (2 points for each, altogether 10 points) Directions:There are five sentences followed by the translated versions in this section. Beneath each sentence there are four choices respectively marked by letters A, B, C and D. Choose the right translation for each sentence. Write your answers on the answer sheet.46.战争已经威胁了这些人们几十年,他们似乎已学会接受这一现实了。

But in her new book Join the Club,Tina Rosenberg contends that peer pressure can also be a positive force through what she calls the social cure, in which organizations and officials use the power of group dynamics to help individuals improve their lives and possibly the word.Rosenberg, the recipient of a Pulitzer Prize, offers a host of example of the social cure in action: In South Carolina, a state-sponsored antismoking program called Rage Against the Haze sets out to make cigarettes uncool. In South Africa, an HIV-prevention initiative known as LoveLife recruits young people to promote safe sex among their peers. The idea seems promising, and Rosenberg is a perceptive observer. Her critique of the lameness of many pubic-health campaigns is spot-on: they fail to mobilize peer pressure for healthy habits, and they demonstrate a seriously flawed understanding of psycho logy.” Dare to be different, please don’t smoke!” pleads one billboard campaign aimed at reducing smoking among teenagers-teenagers, who desire nothing more than fitting in. Rosenberg argues convincingly that public-health advocates ought to take a page from advertisers, so skilled at applying peer pressure. But on the general effectiveness of the social cure, Rosenberg is less persuasive. Join the Club is filled with too much irrelevant detail and not enough exploration of the social and biological factors that make peer pressure so powerful. The most glaring flaw of the social cure as it’s presented here is that it doesn’t work very well for very long. Rage Against the Haze failed once state funding was cut. Evidence that the LoveLife program produces lasting changes is limited and mixed. There’s no doubt that our peer groups exert enormous influence on our behavio r. An emerging body of research shows that positive health habits-as well as negative ones-spread through networks of friends via social communication. This is a subtle form of peer pressure: we unconsciously imitate the behavior we see every day.Far less certain, however, is how successfully experts and bureaucrats can select our peer groups and steer their activities in virtuous directions. It’s like the teacher who breaks up the troublemakers in the back row by pairing them with better-behaved classmat es. The tactic never really works. And that’s the problem with a social cure engineered from the outside: in the real world, as in school, we insist on choosing our own friends.11. According to the first paragraph, peer pressure often emerges as[A] a supplement to the social cure[B] a stimulus to group dynamics[C] an obstacle to school progress[D] a cause of undesirable behaviors12. Rosenberg holds that public advocates should[A] recruit professional advertisers[B] learn from advertisers’ experien ce[C] stay away from commercial advertisers[D] recognize the limitations of advertisements13. In the author’s view, Rosenberg’s book fails to[A] adequately probe social and biological factors[B] effectively evade the flaws of the social cure[C] illustrate the functions of state funding[D]produce a long-lasting social effect14. Paragraph 5shows that our imitation of behaviors[A] is harmful to our networks of friends[B] will mislead behavioral studies[C] occurs without our realizing it[D] can produce negative health habits15. The author suggests in the last paragraph that the effect of peer pressure is[A] harmful[B] desirable[C] profound[D] questionableText 2A deal is a deal-except, apparently ,when Entergy is involved. The company, a major energy supplier in New England, provoked justified outrage in Vermont last week when it announced it was reneging on a longstanding commitment to abide by the strict nuclear regulations.Instead, the company has done precisely what it had long promised it would not challenge the constitutionality of Vermont’s rules in the federal court, as part of a desperate effort to keep its Vermont Yankee nuclear power plant running. It’s a stunning move. The conflict has been surfacing since 2002, when the corporation bought Vermont’s only nuclear power plant, an aging reactor in Vernon. As a condition of receiving state approval for the sale, the company agreed to seek permission from state regulators to operate past 2012. In 2006, the state went a step further, requiring that any extension of the plant’s license be subject to Vermont legislature’s approval. Then, too, the company went along.Either Entergy never really intended to live by those commitments, or it simply didn’t foresee what would happen nex t. A string of accidents, including the partial collapse of a cooling tower