Queer Theory, An IntroductionAnnamarie JagoseIndeed, as an intellectual model, queer has not been produced solely by lesbian and gay politics and theory, but rather informed by historically specific knowledges which constitute late twentieth-century western thought. Similar shifts can be seen in both feminist and post-colonial theory and practice when, for example, Denise Riley (1988) problematises feminism‟s insistence on “women” as a unified, stable and coherent category, and Henry Louis Gates (1985) d enaturalises “race.” Such conceptual shifts have had great impact within lesbian and gay scholarship and activism and are the historical context for any analysis of queer.Both the lesbian and gay movements were committed fundamentally to the notion of identity politics in assuming identity as the necessary prerequisite for effective political intervention. Queer, on the other hand, exemplifies a more mediated relation to categories of identification. Access to the post-structuralist theorisation of identity as provisional and contingent, coupled with a growing awareness of the limitations of identity categories in terms of political representation, enabled queer to emerge as a new form of personal identification and political organisation. “Identity” is pro bably one of the most naturalised cultural categories each of us inhabits: one always thinks of one‟s self as existing outside all representational frames, and as somehow marking a point of undeniable realness. In the second half of the twentieth century, however, such seemingly self-evident or logical claims to identity have been problematised radically on a number of fronts by such theorists as Louis Althusser, Sigmund Freud, Ferdinand de Saussure, Jacques Lacan and Michel Foucault. Collectively, their work has made possible certain advances in social theory and the human sciences which, in the words of Stuart Hall, have effected “the final de-centring of the Cartesian subject.” Consequently, identity has been reconceptualised as a sustaining and persisten t cultural fantasy or myth. To think of identity as a “mythological” construction is not to say that categories of identity have no material effect. Rather it is to realise--as Roland Barthes does in his Mythologies (1978)--that our understanding of ourselves as coherent, unified, and self-determining subjects is an effect of those representational codes commonly used to describe the self and through which, consequently, identity comes to be understood. Barthes‟s understanding of subjectivity questions that seemingly natural or self-evident “truth” of identity which derives historically from RenèDescartes‟ notion of the self as something that is self-determining, rational and coherent.Reconsidering Karl Marx‟s emphasis on the framework of constraints or hi storical conditions which determine an individual‟s actions, Louis Althusser has argued that we do not pre-exist as free subjects: on the contrary, we are constituted as such by ideology. His central thesis is that individuals are “interpellated” or “called forth” as subjects by ideology, and that interpellation is achieved through a compelling mixture of recognition and identification. This notion is important for any thorough examination of identity politics, because it demonstrates how ideology not only positions individuals in society but also confers on them their sense of identity. In other words, it shows how one‟s identity is already constituted by ideology itself rather than simply by resistance to it.Like the Marxist structuralist approach to subjectivity, psychoanalysis makes culturally available a narrative that complicates the assumption that an identity is the natural property of any individual. Sigmund Freud‟s theorisation of the unconscious further challenges the notion that subjectivity is s table and coherent. In establishing the formative influence of important mental and psychic processes of which an individual is unaware, the theory of the unconscious has radical implications for the common-sense assumption that the subject is both whole and self-knowing. Furthermore, interpretations of Friud‟swork--particularly by the French psychoanalyst, Jacques Lacan-- establish subjectivity as something which must be learned, rather than as something which is always already there. Subjectivity is not an essential property of the self, but something which originates outside it. Identity, then, is an effect of identification with and against others: being ongoing, and always incomplete, it is a process rather than a property.In some influential lectures on structural linguistics which he delivered in 1906-11, Ferdinand de Saussure argues that language does not so much reflect as construct social reality. For Saussure, language is not some second-order system whose function is simply to describe what is already there. Rather, language constitutes and makes significant that which it seems only to describe. Moreover, Saussure defines language as a system of signification that precedes any individual speaker. Language is commonly misunderstood as the medium b y which we express our “authentic” selves, and our private thoughts and emotions. Saussure, however, asks us to consider that our notions of a private, personal and interior self is something constituted through language.The theories of