环境监测和测量控制程序
The procedure of monitoring and measuring the environment
1.目的
检验和判断环境质量是否符合有关法规标准，评价、分析有重大环境影响的行为，以及对相关不符合情况采取纠正措施并予以改进。

Purpose
Check the totality and judge whether the environmental quality is meet the standard of the regulation, assess and analyze the action that has big
environmental effect. Besides, carry out the countermeasure to rectify and improve some status which is not up to the standard.
2.适用范围
对公司废液、废气、噪声、废弃物、资源能源等方面环境指针中数据的测量以及重大环境影响的行为参数的监测和测量。

Scope of application
Measure the environmental standard of the company’s waste and other source , such as liquid waste, polluted air, noise,solid waste, resource and energy. Besides, monitor and measure the behavior parameter of environment effect.
3.职责
Responsibility
3.1环工组负责对环境指针中数据的测量和监督，幷对重大环境影响行为参数的不符合项实施改进的监控。

The environmental protection team is responsible for monitoring and measuring the environment standard of the document ,and monitor the improvement of environment effect behavior parameter
3.2环工组负责与外部有关检测机构的联络，幷保存环境绩效资料或证明。

The environmental protection team is responsible for contacting with the external measure organization, preserve the environmental KPI data and certification .
4.工作程序
Working Procedure
4.1废液的排放量监测和测量
Monitor and measure the discharge of the liquid waste
4.1.1使用流量计测定污水排放量，流量计安装于污水处理站进水管和向外排放管口。

每天定时记录排放量，填写《污水排放记录》
Use the flowing meter to measure the water effluence ,install the flowing meter in the sewage inlet and outlet. Write down the discharge rate on time everyday and fill it in the 《water effluence discharge record》
4.1.2污水排放量不超过污水处理池最大处理能力。

The discharge rate must not exceed to the ability of the water effluence treatment pool.
4.2废液处理的监测和测量

4.2.1污水排放前必须经过充分处理，经内部化验室检验合格后方可排放，应做好《污水处理检验记录》。

The sewage effluence must be disposal in full and up to the standard through the internal laboratory’ test before it was discharged. And the result must be write down in《The test record of sewage disposal 》。

4.2.2污水处理站化验室依据《污水处理检验规程》在不同出水口取水样，每日监测和检验
值和色度，合乎标准值后方可排放，否则进入循环管道，再行往复处理。

and the disposal》get water sample in different outlet, monitor and test the PH,COD
cr chroma. It can be discharge if is up to the standard ,or it must be flow into circulating water pipe. and redisposed.
4.2.3废水的测定由环工组监督，幷对照两个流量计计数，保证废液全部处理及处理达标后才排放。

The environmental protection team must supervise testing sewage, base on the water flow meter data, insure all the sewage are disposal and up to the standard
;4.2.4惠州市环保局定期或不定期对本公司污水排放进行监测和测量，其检测报告也作为公司的监测和测量依据之一。

The Huizhou environmental protection bureau will monitor and measure the company’s sewage effluence, and the testing report will be one of the proof for company monitor and measure.
4.3锅炉/发电机废气的监测和测量
Monitor and measure the waste air of the boiler and generator .
4.3.1锅炉/发电机废气由集团总管理处环工负责监测和测量，由其提供的检测报告，作为公司废气的监测和测量依据，检测报告由环工组负责保存。

The general affair dept of Stella group is responsible for monitoring and measuring the waste air of the boiler and the generator, keep and provide testing report to the company.
4.4固体废弃物的监测和测量按《固体废弃物管理规定》执行，其有关数据可由废弃物回收方获取。

The monitor and measurement of solid waste must be act according to 《The regulation of disposal solid waste》, and the relate information can be gotten by the party who recycle the solid waste
4.5厂区噪声监测由环工组定期（每月一次）对厂界噪声进行监测和测量，按《噪声测量和管理规定》执行，幷填写《厂区噪声监测记录》。

The environmental protection team must monitor and measure noise pollution of factory area every month and write the result in the 《Monitoring record of factory noise pollution》. It must act according to《The regulation of measuring and management the noise pollution 》.
4.6资源能源的监测和测量

4.6.1财务部每月负责对全公司各区域对水表、电表资料进行统计并公布。

The financial dept is responsible for gathering and publicizing statistics of all water meters and electric meters in the company.
4.6.2原辅材料的损耗、办公用品的使用等数据分别由相应部门统计并公布。

The usage data of raw material loss and office articles must be gather and publicize by its relevant department.
4.7对公司废液、废气、噪声、废弃物、资源能源等方面的监测和测量，不管是来自内部或外部，如发现不符合，环工组应依据《不符合、纠正与预防措施控制程序》责成相关责任部门采取纠正与预防措施，实施改正。

If find out somewhere is not up to the standard when monitoring and measuring the liquid waste, waste air, miscellaneous articles ,solid waste, resource and energy, no matter in or out of the company, the environmental protection team must instruct the relevant department and carry out the countermeasure to improve.
4.8重大环境影响的行为参数的监测和测量
Monitor and measure the act parameter of big environmental effect
4.8.1环工组建立《环境行为检查项目表》，对以下项目进行定期（每月）检查、登记：
a) 环境目标和指针的符合情况；
b) 环境管理方案的完成进度；
c) 各项运行控制情况；
d) 应急准备、训练、演习情况；
The environmental protection team establish《program form of environmental action examination》, check and record the following items every month
a)The condition of the environmental goal and target
b) The achieved program of the environmental management
c)The control condition of All kinds of operation
d)The condition of emergent preparation , training and drilling.
4.8.2检查情况和结果报送环境管理者代表。

检查中发现的不符合，环工组应依据《不符合、纠正与预防措施控制程序》责成相关责任部门采取纠正与预防措施，实施改正。

The examining condition and result will be handed in to representative of the environment adminitrator. If find out wherever is not up to the standard , the environmental protection team must instruct the relevant department and carry out countermeasure to improve.
4.9环境监测和测量设备由专人保管，定期校准并妥善维护，幷保存相关记录。

其校准控制
参照执行《监控和测量装置控制程序》
The equipment of environmental monitor and measurement must be kept by special person. It must be maintained on a regular time. and the record must be kept. The control must be according to 《The control procedure of monitor and measurement》