in 207 and the discovery of an underground pipe system leakage, raised serious questions about both Vermont Yankee’s safety and Entergy’s management–especially after the company made misleading statements about the pipe.Enraged by Entergy’s behavior, the Vermont Senate voted 26 to 4 last year against allowing an extension. Now the company is suddenly claiming that the 2002 agreement is invalid because of the 2006 legislation, and that only the federal government has regulatory power over nuclear issues. The legal issues in the case are obscure: whereas the Supreme Court has ruled that states do have some regulatory authority over nuclear power, legal scholars say that Vermont case will offer a precedent-setting test of how far those powers extend. Certainly, there are valid concerns about the patchwork regulations that could result if every state sets its own rules. But had Entergy kept its word, that debate would be beside the point. The company seems to have concluded that its reputation in Vermont is already so damaged that it has noting left to lose by going to war with the state. But there should be consequences. Permission to run a nuclear plant is a poblic trust. Entergy runs 11 other reactors in the United States, including Pilgrim Nuclear station in Plymouth. Pledging to run Pilgrim safely, the company has applied for federal permission to keep it open for another 20 years. But as the Nuclear Regulatory Commission (NRC) rev iews the company’s application, it should keep it mind what promises from Entergy are worth.16. The phrase “reneging on”(Line 3.para.1) is closest in meaning to[A] condemning.[B] reaffirming.[C] dishonoring.[D] securing.17. By entering into the 2002 agreement, Entergy intended to[A] obtain protection from Vermont regulators.[B] seek favor from the federal legislature.[C] acquire an extension of its business license .[D] get permission to purchase a power plant.18. According to Paragraph 4, Entergy seems to have problems with its[A] managerial practices.[B] technical innovativeness.[C] financial goals.[D] business vision19. In the author’s view, the Vermont case will test[A] Entergy’s capacity to fulfill all its promises.[B] the mature o f states’ patchwork regulations.[C] the federal authority over nuclear issues .[D] the limits of states’ power over nuclear issues.20. It can be inferred from the last paragraph that[A] Entergy’s business elsewhere might be affected.[B] the authority of the NRC will be defied.[C] Entergy will withdraw its Plymouth application.[D] Vermont’s reputation might be damaged.Text 3In the idealized version of how science is done, facts about the world are waiting to be observed and collected by objective researchers who use the scientific method to carry out their work. But in the everyday practice of science, discovery frequently follows an ambiguous and complicated route. We aim to be objective, but we cannot escape the context of our unique life experience. Prior knowledge and interest influence what we experience, what we think our experiences mean, and the subsequent actions we take. Opportunities for misinterpretation, error, andself-deception abound.Consequently, discovery claims should be thought of as protoscience. Similar to newly staked mining claims, they are full of potential. But it takes collective scrutiny and acceptance to transform a discovery claim into a mature discovery. This is the credibility process, through which the individual r esearcher’s me, here, now becomes the community’s anyone, anywhere, anytime. Objective knowledge is the goal, not the starting point.Once a discovery claim becomes public, the discoverer receives intellectual credit. But, unlike with mining claims, the community takes control of what happens next. Within the complex social structure of the scientific community, researchers make discoveries; editors and reviewers act as gatekeepers by controlling the publication process; other scientists use the new finding to suit their own purposes; and finally, the public (including other scientists) receives the new discovery and possibly accompanying technology. As a discovery claim works it through the community, the interaction and confrontation between shared and competing beliefs about the science and the technology involved transforms an individual’s discovery claim into the community’s credible discovery. Two paradoxes exist throughout this credibility process. First, scientific work tends to focus on some aspect of prevailing Knowledge that is viewed as incomplete or incorrect. Little reward accompanies duplication and confirmation of what is already known and believed. The goal is new-search, not re-search. Not surprisingly, newly published discovery claims and credible discoveries that appear to be important and convincing will always be open to challenge and potential modification or refutation by future researchers. Second, novelty itself frequently provokes