北京地铁运营一分公司战略规划研究

摘要
本文主要通过对北京地铁运营一分公司的管理现状及关键战略要素的分析, 进行
有针对性的战略规划研究, 发现存在的问题, 找出解决问题的方法, 进而得出研究结
论。北京地铁运营一分公司是一家隶属于北京地铁运营有限公司的具有独立运营地铁
线路能力的地铁运营企业。根据北京地铁公司的统一部署和工作要求来全面实施战略
管理, 进而形成符合运一公司实际情况的战略规划, 以打造基于地铁安全运营的核心
竞争力,并逐一解决运一公司发展面临的一系列问题。
在战略规划编制过程中, 涉及到诸多需要确定和形成的战略要素, 包括企业愿景、
企业使命、战略目标等等。而这些战略要素的选择均需要科学的决策, 必须也应该具
备相应的理论基础并经得起实际验证。由于研究对象的同一性和相似性,
笔者在众多
的战略分析工具中寻找关键战略要素确定的理论基础和应用方法, 并取得了一定的收
获。首先运用利益者分析确定了公司愿景, 然后通过 Ashridge 使命模型创作了公司
使命, 最后利用关键成功因素分析形成了公司战略目标。为了进一步探索战略分析工
具在地铁运营企业战略规划中的创新应用 , 笔者开始广泛搜集资料和前人的研究成
果, 积极在此领域中开展研究工作。希望通过研究, 找到适合地铁运营企业战略规划
的基本方法, 为战略要素的确定提供分析工具和理论基础, 并最终能提出完善的实施
方案而形成完整的战略规划,从而破解运一公司发展所面临的诸多难题。关键词 : 战略分析工具地铁运营企业战略规划

Abstract
1. The first operation branch of Beijing mass transit railway operation
Co., Ltd is that one member of Beijing subway and the operating company having capacity to operate independently of the subway line According to the unified arrangements and work requirements of the Beijing
subway,
our company must implement the strategic management, and need to develop strategies consistent with the actual situation of the company
for making the core competition based in subway safety2. In the process of our strategy plan establishment, we need to deal with
a lot of identify and formation of strategic key elements, including
enterprise vision, corporate mission, strategic objective and so onBut, The choice of these strategic elements are necessary scientific decision-making, must also and ought to have the corresponding
theoretical basis and be able to stand actual verification without exception3. As the study of identity and similarity, in a variety of strategic
analysis tools, we find the theoretical basis and application methods to determine these strategy key elements of the, and have achieved some
gains. We make use of stakeholder theory to determine our vision, created our mission by Ashridge model, and formed our strategic objectives by key success factors analysis. To further explore the strategic analysis tools of innovative applications in the metro operation corporate making strategic plan, I began to collect extensive
information and previous research results, and actively carried out research in this area of work.I hope the fundamental method that enterprise strategy plans by the fact that the subway studying , finding
an appositeness is in motion and does business , provide the analytical
implement and rationale to strategy key element ascertaining that, and
