National Disability Insurance Scheme (方案)
The National Disability Insurance Scheme (NDIS) will transform the way Queenslanders with disability are supported and change the way disability services are funded and delivered.
Under the scheme, Queenslanders with disability will have choice and control over how they access support and who delivers them. They will also have certainty that they will be supported throughout their lifetime to achieve their personal goals.
The NDIS will have an effect on the following programs.
School Transport Assistance Program for Students with Disability
The NDIS will not disrupt existing services for qualified students. The Queensland Government will also continue to provide school transport assistance for students with disability who are not qualified to receive funding via the NDIS.

The Queensland Governmenthas lengthened the Taxi Subsidy Scheme (TSS) membership for NDIS qualified members to 31 October, 2022. This will allow more time to solve transport support arrangements under the Commonwealth’s NDIS.

Disability Parking Permit Scheme
No changes will be made to the Disability parking permit scheme when the NDIS is introduced inQueensland. Current arrangements for this scheme will be maintained.

Public Transport Concessions for People with Disability
There will be no change to concessions on public transport for people with disability when the NDIS is
introduced inQueensland. TransLink will continue to ensure concessions are provided for disabled persons travelling on public transport inQueenslandwhen the NDIS is introduced.

More than 10,000 people were made homeless in Ternang when the Sungai Mas overflowed its banks yesterday after six days of continuous heavy rain.
The wooden bridge across the river has been washed away. The town is cut off by flood waters. At the fifth mile, Jalan Tengkn, the water is two meters deep. It is closed to all traffic. Flooding first happened at mid-afternoon yesterday along the river banks. People trying to get to higher ground were just in time to escape the destroying of the flood. Most of the flood victims(受害者) had to leave all their things behind.
The National Flood Relief(救济) Center was reported to give its help and by early evening the whole town was moved out, helped by the army, police, Red Cross Society and volunteers(志愿者).
The flood victims are now housed in different simple relief centers in the nearby town of Ternang. “Everything possible is being done to help the unlucky people,” a government spokesman said, “In fact, money,
food and clothing have begun to come in from public organizations and helpful people. A Disaster Relief Fund(救灾基金会) will be started as soon as possible.”
According to the latest reports it is still raining heavily at Ternang. The whole town is expected to be wholly covered by the water. So far no deaths have been reported.

Understanding the link between a clean environment and human life is not a new concept. In fact, it was noticed as early as ancient Rome. Today we see how green living has infiluenced our everyday lives. There is a growing community of people who embrace a zero waste lifestyle and make changes to the way they live to reduce their carbon footprint.

Many people who adopt the zero waste lifestyle claim to be frustrated by the many harmful chemical substances found in beauty and cleaning products. They also find the uses of disposable items and excessive packaging. For example, how many times have we had to peel away layers of plastic wrap and cardboard before finally taking out the item which we had bought? Instead of buying pre-packed food and goods, those who identify
with the zero waste philosophy tend to shop in stores that allow them to make purchases and bring their own cloth bags and glass jars to store their purchases.
Many people may have the misconception that it is easier to live a zero waste lifestyle in the West. Nevertheless, Malaysian environmental journalist, Ms. Aurora Tin, has proven that a zero waste lifestyle is possible even in the Asian context. Instead of going to the supermarket to buy pre-packaged foods, Ms. Tin now visits the wet market and brings her own bags for vegetables. She has even stopped using store-bought toothpaste and makes her own toothpaste from coconut oil and baking soda. This lifestyle may be too big a change for the average person, but we could follow her suit to make gradual changes to our own lives.

We use what is known as inner speech, where we talk to ourselves, to evaluate situations and make decisions. Now, a robot has been trained to speak aloud its inner decision-making process, giving us a view of how it responds to contradictory demands.
Arianna Pipitone and Antonio Chella at the University of Palermo, Italy, programmed a humanoid robot named Pepper, with software that models human cognitive(认知的)processes, which allowed Pepper to retrieve (检索)relevant information from its memory and find the correct way to act based on human commands, as well as a text — to — speech processor. It allowed Pepper to voice its decision-making process while completing a task,
"With inner speech, we can better understand what the robot wants to do and what its plan is," says Chella.
The researchers asked Pepper to set a dinner table according to etiquette (礼仪)rules they had programmed into the robot. Inner speech was either enabled or disabled to see how it affected Pepper's ability to do what was instructed.
When instructed to place a napkin on a fork with its inner speech enabled, Pepper asked itself what the etiquette required and concluded that this request went against the rules it had been given. It then asked the researchers if putting the napkin on the fork was the correct action. When told it was, Pepper said, "OK, I prefer to follow your desire," and explained how it was going to place the napkin on the fork.
When asked to do the same task with inner speech disabled, Pepper knew this contradicted etiquette rules, so it didn't perform the task or explain why.
With the potential for robots to become more common in the future, this type of programming could help the public understand their abilities and limitations, says Sarah Sebo at theUniversityofChicago. "It maintains people's trust and enables cooperation and interactions between humans and robots," she says. However, this experiment only used a single human participant, says Sebo. "It's unclear how their approach would compare across a wide range of human participants," she says.