Althusser, Freud, Lacan and Saussure provide the post-structrualist context in which queer emerges. The French historian Michel Foucault has been more explicitly engaged in denaturalising dominant understandings of sexual identity. In emphasising that sexuality is not an essentially personal attribute but an available cultural category--and that it is the effect of power rather than simply its object--Foucault‟s writings have been crucially significant for the development of lesbian and gay and, subsequently, queer activism and scholarship. To say this is not to claim that there is literally a causal connection between Foucault‟s work and queer practice and theory. Yet, as Diana Fuss observes, Foucault‟s work on sexuality resonates with “current disputes amongst gay theorists and activists over the meaning and applicability of such categories as …gay‟, …lesbian‟, and …homosexual‟ in a post-structuralist climate which renders all such assertions of identity problematic”.Foucault‟s argument that sexuality is a discursive produc tion rather than a natural condition is part of his larger contention that modern subjectivity is an effect of networks of power. Not only negative or repressive but also productive and enabling, power is “exercised from innumerable points” to no predetermined effect (Foucault, 1981). Against the popular concept that sex both exists beyond power relations and yet is repressed by them, Foucault (1979) argues that power is not primarily a repressive force:In defining the effects of power by repression, one accepts a purely juridical conception of the power; one identifies power with a law that says no; it has above all the force of an interdict. Now, I believe that this is a wholly negative, narrow and skeletal conception of power which has been curiously shared. If power was never anything but repressive, if it never did anything but say no, do you really believe that we should manage to obey it? What gives power its hold, what makes it accepted, is quite simply the fact that it does not simply weigh like a force which says no, but that it runs through, and it produces things, it induces pleasure, it forms knowledge, it produces discourse; it must be considered as a productive network which runs through the entire social body much more than as a negative instance whose function is repression.In Foucault‟s analysis, marginalised sexual identities are not simply victims of the operations of power. On the contrary, they are produced by those same operations: “For two centuries now, the discourse on sex has been multiplied rather than rarefied; and if it has carried with it taboos and prohibitions, it has also, in a more fundamental way, ensured the solidification and implantation of an entire sexual mosaic” (Foucault, 1981). This emphasis on the productive and enabling aspects of power profoundly alters the models by which traditionally it has been understood. Consequently, Foucault‟s revaluation of power has significantly affected much lesbian and gay analysis.Since he does not think that power is a fundamentally repressive force, Foucault does not endorse such liberationist strategies as breaking prohibitions and speaking out. Indeed, because the idea of modern sexual repression is widely accepted, Foucault speculates that the discursive critique of oppression, far from correctly identifying the mechanisms of power, “is …in fact part of the same historical network as the thing it denounces (and doubtless misrepresents) by calling it …repression.‟” Foucault questions the liberationist confidence that to voice previously denied and silenced lesbian and gay identities and sexualities is to defy power, and hence induce a transformative effect. As Foucault takes a resolutely anti-liberatory position on this matter he is sometimes read--perhaps unsurprisingly given the common currency of what he critiques as “the repressive hypothesis”--as advocating political defeatism.Yet Foucault also argues that “where there is power, there is resistance,” a resistance “coextensive with [power] and absolutely its contemporary” (Fouca ult, 1988). Like power, resistance is multiple and unstable; it coagulates at certain points, is dispersed across others, and circulates in discourse. “Discourse” is the heterogeneous collection of utterances that relate to a particular concept, and thereby constitute and contest its meaning--that “series of discontinuous segments whose tactical function is neither uniform nor stable.” Just as he cautions against thinking that power demarcates only hierarchical relations, so Foucault insists that discourse is not simply for or against anything, but endlessly prolific and multivalent: “we must not imagine a world of discourse divided between accepted discourse and excluded discourse, or between the dominant discourse and the dominated one; but as a multiplicity of discursive elements that can come into play in various strategies.”When describing the relation between discourses and strategies, and demonstrating how a single discourse can be used strategically for oppositional purposes, Foucault specifically instances how the category of homosexuality was formed in relation to structures of power and resistance. The rise of the homosexual as a “species” exemplifies the polyvalent capacities of discourse:There is no question that