China&World StudhExploring a New Path of Common Development/?)•()u)(m^\ia n g)ingrhe international community urgently needs to achieve the comprehensive,coordinated and sustainable development of population,resources and environment.This depends on the new development model.The development concept of innovation,harmonization,green,openness and sharing is guiding China s economic transformation and upgrading in the new era.It has absorbed the lessons from other countries'development and contributed to the world development model.Every country is keen to develop,but there is only one earth whose resources are limited,rherefore,solving the contradiction among population,resources and environment and making developing countries and developed countries prosper together remain a difficult problem of our days.Developme nt is the comm o n aspirati o n of both developing and developed countries・In the20'1'century,the growth of global economy and the accumulation of wealth have reached an unprece­dented level.Meanwhile,the income gap has reached an unprecedented level due to the unequal income distribution.One of the most enduring and disturbing features of the existing international economic order is the disparity between the rich and the poor and the income gap.How to solve this problem?Scholars from different countries put forward different solutions. Some believe that globalization is based on the unequal exchange between developed and underde­veloped regions,so they advocate anti-globalization. Some hold the view that a global social adjustment mechanism should be set up to achieve internationalI47income transfer through development assistance from developed countries to developing countries.Some think that new large-scale social movements should be organized to counter those factors detrimental to workers.Most Chinese scholars argue that the problems in development should be solved through further development,and the key is to seek for a more reasonable development model.Globally speaking,apart from geopolitical problems, the contradiction among people,resources and envi­ronment is the most prominent.Solving this problem depends on the new development model and libera­tion from the traditional view that development comes from conquering nature.The development concept of innovation,har・mon izati o n,gre e n,ope rm ess and shari ng is the only way out for China to solve its own devel­opme n t problems・Over the past40years of Reform and Opening-up, China has made remarkable achievements in economic development and overall national strength. In recent years,the carrying capacity of Chinas resources and environment has been challenged. Mainly relying on the low factor cost to participate in international competition has become unsustainable.The quality of public service and unfair income distri­bution may become a new bottleneck of China s economic development.The fifth plenary session of the18'h CPC Central Committee put forward the development concept of innovation,harmonization,green,openness and sharing,which is good for China to solve its own problems and drive the growth of global economy.It is derived from China s new development thought of independence and self-reliance and also absorbs the experience and lessons from other countries z develop­ment.It can be applied to the Belt and Road,which aims at building a community of a shared future for mankind.The building of the Belt and Road requires shared values and unified action of countries for the economic development.The new development model contributes to global development philosophy・It is predicted that,by the middle of this century,the global population may exceed8billion with the main growth from developing countries in Asia and Africa. Mankind will face such threats as the spread of tradi­tional diseases and their variations,the depletion of non-renewable energy and the nearly exhausted carrying capacity of the environment.The interna­tional community urgently needs to achievethe48China&World Studiescomprehensive,coordinated and sustainable develop­ment of population,resources and environment.「his depends on the new development model.The devel­opment concept of innovation,harmonization,green, openness and sharing is guiding China s economic transformation and upgrading in the new era.It has absorbed the lessons from other countries z develop­ment and contributed to the world development model.First,the environmental problem is related to the poverty in developing countries,which is closely related to the existing unjust and unreasonable old in­ternational political and economic order.After devel­oping countries gained independence from the western colonial system,the old international vertical division of labor and economic structure have not changed correspondingly.This has worsened the con­ditions for developing countries to seek development and restricted their efforts to protect the environment. Therefore,it is necessary to change the unjust and un­reasonable old international political and economic order.Otherwise,it is difficult for human beings to achieve the goal of environmental protection.Second,economic growth is not equal to economic development,and economic development is not equal to development.Development should include the all-round development and free liberation of human beings.As the largest developing country,China not only needs sustained economic growth,but also has a long way to go in its overall development and social progress.Finally,while pursuing their own development, countries must take into account the development of others.For developing and underdeveloped countries, it is necessary to achieve comprehensive and coordi­nated development.China s development model will lead the Chinese nation to great rejuvenation.And China will exert more profound and far-reaching influence on the world.1(Reprinted f rom The Collected Works of the Symposium on China Studies2017.)。