disbelief. Nobel Laureate and physiologist Albert Azent-Gyorgyi once described discovery as “seeing what everybody has seen and thinking what nobody has thought.” But thinking what nobody else has thought and telling others what they have missedmay not change their views. Sometimes years are required for truly novel discovery claims to be accepted and appreciated. In the end, credibility “happens” to a discovery claim – a process that corresponds to what philosopher Annette Baier has described as the commons of the mind. “We reason together, challenge, revise, and complete each other’s reasoning and each other’s conceptions of reason.”21. According to the first paragraph, the process of discovery is characterized by its[A] uncertainty and complexity.[B] misconception and deceptiveness.[C] logicality and objectivity.[D] systematicness and regularity.22. It can be inferred from Paragraph 2 that credibility process requires[A] strict inspection.[B]shared efforts.[C] individual wisdom.[D]persistent innovation.23.Paragraph 3 shows that a discovery claim becomes credible after it[A] has attracted the attention of the general public.[B]has been examined by the scientific community.[C] has received recognition from editors and reviewers.[D]has been frequently quoted by peer scientists.24. Albert Szent-Györgyi would most likely agree that[A] scientific claims will survive challenges.[B]discoveries today inspire future research.[C] efforts to make discoveries are justified.[D]scientific work calls for a critical mind.25.Which of the following would be the best title of the test?[A] Novelty as an Engine of Scientific Development.[B]Collective Scrutiny in Scientific Discovery.[C] Evolution of Credibility in Doing Science.[D]Challenge to Credibility at the Gate to Science.Text 4If the trade unionist Jimmy Hoffa were alive today, he would probably represent civil servant. When Hoffa’s Teamsters were in their prime in 1960, only one in ten American government workers belonged to a union; now 36% do. In 2009 the number of unionists in America’s public sector passed that of their fellow members in the private sector. In Britain, more than half of public-sector workers but only about 15% of private-sector ones are unionized. There are three reasons for the public-sector unions’ thriving. First, they can shut things down without suffering much in the way of consequences. Second, they are mostly bright and well-educated. A quarter of America’s public-sector workers have a university degree. Third, they now dominate left-of-centre politics. Some of their ties go back a long way. Britain’s Labor Party, as its name implies, has long been associated with trade unionism. Its current leader, Ed Miliband, owes his position to votes from public-sector unions. At the state level their influence can be even more fearsome. Mark Baldassare of the Public Policy Institute of California points out that much of the state’s budget is patrolled by unions. The teachers’ unions keep an eye on schools, the CCPOA onprisons and a variety of labor groups on health care.In many rich countries average wages in the state sector are higher than in the private one. But the real gains come in benefits and work practices. Politicians have repeatedly “backloaded” public-sector pay deals, keeping the pay increases modest but adding to holidays and especially pensions that are already generous.Reform has been vigorously opposed, perhaps most egregiously in education, where charter schools, academies and merit pay all faced drawn-out battles. Even though there is plenty of evidence that the quality of the teachers is the most important variable, teachers’ unions have fought against getting rid of bad ones and promoting good ones.As the cost to everyone else has become clearer, politicians have begun to clamp down. In Wisconsin the unions have rallied thousands of supporters against Scott Walker, the hardline Republican governor. But many within the public sector suffer under the current system, too.John Donahue at Harvard’s Kennedy School points out that the norms of culture in Western civil services suit those who want to stay put but is bad for high achievers. The only American public-sector workers who earn well above $250,000 a year are university sports coaches and the president of the United States. Bankers’ fat pay packets have attracted much criticism, but a public-sector system that does not reward high achievers may be a much bigger problem for America.26. It can be learned from the first paragraph that[A] Teamsters still have a large body of members.[B] Jimmy Hoffa used to work as a civil servant.[C] unions have enlarged their public-sector membership.[D]the government has improved its relationship with unionists.27. Which of the following is true of Paragraph 2?[A] Public-sector unions are prudent in taking actions.[B] Education is required for public-sector union membership.[C] Labor Party has long been fighting against public-sector unions.[D]Public-sector unions seldom get in trouble for their actions.28. It can be learned from Paragraph 4 that the income in the state sector is[A] illegally secured.[B] indirectly augmented.[C] excessively increased.[D]fairly adjusted.29. The example of the unions in Wisconsin shows that unions[A]often run against the current political system.[B]can change pe ople’s political attitudes.[C]may be a barrier to public-sector reforms.[D]are dominant in the government.30. John Donahue’s attitude towards the public-sector system is one of[A]disapproval.[B]appreciation.[C]tolerance.[D]indifference.一.(1)汉译英翻译1.学问是个什么东西?学问是从兴趣中滋长出来的一种认知,是以兴趣为营养慢慢培养出来的一种认知和感悟。

