【摘要】The article discusses the conception of the slow city development and summarizes the natural and cultural resources of old town in
Huai'an .Then the article analyzes the constructions of
planning ,system ,principle and administration in slow areas .In
addition ,the article points out that the new mode of renovating and constructing the old town including several aspects ,including deeply understanding site conditions ,considering and planning the future development direction of old area ,building the ecosphere reasonably of living ,production ,consumption and tourism ,etc .%论述了慢城理念的发展，梳理淮安老城区的自然与文脉资源，分析了老城慢区的规划构建、系统构建、原则构建和管理构建。

同时提出了深入了解场地的现状条件，并整体考虑老城区今后的发展方向并进行规划，合理构建老城慢区的居住、生产、消费、旅游的生态圈将是未来老城区更新改造的新模式。
