摘要：PURPOSE:To prevent the outflow of crude oil by a method in which a ballast water supply pipe and a ballast tank are set under the sea surface below the floating tank of floating oil-fencing dam, and when troubles occur, the pressure of stagnant oil is balanced by the sea water ballast to stabilize the floating oil-fencing dam. CONSTITUTION:During the normal period, a floating oil-fencing dam is inclined toward a crude oil reservoir tank 1 by the buoyancy of a ballast tank 5 in the sea water 12. When crude oil flows out and stagnates, the whole of the dam is inclined toward the open sea side by the pressure of the stagnant oil. The ballast water supply pipe 6 sinks into sea water and the sea water goes into the tank 5. When the pressure of the stagnant oil is balanced with the sea water ballast 8, the pipe 6 goes up to the sea surface to stop the supply of sea water, and the dam is vertically erected.