The origins of the Gypsies, with little written history, were shrouded in mystery. What is known now from clues in the various dialects of their language, Romany, is that they came from northern India to the Middle East a thousand years ago, working as minstrels and mercenaries, metal-smiths and servants. Europeans misnamed them Egyptians, soon shortened to Gypsies. A clan system, based mostly on their traditional crafts and geography, has made them a deeply fragmented and fractious people, only really unifying in the face of enmity from nonGypsies, whom they call gadje. Today many Gypsy activists prefer to be called Roma, which comes from the Romany word for "man". But on my travels among them most still referred to themselves as Gypsies. In Europe their persecution by the gadje began quickly, with the church seeing heresy in their fortune-telling and the stale seeing anti-social behaviour in their nomadism. At various times they have been forbidden to wear their distinctive bright clothes, to speak their own language, to travel, to marry one another, or to ply their traditional crafts. In some countries they were reduced to slavery it wasn' t until the mid-1800s that Gypsy slaves were freed in Romania. In more recent times the Gypsies were caught up in Nazi ethnic hysteria, and perhaps half a million perished in the Holocaust. Their horses have been shot and the wheels removed from their wagons, their names have been changed, their women have been sterilized, and their children have been forcibly given for adoption to non-Gypsy families. But the Gypsies have confounded predictions of their disappearance as a distinct ethnic group and their numbers have burgeoned. Today there are an estimated 8 to12 million Gypsies scattered across Europe, making them the continent' s largest minority. The exact number is hard to pin down. Gypsies have regularly been undercounted, both by regimes anxious to downplay their profile and by Gypsies themselves, seeking to avoid bureaucracies. Attempting to remedy past inequities, activist groups may overcount. Hundreds of thousands more have emigrated to the Americas and elsewhere. With very few exceptions Gypsies have expressed no great desire for a country to call their own -unlike the Jews, to whom the Gypsy experience is often compared. "Romanestan" said Ronald Lee, the Canadian Gypsy writer, "is where my two feet stand." (403)16. Gypsies are united only when they____.A. are engaged in traditional craftsB. call themselves RomaC. live under a clan systemD. face external threats17. According to the passage, the main difference between the Gypsies and the Jewslies in their concepts of____.A. languageB. cultureC. identityD. custom[TEXT B ]I was just a boy when my father brought me to Harlem for the first time, almost50 years ago. We stayed at the Hotel Theresa, a grand brick structure at 125th Street and Seventh Avenue. Once, in the hotel restaurant, my father pointed out Joe Louis. He even got Mr. Brown, the hotel manager, to introduce me to him, a bit paunchy but still the champ as far as I was concerned,Much has changed since then. Business and real estate are booming. Some say a new renaissance is under way. Others decry what they see as outside forces running roughshod over the old Harlem.New York meant Harlem to me, and as a young man I visited it whenever I could. But many of my old haunts are gone. The Theresa shut down in 1966. National chains that once ignored Harlem now anticipate yuppie money and want pieces of this prime Manhattan real estate. So here I am on a hot August afternoon, sitting in a Starbucks that two years ago opened a block away from the Theresa, snatching at memories between sips of high-priced coffee. I am about to open up a piece of the old Harlem— the New York Amsterdam News—when a tourist asking directions to Sylvia' s, a prominent Harlem restaurant, penetrates my daydreaming. He' s carrying a book: Touring Historic Harlem.History. I miss Mr. Michaux' s bookstore, his House of Common Sense, which was across from the Theresa. He had a big billboard out front with brown and black faces painted on it that said in large letters: "World History Book Outlet on 2,000,000,000 Africans and Nonwhite Peoples." An ugly state office