IntroductionTheresa Marie Schiavo, born on December 3, 1963, commonly known as Terri Schiavo, is an American woman from St. Petersburg, Florida, the daughter of Robert and Mary Schindler and wife of Michael Schiavo. On February 25, 1990, she suffered severe brain damage caused by a cardiac arrest. The efforts of Schiavo's husband to withhold life-sustaining medical treatment have prompted a fierce debate over bioethics, euthanasia, judicial activism, legal guardianship, federalist federalism, and civil rights, as well as an active counter effort to keep her alive. On March 18, her gastric feeding tube was removed under court order. Michael Schiavo, her husband and legal guardian, contends that he is carrying out his wife's wishes not to be kept alive in her present state. Mrs. Schiavo's parents and her siblings, dispute Mr. Schiavo's position saying that she would not want to be,in their words, "starved to death." The removal of the feeding tube will result in Schiavo's death by dehydration. Neurologists say this is unlikely to cause pain, given Schiavo's physical state. The courts have all ruled in favor of Mr. Schiavo thus far, but her parents have vigorously appealed the decisions. U.S. President George W. Bush and many other officials sided with Mrs. Schiavo's parents. Other groups and individuals have expressed support for the position of Michael Schiavo.[1] Terri Schiavo: Terri Schiavo was born on December 3, 1963 in Philadelphia, the first of three children of Robert and Mary Schindler. As a teenager, she was obese - at eighteen, she weighed two hundred and fifty pounds - but with diligence she lost a hundred pounds, and by the time she married Michael Schiavo in 1984, she was an attractive and vivacious young woman. By the end of the decade, she had moved with her husband to Florida, undergoing fertility treatments, and had slimmed down further to a hundred and ten pounds. Terri and Michael had no children. On February 25, 1990, Terri suffered cardiac arrest, leading to severe brain damage.[2] Republican: The Republican Party is a United States political party that was organized on February 28, 1854 as an anti-slavery party. Since its inception (创立), its chief opponent has been the United States Democratic Party(美国民主党). The party's current position as firmly to the right of the Democrats was cemented(巩固)by the "Southern strategy" employed by Richard Nixon in the 1968 presidential election. Today, "conservative" and "Republican" are practically synonymous. In 1994, the Republicans elected a majority to both housesof Congress for the first time in decades, and have not completely lost that majority to this day. The party is sometimes called "GOP", for "Grand Old Party." The symbol of the Republican Party is the elephant.[3]Congress(美国国会):The American Congress is charged under the Constitution with legislative power - the power to make laws. There are two chambers in Congress, the Senate and the House of Representatives. Each American state, large or small, is represented by two senators, and therefore, all states have equal power in the Senate. In the House, however, the number of representatives from each state is determined by the size of each state’ population. The larger a state’s population, the more representatives it has. The constitution requires that each state, no matter how small, have at least one representative. The Constitution makes the vice president of the United States the overseer of the Senate. Aspresiding officer, the vice president may call on members to speak and put questions to a vote. The vice president, however, is not an elected member of the Senate and may not take part in Senate debates. Chief among leaders in the House of Representatives is the speaker of the House.[4] Michael Schiavo: Michael Schiavo was born on April 3, 1963 in Levittown, Pennsylvania. Michael worked as a restaurant manager, then became a respiratory therapist and registered nurse in a hospital emergency room. In 1984, he married Terri Schiavo, who suffered severe brain damage caused by a cardiac arrest six years later. In 1995, Michael and his girlfriend, Jodi started to live together in Clearwater, Florida. On March 3, 2005, Terri’s tube was finally removed, soon she died on March 31, 2005 at the age of 41. It was reported that Michael stayed with her until she died. On January 21, 2006, after meeting one another 11 years ago at a dentist's office,Michael Schiavo and Jodi Centonze were married in a Catholic church in Espiritu Santo in Florida. They have two children.[5] hearing: A hearing(听政会)is a meeting or session of a Senate, House, Joint, or Special Committee of Congress, usually open to the public, to obtain information and opinions on proposed legislation, conduct an investigation, or evaluate/oversee the activities of a government department or the implementation (执行)of a Federal law. In addition, hearings may also be purely exploratory in nature, providing testimony and data about topics of current interest. Most Congressional hearings are published two months to two years after they are held. Only hearings released to GPO from the committees are made available on GPO Access.[6] Majority Leader: The majority leader is elected by the caucus (核心会议) of party members to act as spokesperson for themajority party and to keep the party together. The majority leader’s job is to help plan the party’s legislative program, to organize other party members to support legislation favored by their party, and to make sure the chairpersons of the many committees finish work on bills important to the party. He or she makes speeches on important bills, stating the majority party position. The minority leader, as the name suggests, is the leader of the minority party. Although not as powerful as the majority leader, the minority leader has similar responsibilities. The primary duty of the minority leader is to maintain cohesion within the party. He or she persuades influential minority party leaders to follow the party’s position and organizes fellow party members in constructive criticism of the majo rity party’s policies and programs.