In particular a method for determining whether a query location 306 is in a riverine flood exclusion zone 410 is disclosed. This includes using a value for each two or more parameters 116 and 118 associated with the query location 114; and then determining that the query location is in a riverine flood exclusion zone 410 where the value of each of the at least two parameters is above a threshold 304 associated with that parameter 116 or 118. The threshold 304 is based on multiple locations each having values for the two or more parameters and wherein the values for the parameters are based on information associated with that location and information associated with a waterway 102 closest to that location 114.