building has swallowed that space.I miss speaker like Carlos Cooks, who was always on the southwest comer of 125th and Seventh, urging listeners to support Africa. Harlem' s powerful politicalelectricity seems unplugged—although the sweets are still energized, especially by West African immigrants.Hardworking southern newcomers formed the bulk of the community back in the 1920s and 1930s, when Harlem renaissance artists, writers, and intellectuals gave it a glitter and renown that made it the capital of black America. From Harlem, W.E.B. DuBois, Langston Hughes, Paul Robeson, Zora Neal Hurston, and others helped power America' s cultural influence around the world.By the 1970s and 1980s drugs and crime had ravaged parts of the community. And the life expectancy for men in Harlem was less than that of men in Bangladesh. Harlem had become a symbol of the dangers of inner-city life. Now, you want to shout "Lookin' good'." at this place that has been neglected for so long. Crowds push into Harlem USA, a new shopping centre on 125th, where a Disney store shares space with HMV Records, the New York Sports Club. and a nine screen Magic lohnson theatre complex. Nearby, a Rite Aid drugstore also opened. Maybe part of the reason Harlem seems to be undergoing a rebirth is that it is finally getting what most people take for granted.Harlem is also part of an "empowerment zone"—a federal designation aimed at fostering economic growth that will bring over half a billion in federal, state, and local dollars. Just the shells of once elegant old brownstones now can cost several hundred thousand dollars. Rents are skyrocketing. An improved economy, tougher law enforcement, and community efforts against drugs have contributed to a 60 percent drop in crime since 1993. (574)19. At the beginning the author seems to indicate that Harlem.A. has remained unchanged all these yearsB. has undergone drastic changesC. has become the capital of Black AmericaD. has remained a symbol of dangers of inner-city life20. McDeere, at least not on paper. He had the brains, the ambition, the good looks. And he was hungry; with his background. he had to be. He was married, and that was mandatory. The firm had neverhired an unmarried lawyer, and it frowned heavily on divorce, as well as womanizing and drinking. Drug testing was in the contract. He had a degree in accounting, passed the CPA exam the first time he took it and wanted to be a tax lawyer, which of course was a requirement with a tax firm, He was white, and the firm had never hired a black. They managed this by being secretive and clubbish and never soliciting job applications. Other firms solicited, and hired blacks. This firm recruited, and remained lily white. Plus, the firm was in Memphis, and the top blacks wanted New York or Washington or Chicago. McDeere was a male, and there were no women in the firm. That mistake had been made in the mid-seventies when they recruited the number one grad from Harvard, who happened to be a she and a wizard at taxation. She lasted four turbulent years and was killed in a car wreck. He looked good, on paper. He was their top choice. In fact, for this year there were no other prospects. The list was very short, [t was McDeere, or no one.The managing partner, Royce McKnight, studied a dossier labeled "Mitchell Y. McDeere-Harvard." An inch thick with small print and a few photographs; it had been prepared by some ex-CIA agents in a private intelligence outfit in Bethesda. They were clients of the firm and each year did the investigating for no fee. It was easy work, they said, checking out unsuspecting law students. They learned, for instance, that he preferred to leave the Northeast, that he was holding three job offers, two in New York and one in Chicago, and that the highest offer was $76,000 and the lowest was $68,000. He was in demand. He had been given the opportunity to cheat on a securities exam during his second year. He declined, and made the highest grade in the class. Two months ago he had been offered cocaine at a law school party. He said no and left when everyone began snorting. He drank an occasional beer, but drinking was expensive and he had no money. He owed close to $23,000 in student loans. He was hungry.Royce McKnight flipped through the dossier and smiled. McDeere was their man. Lamar Quin was thirty-two and not yet a partner. He had been brought along to look young and act young and project a youthful image for Bendini, Lambert & Locke, which in fact was a young firm, since most of the partners retired in their late forties orearly fifties with money to bum. He would make partner in this firm. With a six-figure income guaranteed for the rest of his life, Lamar could enjoy the twelve-hundred dollar tailored suits that hung so comfortably from his tall, athletic frame. He strolled nonchalantly across the thousand-dollar-a-day suite and poured another cup of decaf. He checked his