①美国基础教育中没有与中国倡导的素质教育内涵完全对等的概念,但是从培养孩子“成人”方面反观美国在青少年成长中实施的教育,美国式的“素质教育”又包含着丰富的内容,有着悠久的历史。

其中,在美国青少年教育中最具影响的“公民教育”(Civic Education)、“品格教育”(Character Educati on)和“4-H教育”(4-H Education)是其“素质教育”的典型代表。

本文拟从上述三种教育形式的主要内容和发展,表现出来的历史和现实特点,结合中国素质教育改革发展的现实状况简要分析它们给中国当前和未来素质教育改革带来的启示,供参考。

一、公民教育公民教育在美国历史上一直受到重视,并根据不同历史时期的需要有所发展。

美国公民教育主要是为了培养符合美国式宪政民主政治(Constitutional Democracy)需要的有能力、负责任的社会和政治参与者,是一种严格意义上的政治教育。

目前,美国公民教育或公民学(Civics)科目有全国通用的参考标准,贯穿幼儿园到高中十二年级学校教育。

1.美国公民教育缘起与发展美国在建国之初就意识到公民教育的重要性,首任总统乔治•华盛顿(George Washington)和第三位总统托马斯•杰斐逊(Thomas Jefferson)都曾强调过对公民进行教育的重要性。

然而果真如此吗???美国中小学教育,正经历着“品格教育运动”(character education movement),它与我国的素质教育遥相呼应,并给世界性的学校教育改革运动提供有益的启示。

它强调培养学生对关心、公平、责任等基本价值观与公民道德的尊重与实践能力,强调对学生进行积极的道德教育与价值引导。

品格教育所奉行的首要哲学原则是:存在一些广泛共享的、至关重要的核心道德价值观,例如关心、诚实、公正、责任以及自尊和尊重他人,这一切构成了良好品格的基础。