the appearance in nineteenth-century psychiatry, jurisprudence, and literature of a whole series of discourses on the species and subspecies of homosexuality, inversion, pederasty, and “psychic hermaphrodism” made possible a strong advance of social controls into this area of “perversity;” but it also made possible the formation of a “reverse” discourse: homosexuality began to speak in its own behalf, to demand that its legitimacy or “naturality” be acknowledged, often in the same vocabulary, using the same categories by which it was medically disqualified.Discourse, then, is entirely within (yet not necessarily in the service of) the mechanisms of power. Foucault‟s analysis focuses on discourse as a mode of resistance, not to contest its content but in order to particularise its strategic operations. In so far as homosexuality is one of his key examples, Foucault regards sexual identities as the discursive effects of available cultural categories. Challenging commonly held understandings of power and resistance, his work has obvious appeal for lesbian and gay--and subsequently queer--theory and practice. Due to this omission,it cannot capture an important aspect of the issue:removing a group of workers from production and adding them to the dependent population will obviously change both the level and growth rate of output per capita.At a theoretical level,the longevity versus dependency effects we have discussed here simply reflect two aspects of the life-cycle hypothesis.On the one hand,individuals save more when they expect to live longer.On the other hand,when the population becomes older,dissavers increase in number relative to savers.Intuitively,both middle-aged and old-aged individuals contribute to aggregate savings.With increasing life expectancy,at a given point in time,middle-aged individuals save more and raise aggregate savings.However,increasing life expectancy also implies more old people who dissave and reduce aggregate savings.Hence,the effect of rising longevity can only be estimated with the population age structure held constant,and vice versa.In this paper,wefirst construct a simple growth model with overlapping generations that encompasses both neoclassical and endogenous growth models as special cases,to shed light on the explicit and separate roles of life expectancy,dependency rates,and fertility(or population growth). We show that rising longevity(life expectancy)raises the saving rate at both the household level and aggregate level,and that it raises the growth rate of output per capita.However,a rising old-age dependency rate lowers the aggregate saving rate,whereas a rising total dependency rate reduces the growth rate of per capita output.Although demographers have long noticed the importance of both fertility and longevity to the dependency ratio,economists have largely ignored one of the2Ehrlich and Lui(1991)used mortality,which is similar to the use of life expectancy.Recent theoretical studies have investigated the effect of life expectancy(or mortality)on capital accumulation and growth.See,for example, Skinner(1985),Ehrlich and Lui(1991)and de la Croix,and Licandro(1999).2factors in their analysis.Thus,we contribute to the economic literature by taking into account these realistic demographic factors.We then carry out a panel study using the World Bank’s World Development Indicators2005 dataset,which contains more substantial information for over two hundred countries from1960to 2004than previously used data sets.3Consistent with our intuitive and theoretical predictions, ourfixed effects estimations show that the longevity effect is positive and the dependency effect is negative in the saving,investment,and growth regressions.Thefindings are generally robust when we add other determinants of savings,investment,and growth.The remainder of this paper is organized as follows.Section2justifies the roles of life expectancy, population growth,fertility,and the population age structure in the determination of aggregate savings and per capita income growth in a simple growth model with overlapping generations. growth,6our explicit joint consideration of longevity,the age structure,and fertility in affecting savings and growth seems to be novel and is itself an important contribution to the literature.3.Empirical specifications and dataThe empirical specifications for saving or investment and growth equations are based on(5)and(6) which illuminate the explicit roles of life expectancy,population growth,fertility,the population age structure,and previous income per capita.As life expectancy at time t reflects the up to date information on the rate of survival,it will would affect saving rates.In this paper,we follow the more recent new growth literature of Romer,Lucas,Ehrlich,and Barro in which exogenous factors determine growth determinants,such as saving rates,fertility,and human capital that in turn affect growth.The former approach has put emphasis on savings,whereas the latter approach has focused on sustainable growth as the ultimate variable to be determined in the model.Our major focus is on the separate effects of several demographic factors on saving and growth rates when they are controlled for jointly.8We expect that b1<0,as in the literature on growth regressions,and according to our theoretical predictions,b2<0,b3>0,and