[7] County Circuit: see Note [13][8] Judge George Greer: George Greer is a 63-year-old probate(遗嘱检验)judge of the circuit court(巡回法庭)that covers Pinellas and Pasco Counties west of Tampa Bay. He was born in Brooklyn in 1942, and his parents moved the family to Dunedin, FL in the Tampa Bay area just after World War II. Greer’s most notable action, during his first six-year term as judge, was to cause needlessly a loss of a life, due to his negligence. During 1998, an estranged wife who presented evidence of her husband’s physical threats to do her great physical harm, sought an injunction(禁令)to keep him away from her. Greer denied her request for injunction, claiming he was “following the law.” Days later, the husband stabbed the wife to death, and her co-workers picketed Greer outside the courthouse. Despite this disgraceful failure, voters re-elected Greer to another six-year term, from 1998-2004.[9] Supreme Court: See Note [13][10] antiabortion: Abortion is one of the hottest issues debated in the US. Since a July 1989 decision of the Supreme Court, abortion has been open to legislative, electoral and judicial debate and politics. Considering that about 54 percent of Americans are in the middle of the positions taken by the pro- and antiabortion forces, the media gives quite a bit of exposure to the ongoing debate. The issue is likely to remain alive in America for at least a decade.[11] Florida Gov. Jeb Bush: Jeb Bush was elected governor of Florida in 1998; he is the son of the former president George Bush and the brother of president George W. Bush. He is widely considered to be a rising star of the Republican Party; there was some speculation (推测)that he might run for President himself in 2008. However, on October 17, 2004, he officially took himself out of the running in the 2008 election. Some have since speculated that Bush may run against Democrat BillNelson in the 2006 Senate election. He is seen as extremely popular among Cubans(古巴人)in Florida, and moderately popular among non-Cuban Hispanics(非古巴西班牙裔). Bush has also been active in the Project for the New American Century, whose goal is to promote American global leadership.[12] jurisdiction: In Latin, juris means “law,” and diction means “to speak.” Thus, jurisdiction literally refers to the power “to speak the law.” In other words, it is the authority of a court to decide a certain case. Before any court can hear a case, it must have jurisdiction over the persons, property, or subject matter of the dispute. A court has original jurisdiction when it can hear a case for the first time. Trial courts, for example, have original jurisdiction. A court has appellate(上诉)jurisdiction when it functions as a reviewing court. Courts of appeal normally only have appellate jurisdiction.[13] federal courts: The federal court system is basically a three-tiered structure that consists of U.S. district courts, U.S. courts of appeal, and the U.S. Supreme Court. On the bottom tier of the federal court system are the U.S. district courts which are trial courts. As the term implies, these are courts in which trials are held. At a trial, each party (or usually each party’s attorney) submits evidence to support its side and to convince the court to rule in its favor. There is at least one federal district court in every state. A party who loses his or her case in a district court normally can appeal the decision to a federal court of appeals, or appellate court. They are located on the middle tier of the system, between the district courts and the Supreme Court. These courts are also known as circuit courts of appeal because each appellate court is located in a judicial circuit. The U.S. Supreme Court is the highest level of the three-tiered federal court system which consists of ninejustices, who are nominated by the president and confirmed by the Senate. The Supreme Court normally does not hear any evidence. The Co urt’s decision is based on the written records of a case. After reaching a decision, the Court writes an opinion, which sets forth the Court’s reasons for its decision, the rules of law that apply, and the judgment. The Supreme Court begins its regular annual term on the first Monday in October and usually adjourns in late June or early of the following year. All federal judges, including the justices of the Supreme Court, are appointed. The power to nominate Supreme Court justices belongs solely to the president. This is not to say, however, that the president’s nominations are always confirmed.[14] Ten Commandments monument: U.S. District Judge Myron Thompson ordered to remove the Ten Commandments monument (十戒纪念碑)and he ruled that Alabama Chief Justice Roy Moore's placement of the 2.6-tongranite(花岗岩)monument in the state building two years ago violated the U.S. Constitution's principle of separation of religion and government(政教分离). Moore and his supporters say the Ten Commandments are the foundation of the U.S. legal system and that forbidding the acknowledgment of the Judeo-Christian(犹太教与基督教的)God violates the First Amendment's guarantee of free exercise of religion. But a lawsuit filed after its installation argued the massive stone marker constituted a government endorsement(认可)of Christianity. Later, workers removed the monument, nearly a week after Thompson's deadline passed, and rolled it into a back room out of public view. The White House previously had described the Alabama case as an issue for the state and its citizens, because the monument was placed in a state courthouse. The Ten Commandments (十戒)are precepts(规则)focusing on thefundamental obligations(义务)of religion and morality.[15] the Pledge of Allegiance: On September 8, 1892 a Boston-based youth magazine “The Youth’s Companion” published a 22-word recitation(背诵)for school children to use during planned activities the following month to commemorate(纪念)the 400th anniversary of Columbus’ discovery of America. Under the title “The Pledge to the Flag”, the composition was the earliest version of what we now know as the PLEDGE OF ALLEGIANCE(效忠誓词). But like anything new, it took many years to “reach maturity”, and underwent several changes along the way. The present Pledge of Allegiance reads:I pledge Allegiance to the flagof the United States of Americaand to the Republic for which it stands, one nation under God, indivisible, with Liberty and Justice for all. When the Pledge is being given, all shouldstand with the right hand over the heart, fingers together and horizontal(水平的)with the arm at as near a right angle as possible. After the words "justice to all," the arm should drop to the side. While giving the Pledge of Allegiance all should face the flag.

