两个小时过去了,车辆依旧没能向前移动。

司机开始不安起来,那个四十多岁、黑瘦的中年男人熄灭了发动机,下车走到前方向司机们打听消息。

(《中国青年报》12月22日)“公共焦虑”并没有出现在2011年的年度热词和年度汉字里,但其中无论哪一个字词,其实都渗透着民众深深的焦虑,“公共焦虑”已成为2011年中国社会繁复图景的浓浓底色。

那么,我们到底为何如此焦虑?一者,现实生活中确实可能存在公众情绪相互感染、相互激发的情况,经由互联网的强大动员,一旦发生一起公共事件,则整个社会的关注立刻聚集起来,蔚成声势。

正因为网络的高度互动,媒体的强力介入,才使得以往处于蛰伏状态的“公共焦虑”发散开来,并成为政府和社会共同关注的焦点。

而公众相互之间的情绪传递,使得一些价值迅速凸显、一些意见迅速传播,当然,与之相关的社会共识也在一点点逐渐形成。

再者,“公共焦虑”如此深广、频繁,也折射出时下公共决策的某些迟滞、含混和霸蛮。

大凡能进入“公共焦虑”视野的,往往都是事关公共利益的话题、事件。

社会公众对此表现出一点关心,希望多一些参与,甚至期待有自己的一份表达,这些都在情理之中。

这样的参与关乎个人利益、内心安宁,更体现了现代社会最为稀缺也最该珍视的公民精神。

负责主持这些公共事务的政府、社会组织等,理应以包容、宽容、开放的心态直面公众,持平行事,而不是习惯于权力宣示、封闭运行、暗箱操作等。

以PM2.5监测为例,公众明明已体验和感受到空气污浊,可一些城市的管理者还在那里大唱高调,甚至说什么“雾天不等于污染天”、“现在与以前比有进步”,这样的回应效果可想而知。

日前,国家环保部环境监测司副司长朱建平接受采访时披露:“个别地方一些主政者,不是把精力放在改善环境质量上,而是放在改善环境数据上。

”(《京华时报》12月22日)官员一旦热衷于改善“数据”而非“质量”,民意又如何不焦虑?还是2010年,一个“被”字风行一时,进入2011年,在各方力量推动下,特别是中央提出了社会管理创新的新思路之后,民意“被代表”的情形正在改观,公权力也开始习惯了被质询乃至主动开放。

公共决策的核心正在于公共参与,而其生命力、公信力,也来自最广泛的公共参与。

而开放一旦起步,民意肯定会要求更大的开放。

政府不断释放善意,民众的“公共焦虑”才一点点消解。

眼下,国家环保部公布PM2.5监测发布时间表,称明年直辖市和省会城市都要开展PM2.5和臭氧监测,这正是政府对于民意焦虑的积极回应。

可见,政府包括一些社会组织,都应找到行为的边界,而公众的利益诉求,也在这样的边界中逐渐清晰。

正如有专家所指出的,在公共事务领域,政府部门应将信息发布模式从自上而下的“决定-宣布”模式,转化为多渠道、多层次的“反馈-协商”模式。

如此,方才有可能真正化解“公共焦虑”。

要之,不是我们总喜欢焦虑,也不是我们总喜欢传递焦虑,而是政府在公共决策的过程中应积极回应民众的公共焦虑。

唯有如此,公民离幸福才可能更近一点。

农民工“裸体讨薪”,让谁蒙羞?年关将近,又到农民工讨薪季节。

一张农民工在深圳繁华闹市“裸体讨薪”的照片近日在网上广为流传。

记者调查发现,一边是企业利用农民工的弱势地位,制造一笔笔“糊涂账”;另一边,在法律证据上处于不利地位的农民工,维权无门。

记者辗转找到了“裸体讨薪”的主角、河南籍的韩文德。

他表示,自己和13名老乡去年底参与深圳圳通公司的红岭大厦外墙翻新工程,今年8月完工后没拿到应得的工资,希望这样的方式能引起有关方面的重视。

(12月2日北京晨报)“裸体讨薪”,说明某些农民工面对欠薪只能“剑走偏锋”,以非常规手段,借助社会关注、舆论压力来增加自己的维权筹码。

这在某种程度上讲,也是不得已而为之呀!河南籍的农民工韩文德,以“裸体讨薪”的方式出现,说穿了是一种行为艺术。

其实,像他这样的例子并不孤立,如农民工在黄河边祭河神;农民工在街头招“新闻发言人”;农民工摆出一个“心”形,称民心工程让他们“心碎”了等等。

是什么令一些农民工沦为“权益乞讨者”?固然跟法律执行的软弱、社会潜规则环境有利于强者等因素有关,造成一些农民工在很多合法权益上难以获得保障,变成“被动乞讨”,甚至拿生命健康、知法犯法为代价以获取权益的维护。

但更不容忽视的是,用人一方违法成本太过低廉,是一个极其至关重要的因素。

“在现行的法律框架下,欠薪者不仅不会受到惩罚,甚至还会因欠薪受益。

”中国劳动关系学院劳动法教研室主任王向前一语道破。

维权门槛过高,让许多农民工只能选择忍气吞声,或者选择法律手段之外的极端手段。

据中华全国总工会不完全统计,全国进城务工的农民工被拖欠的工资约有1000亿元,而为索回这1000亿元欠薪,整个社会需要付出至少3000亿元的成本。

如此劳资纠纷,严重侵犯了农民工的合法权益,严重妨碍了社会的和谐。

有关部门一定要坚决纠正用人单位侵害农民工合法权益的行为,对严重违反劳动法律法规的典型案件,坚持一抓到底,决不姑息迁就,采取曝光、诉讼等措施,震慑违法行为。

同时,大力加强劳动争议预防预警工作,对尚未激化的劳动争议,及时介入,促使双方协商解决,防止矛盾升级。

对农民工“裸体讨薪”的做法,我们不能抱着姑妄看之或听之的心态。

农民工遭遇欠薪,不仅未能杜绝,而且在某些地方还相当严重,当引起全社会的高度重视。

我们真的不希望农民工用“行为艺术”讨薪呀,因为这毕竟会让公权蒙羞,让工会组织蒙羞!(钱桂林)尊重民意·尊重生意·尊重便意上周日读报,看到本市一家报纸报道这天是“世界公厕日”,记者从市市容委获悉,未来五年,本市将全面提高现有城市公厕环境水平,并有望引进短信提示公厕位置的服务。