watch. He glanced at the two partners sitting at the small conference table near the windows.Precisely at two-thirty someone knocked on the door. Lamar looked at the parmers, who slid the resume and dossier into an open briefcase. All three reached for their jackets. Immar buttoned his top button and opened the door. (599)23. We get the impression from the passage that in job recruitment the firm was NOTA. selectiveB. secretiveC. perfunctoryD. racially biased [ TEXT D]Harry Truman didn' t think his successor had the right training to be president. "Poor Ike—it won't be a bit like the Army," he said. "He' 11 sit there all day saying 'do this, do that,' and nothing will happen." Truman was wrong about Ike. Dwight Elsenhower had led a fractious alliance—you didn' t tell Winston Churchill what to do—in a massive, chaotic war. He was used to politics. But Truman's insight could well be applied to another, even more venerated Washington figure: the CEO-mined cabinet secretary,A 20-vear bull market has convinced us all that CEOs are geniuses, so watch with astonishment the troubles of Donald Rumsfeld and Paul 0' Neill. Here are two highly regarded businessmen, obviously intelligent and well-informed, foundering in their Jobs.Actually, we shouldn' t be surprised. Rumsfeld and 0' Neill are not doing badly despite having been successful CEOs but because of it. The record of senior businessmen in government is one of almost unrelieved disappointment. In fact, with the exception of Robert Rubin, it is difficult to think of a CEO who had a successful career in government. Why is this? Well, first the CEO has to recognize that he is no longer the CEO. He is at best an adviser to the CEO, the president. But even the president is not really the CEO. No one is. Power in a corporation is concentrated and vertically structured. Power in Washington is diffuse and horizontally spread out. The secretary might think he's in charge of his agency. But the chairman of the congressional committee funding that agency feels the same. In his famous study "Presidential Power and the Modem Presidents," Richard Neustadt explains how little power the president actually has and concludes that the only lasting presidential power is "the power to persuade."Take Rumsfeld's attempt to transform the cold-war military into one geared for the future. It's innovative but deeply threatening to almost everyone in Washington. The Defense secretary did not try to sell it to the Joint Chiefs of Staff, Congress, the budget office or the White House. As a result, the idea is collapsing.Second, what power you have, you must use carefully. For example, 0' Neill' s position as Treasury secretary is one with little formal authority. Unlike Financeministers around the world. Treasury does not control the budget. But it has symbolic power. The secretary is seen as the chief economic spokesman for the administration and, if he plays it right, the chief economic adviser for the president.0' Neill has been publicly critical of the IMF' s bailout packages for developing countries while at the same time approving such packages for Turkey, Argentina and Brazil. As a result, he has gotten the worst of both worlds. The bailouts continue, but their effect in bolstering investor confidence is limited because the markets are rattled by his skepticism.Perhaps the government doesn' t do bailouts well. But that leads to a third role: you can' tjust quit. Jack Welch' s famous law for re-engineering General Electric was to be first or second in any given product category, or else get out of that business. But if the government isn' t doing a particular job at peak level, it doesn't always have the option of relieving itself of that function. The Pentagon probably wastes a lot of money. But it can't get out of the national-security business. The key to former Treasury secretary Rubin' s success may have been that he fully understood that business and government are, in his words, "necessarily and properly very different." In a recent speech he explained, "Business functions around one predominate organizing principle, profitability ... Government, on Ae other hand, deals with a vast number of equally legitimate and often potentially competing objectives—for example, energy production versus environmental protection, or safety regulations versus productivity."Rubin' s example shows that talented people can do well in government if they are willing to treat it as its own separate, serious endeavour. But having been bathed in a culture of adoration and flattery, it' s difficult for a CEO to believe he needs to listen and learn, particularly from those despised and poorly paid specimens, politicians, bureaucrats and the media. And even if he knows it intellectually, he just can't live with it. (719)27. For a CEO to be successful in government, he has to ____.A. regard the president as the CEOB. take absolute control of his departmentC. exercise