因而在人们眼里社会工作者跟志愿者甚至/好心人0没什么区别。
对社区社会工作者存有此种认识和理解的人不在少数。
甚至许多社区领导和工作人员也常常把社会工作者与志愿者混为一谈。
当社区的发展和管理遇到困难时,他们并没有意识到需要社会工作者的介入和帮助。
对到社区来进行教学实践的社会工作专业的学生,他们也只是把他们当作临时来帮忙的志愿者,没有真正让他们参与社区的各种事务和活动。
这不仅使社会工作者不能充分运用所学知识为社区服务,也不利于社会工作在中国的进一步发展。
今天的中国社会正在开展轰轰烈烈的社区创建活动,许多新型社区正在兴起。
这让我们看到了社区社会工作的广阔前景。
作为社会工作的三大基本工作方法之一,社区社会工作是以整个社区及社区中的居民为服务对象,有着自己独特的工作理论和方法,对社区发展有着特定作用的。
所以社区中的社会工作者绝不能被简单地等同于社区志愿者。
具体来说,社区社会工作者与社区志愿者的差别主要表现在以下几个方面:一、社区社会工作者与社区志愿者在社区工作中的目标不同每个社区都有自己的特色和发展目标,在生存和发展中也都面临着这样那样的问题。

一、志愿者和社会工作者的专业性差异志愿者的存在是社会服务中非常重要的力量，中国的许多社会福利机构，由于经济实力不足以支付足量社会工作师的薪金，所以很多日常行政工作和案主处遇工作实质上是由志愿者承担的。
而且，志愿者也是很多职业社会工作师的职业起点。

而专业的社会工作者则要求必须经历必要的学位教育，通过执照考试才可以达到专业要求，美国最高级的「临床社会工作师（Clinical Social Work）」的要求更是严苛，该资格必须持有证照，取得社会工作专业硕博士学位，过去十年积累至少三年四千五百小时的工作经验，完成临床社会工作继续教育，取得两位临床社会工作硕士或博士的推荐才可以获得。
可见，社会工作已经成为专业性很强的学科，而其中的从业者也大多经受过专业的学术、实务训练，通过艰难的证照考试（台湾地区的社工师考试通过率一般不超过10%，和注册会计师一样难考），也只有这样才具备成为社会工作师的资格。
二、志愿者的定位在实际的社会服务中，志愿者的定位应该是社工师的辅助角色，完成社工师指定的工作内容，及时向社工师汇报工作情况，遇到问题及时发问，不做自作主张的决定。
在提供社会服务时，不谋求任何物质、金钱和相关利益回报，合理运用社会资源，为需要帮助的人开展力所能及的服务性活动。