3 Brooklyn Men Are Charged With Supporting ISISBy MARC SANTORA and STEPHANIE CLIFFORD February 26, NEW YORK — Three Brooklyn men were charged on Wednesday with aiding the Islamic State, the terrorist organization that controls large parts of Iraq and Syria and has been actively recruiting young people from around the world to its fight.

One of the men was arrested at Kennedy International Airport, where he was trying to board a flight to Istanbul and then planned to travel to Syria to join the battle, according to the government.

At least two of the men had threatened to carry out attacks on targets in the United States if they failed in their attempt to travel overseas, according to the government.

“This is real,” William J. Bratton, the New York City police commissioner, said at a news conference. “This is the concern about the lone wolf.”“这是真实存在的威胁,”纽约市警察局长威廉·J·布拉顿(William J. Bratton)在新闻发布会上说。

“就是我们所担心的独狼式袭击。

”The arrests came one week after the authorities in London said they were looking for three teenage girls who left their homes and were suspected of traveling to Syria — part of a growing pattern of people leaving their friends and families in the West and seeking to join the ranks of the jihadists.

Although it is believed that thousands of people from Europe have traveled to Syria in recent months, Commissioner Bratton said the arrests of the three Brooklyn men represented the first time the authorities had made public a case linking New Yorkers to the effort by the Islamic State to draw people under its banner.

In a speech earlier Wednesday, James B. Comey, the director of the Federal Bureau of Investigation, said the threat posed by sympathizers of the Islamic State, also known as ISIS or ISIL, was escalating.

“I have homegrown violent extremist investigations in every single state,” he said in the speech at a meeting of the National Association of Attorneys General.“我们在每个州都展开了对暴力极端分子的调查,”他在全美检察官协会(National Association of Attorneys General)的会议上发表演讲时说。

The Islamic State, Mr. Co mey said, “is putting out a siren song through their slick propaganda through social media that goes like this: ‘Troubled soul, come to the caliphate, you will live a life of glory, these are the apocalyptic end times, you will find a life of meaning here fighting for our so-called caliphate, and if you can’t come, kill somebody where you are.'”

’”“That is a message that goes out to troubled souls everywhere, resonates with troubled souls —people seeking meaning in some horribly misguided way,” he added.“这条讯息扩散到了世界各地不安的灵魂,与他们产生了共鸣,那些人在以一种被极度误导的方式寻求意义,”他说。

The men charged on Wednesday appeared to fit that mold, according to court documents. They were influenced by videos posted online by the Islamic State, inspired by messages on social media and compelled to act after months of becoming increasingly radicalized.

The court documents show young men driven to travel thousands of miles to the killing fields in the desert even as they clashed at home with family members they considered infidels. One of the young men had his passport taken away by his mother, who had grown concerned about his behavior.

At times, they come across as naïve. One of the men said he would need only $400 in Syria because the Islamic State would take care of their needs, according to the complaint. But they were also committed, vowing to shoot police officers if their plans fell through.

The documents also provide one of the most detailed accounts of the logistics involved in recruitment into the group, showing the young men wrestling with how to evade law enforcement, sneak across borders and communicate with members of the Islamic State from afar.