让市民或者游客到任何一个地方,都能收到短信提示周边公厕的具体方位,像西单、故宫、颐和园这样的旅游景点和人流聚集区,市民和游客都能收到公厕位置的提示短信。

尽管这篇报道没有提到与政府部门联手搞短信提示公厕位置的电信运营商是哪一家,我却估计是中国联通。

果不其然,本周一又有几家媒体报道这一消息时,一家媒体特别提到是与联通等公司合作。

我前些日子,专门谈过联通联手政府部门准备搞道路传感器的事情。

由此,我判断这一回也十有八九是联通在搞公厕提示短信。

电信运营商要不断开发手机业务,大念生意经,无外乎两个方向:一个方向是学乔布斯,开发用户个人需求,由用户根据个人付费购买,一个方向是与政府部门联手,由公共财政向企业支付部分费用,为社会公众提供信息服务。

前一个方向运作起来,难度较大,挣钱不容易。

后一个方向则相对容易得多,如何容易这里就不细说了。

生意就是无中生有之意,做生意就是把自己要赚钱的念头变为现实的过程。

联通这一次的生意非常值得尊重,因为他们的出发点和落脚点都完全与政府部门解决群众最关心、最急迫、最有需求的工作目标一致。

如厕是一个世界性问题。

否则,就不会有“世界厕所日”。

据从日本考察归来的人士介绍,别看日本男人平日里西服革履、道貌岸然,晚上从酒吧出来,经常在路边随意方便。

最后要谈一点尊重便意。

我记得中国最不尊重便意的古人,大概是三国时“竹林七贤”之一的嵇康,他在《与山巨源绝交书》中自称:“每常小便而忍不起,令胞中略转乃起尔。

”意思是说“小便常常忍到使膀胱发胀得几乎要转动,才起身去便”。

现在不尊重便意的人,各行各业都有,尤以喜开大会、长会的领导们居多。

结果,时间长了,造成许多个人“有关部门”出现种种严重病症,不可不“高度重视”。

也说浮躁几乎每个人都觉得现在的中国人很浮躁,在大城市,就更加明显,每个人都急匆匆的,每个人都在着急,每个人都坐不下来。

但是,我们什么时候不浮躁呢?以前的浮躁,叫浮夸,而且经常成风,等于是把内心那点焦虑渴望,直截了当吹了出来。

其实,自打中国的大门,被西方人打破闯进来之后,中国人就开始浮躁了。

一向自信满满的国人,突然发现,天地之间冒出来一群金发碧眼的洋人,比我们还牛。

我们这些天下中心、文明最早也优越的神明贵胄,居然被人视为落后的野蛮人。

要说不服,还没什么办法,就是打不过人家。

人家的东西,从打仗的兵器,到吃穿住行的一切,就是比咱的强。

这个反差太大,太突然,让人无论如何接受不了。

所以,从那时起,识时务的中国人,就开始向西方学习。

学习的目的,是要迎头赶上,而且超过他们。

心高气傲的中国人,打一开始,就打定主意法乎其上,学西方最好的。

军事改革,陆军学普鲁士,海军学英吉利,辛亥革命,制度变革,一上手,就是最先进的美国政体。

不仅要学最好的,而且喜欢走捷径,总是在寻找某种小路,可以抄近路赶上去。

学日本,学俄国,其实背后都有这种抄近路的动机。

在国人眼里,日本和俄国的道路,当年就是他们摸索出来的现代化小路,学了他们,可以节省很多的时间,少走很多弯路。

现在很多人都赞美80年代,不错,那是一个思想解放,非常活跃的年代,但是,80年代的浮躁,也是无以复加的。

无论工农兵学商,各行各业,都一年等于二十年,嚷着要把四人帮耽误的时间赶回来。

我所在的学界,人人都在谈大问题,个个宏大叙事,争着抢着要为世界学术做出自己的贡献。

实际上,到处都是编译,到处都是抄袭,抄西方的,算是高人,一般都抄港台的。

不抄的,做出的东西,也带有强烈的模仿痕迹。

后来接触了一些产业界的人士,他们说,那时候他们做产品,也是仿制,偷人家的东西。

我们今天的浮躁,其实本质上跟此前并没什么不同。

都是不肯脚踏实地,不肯坐下来用功,却在幻想中自我膨胀。

一个群体如此,一个人,也如此。

更何况,还有那么些假大空的“事业”,让人们投身其中,在大话,大词的喧嚣中,无事忙地度过一日又一日。

作为一个后发国家,有点浮躁,其实不可怕,能浮躁,毕竟还有心气,还心有不甘。

毕竟,一个人,一个群体,一个国家的进步,是需要一点一滴的努力,一点一滴的积累实现的,进步,如同登山,脚踏实地是关键。

即便有捷径,也得先把人家先进的东西学来了,学得特别到家,而后才能找到。

浅尝则止,懂个皮毛就妄谈超越,说到底,都是骑自行车上月亮,留下的只是笑柄。

然而,在我们的近代史上,这样的笑柄,实在是太多了。