more power than the congressional committeeD. become acquainted with its power structure28. In commenting on 0' Neill' s record as Treasury Secretary, the passage seemsto indicate that ____.A. O' Neill has failed to use his power wellB. O' Neill' s policies were well receivedC. O' Neill has been consistent in his policiesD. O' Neill is uncertain about the package he's approved29. According to the passage, the differences between government and business liein the following areas EXCEPT ____.A. nature of activityB. option of withdrawalC. legitimacy of activityD. power distribution30. The author seems to suggest that CEO-tumed government officials ____.A. are able to fit into their new rolesB. are unlikely :o adart to their new rolesC. can respond to new situations intelligentlyD. may feel uncertain in their new posts2004 (2228 words)Farmers in the developing world hate price fluctuations. It makes it hard to plan ahead. But most of them have little choice: they sell at the price the market sets. Fanners in Europe, the U.S. and Japan are luckier: they receive massive government subsidies in the form of guaranteed prices or direct handouts. Last month U.S. President Bush signed a new farm bill that gives American farmers $190 billion over the next 10 years, or $83 billion more than they had been scheduled to get, and pushes U.S. agricultural support close to crazy European levels. Bush said the step was necessary to "promote farmer independence and preserve the farm way of life for generations". It is also designed to help the Republican Party win control of the Senate in November's midterm elections. Agricultural production in most poor countries accounts for up to 50% of GDP, compared to only 3% in rich countries. But most farmers in poor countries grow just enough for themselves and their families. Those who try exporting to the West find their goods whacked with huge tariffs or competing against cheaper subsidized goods. In 1999 the United Nations Conference on Trade and Development concluded that for each dollar developing countries receive in aidthey lose up to $14 Just because of trade barriers imposed on the export of their manufactured goods. It's not as if the developing world wants any favours, says Gerald Ssendwula, Uganda's Minister of Finance. "What we want is for the rich countries to let us compete." Agriculture is one of the few areas in which the Third World can compete. Land and labour are cheap, and as farming methods develop, new technologies should improve output. This is no pie-in-the-sky speculation. The biggest success in Kenya's economy over the past decade has been the boom in exports of cut flowers and vegetables to Europe. But that may all change in 2008, when Kenya will be slightly too rich to qualify for the "least developed country" status that allows African producers to avoid paying stiff European import duties on selected agricultural products. With trade barriers in place, the horticulture industry in Kenya will shrivel as quickly as a discarded rose. And while agriculture exports remain the great hope for poor countries, reducing trade barriers in other sectors also works: Americas African Growth and Opportunity Act, which cuts duties on exports of everything from handicrafts to shoes, has proved a boon to Africa's manufacturers. The lesson: the Third World can prosper if the rich world gives it a fair go.This is what makes Bush's decision to increase farm subsidies last month all the more depressing. Poor countries have long suspected that the rich world urges trade liberalization only so it can wangle its way into new markets. Such suspicions caused the Seattle trade talks to break down three years ago. But last November members of the World Trade Organization, meeting in Doha, Qatar, finally agreed toa new round of talks designed to open up global trade in agriculture and textiles. Rich countries assured poor countries, that their concerns were finally being addressed. Bush' s handout last month makes a lie of America's commitment to those talks and his personal devotion to free trade. (540)Section 3 Translations.(1) 英译汉The thirty-second day out of Bombay began inauspiciously. In the morning a sea smashed one of the galley doors. We dashed in through lots of steam and found the cook very wet and indignant with the ship: "She's getting worse every day. She's trying to drown me in front of my own stove!" He was very angry. We pacified him, and the carpenter, though washed away twice from there, managed to repair the door. Through that accident our dinner was not ready till late, but it didn't matter in the end because Knowles, who went to fetch it, got knocked down by a sea and the dinner went over the side. The ship's captain, looking more hard and thin-lipped than ever, would not notice that the ship, asked to do too much, appeared to lose heart altogether for the first time since we knew her.(2)汉译英三峡年夜坝的建造是举世瞩目的最伟年夜的成就之一。