义工与志愿者从英文单词上来讲都是一个词，即Volunteer。
它们二者没有本质的区别，只是翻译不同。
在内地多翻译为志愿者，在香港、台湾多翻译为义工。
目前，内地的南方地区，如深圳，因为受香港影响，多叫“义工”；而北方多称“志愿者”。
义工概念的提出是对应社工（社会工作者，Socialworker）。
与其说义工与志愿者的区别，不如先谈谈社工与义工的区别。
所谓社会工作者，是特指以助人为职业的专门从事社会工作的人，他们受雇于公、私立社会福利机构从事社会服务，是专业的助人者，有别于那些利用工余或业余时间从事社会公益活动或社会服务的志愿工作者。
所谓义工，是指个人基于社会责任及义务，自愿贡献自己的时间、精力、技能，为促进社会的发展和进步，不计报酬地无偿参与社会服务的工作。
从事义务工作的人被称为义务工作者，简称“义工”，也称“志愿者”或“志愿工作者”。
可以看出，“社会工作者”有其特定含义，是具有一定资格要求的。
对于社会工作者的资格，虽然不同国家和地区在受教育的级别上有差别，但为国际社工界所认可的“社会工作者”应符合以下要求：具有国家认可的社会工作者资格；具有社会工作专业教育背景；受社会工作伦理的制约；是社会工作专业组织的成员；以社会工作为一种职业。
至于义工，由于志愿服务的形态非常多，且要求条件不高，因此，义工是人人都可以从事的，甚至是随时随地都可以参与的。
例如，在自己所居住的社区中，从事环境保护、邻里服务工作。
如果本身具有专业背景，亦可利用自己的专长来从事志愿服务。
例如，有牌照的水电师傅为低收入家庭进行家居检查及维修工作，职业律师为民众提供法律咨询等。
因此，义工、志愿者与社会工作者的区别在于：义工无需专业背景，服务没有报酬，而社会工作者则要经过一定的专业训练和教育养成的过程，是具有社会工作专业知识和技术、以社会工作为职业的人。
当然，很多社会服务机构为了提高服务质量，更好的服务于工作对象，会为义工提供各种形式和程度不同的工作训练。
不过，无论社工还是义工，他们的工作都具有共同的价值基础，包括以人为本，利他主义和集体主义，把关心他人、关心集体放在第一位，助人为乐等。
义工和他们的志愿服务工作是一种利己利人的崇高的行为，通过与专业社会工作者、服务机构、政府部门和社会大众之间的结合，将促使社会福利服务工作更加完
善。
从这个意义来说，义工和社会工作者具有共同的目标，都是和谐社会建设中不可或缺的重要力量。
义工和志愿者有联系也有区别。
联系的是，他们的精神是一致的，在时间上、劳力上都是无偿的付出。
目前，国内许多地方志愿者就是义工，义工就是志愿者。
但是，这里的义工和一般志愿者有明显的区别，主要在于二者的服务对象侧重点不同：义工的服务对象主要是困难群体，强调服务的人性化、个体化，从而令服务对象受益，志愿者的服务对象主要是公共场所，强调服务的公众化、集体化，从而营造良好的社会环境。
义工，正是社会中一大批不愿意加入政府志愿者组织而又有怜悯之心的人，从而创建的民间的组织。
其实两者做一样的好事，一样的目的，不同的只是组织的主体不同，一政府，一民间。
做为民间组织的义工组织，它象私营企业一样，即目标统一，成员自由，核心凝练，它也应是民间组织而受到政府的监查，也存在许多注册的困难，同时成长的道路很长，需要核心人员的巨大心血和棋下义工的勤奋探索。
义务工作是指任何人志愿贡献个人的时间及精力，在不为任何物质报酬的情况下，为改善社会服务，促进社会进步而提供的服务。
参与义务工作是体现人人平等、互助互爱、互相学习的精神表达你的爱心、关怀、分享因你的努力而带给他人的快乐，以积极的行动尽公民责任，贡献及回馈社会。
义务工作的四个特征 : 志愿性无偿性公益性组织性。
我们营造的是一个义工的大家庭，只要你有一颗爱心并想让他人与你分享就可以成为我们家庭成员的一员，因为家庭是不会计较任何人对家人的付出和索取，我们可以用不同的方式表达对家人的关怀，并能从中得到你意想不到的精神收获。
本质和义工相同
志愿服务或义务工作都来源于英文的Volunteer service，在本质上说都是一样的，都是指任何人自愿贡献个人的时间和精力，在不为物质报酬的前提下，为推动人类发展、社会进步和社会福利而提供的服务。
但自从1993年后，全国各地的社会服务活动纷纷统一称为“志愿服务”，但1989年成立的深圳义务工作者联合会坚持使用原名，沿用与国外及中国港澳台地区接轨的“义工”称谓，逐渐形成两种模式并行发展、相互借鉴直至多元发展的局面。
两者区别在于：志愿者强调其正统性，在党政部门的支持，鼓励下建立起来
的；而义工则以社会力量为主导，是在党政部门允许下成立的，需要自己做出成绩才能赢得党政部门的支持；才能有群众基础，民间性质比较明显。
从发展初期看，志愿服务模式比较接近党政部门要求，获得的行政资源支持较多，但随后的发展表明，这种资源提供的力度逐渐减弱，而义工团体先是获得社会资源的支持，产生较大的社会效益后，反过来吸引党政部门提供更多的资源。
在这两种模式下，又形成了三种类型：以党政力量兴办的志愿者协会、以民间非营利组织主导的义工协会、以海外国际组织兴办的义工协会。
应该说，这两种模式既有竞争又互相补充和影响。
参加义工既是一种责任、也是一种权利的本质所在，义工不是强制性的，如果不是出于自愿就不能叫义工。
同时我们也不应提倡义工降低自己的生活水准去帮助他人，在国际上也是以提供“力所能及”的帮助作为参加义工的基本条件。