b4>0,i.e.a negative population growth effect,a negative total dependency effect,and a positive longevity effect.In this growth equation,the log of previous life expectancy has replaced the log of the previous saving rate that is chosen by households(not the aggregate saving rate)that is present in the theoretical growth equation(6).In comparison to the previous studies,a distinctive feature of our specifications of the saving, investment,and growth equations is that we consider the population age structure,population growth(or fertility),and life expectancy jointly.To facilitate the comparison of our results with those in the previous work,we will also consider specifications where one of the life expectancy and population age structure variables is excluded from the saving,investment,or growth equation.To control for unobservable country and cyclical effects,we employ the country and timefixed-effects model for both(7)and(8).7The data used here are based on the World Bank’s World Development Indicators2005for the period from1960to2004,which cover over200countries.The dataset contains a wide range of variables,such as the ratio of investment to GDP,the growth rate,school enrollment,and demo-graphic statistics.Regarding the population age structure,data are available for the proportions of the population under age15,between15and64,and aged65or above.The age group between15 and64is chosen to be the middle-age population,as in the literature on savings and dependency rates,and the annual growth rates are62years(11.63),0.10 (0.06),0.165(0.15),and0.015(0.038),respectively.There was a great deal of variation across countries.Life expectancy during the period from1993to1998was below50years in24coun-tries,between50and70years in67countries,and above70years in66countries.The old-age dependency rates ranged from0.02to0.28;the mean values of the old-age dependency rates were 0.05in the41countries with low life expectancy,0.08in the19countries with mid life expectancy, and0.15in the31countries with high life expectancy.The mean values of the saving rates and the growth rates in the countries with low life expectancy(0.06and0.015respectively)were much lower than in the countries with high life expectancy(0.21and0.024respectively).Fertility rates were much higher in low life expectancy countries than in high life expectancy countries:5.89,3.73 and2.12in countries with low,mid,and high life expectancy,respectively.Variation over time was relatively moderate,apart from a sharp decline in fertility.From the period from1963to68to the period from1998to2003,life expectancy increased by about10years,the old-age dependency rate increased by about2percentage points,fertility declined by more than40%,and the saving (growth)rates declined from18%to16%(0.027%to0.018%).9Summary statistics are provided in Table1.8In this paper,all economic variables arefirst normalized to the local2000price level,and then converted into the2000US dollar using the2000exchange rate.There is a second way of conversion:economic variables arefirst converted into the US dollar by the current exchange rate,and then normalized to the2000US price level.We use thefirst way of conversion to avoid the complication of exchange rate variation.We also run following three decades.104.Estimation results4.1.Saving regressionsThe saving regressions are reported in Table2.We begin with a saving regression on two explana-tory variables:previous fertility and life expectancy.10These two variables were used in previous studies on investment(e.g.,Barro and Sala-i-Martin,1995).The result is reported in Regression (1)in Table2:previous fertility has a negative effect on the aggregate saving rate,whereas life expectancy has a significant positive effect.In Regression(2),we use previous fertility and the old to middle-age population ratio but drop life expectancy as in Leff(1969)and Ram(1982).It shows that the estimated coefficient on previous fertility is about the same in magnitude as that in Regression(1).The estimated coefficient on the old-age dependency rate is not significantly different from zero,which may lead to the conclusion that old-age dependency does not affect the aggregate saving regression as in Ram(1982,1984).In Regression(3),that follows our correct specification,we include both life expectancy and old-age dependency.The estimated coefficient on life expectancy is nearly the same as in Regression (1)where the old-age dependency variable is absent.The old-age dependency ratio continues to have a negative yet insignificant effect on savings.In Regression(4),we add another important determinant of savings-the lagged log per capita GDP.It appears that the saving rate increases with per capita GDP,which has a highly significant coefficient as suggested in the model in the Appendix whereby survival increases with consumption. Introduction
This paper is about the ring of homotopy groups of a simplicial ring. This ring of homotopy classes has a huge amount of additional structure. The theory is best worked out for algebras over F2 , and we will restrict ourselves to this case. §§2-3 in [3] contain a good survey with references to the original articles. We just recall the points which are most important to us. The main observation is that the square of every element in positive degree is zero. Analyzing this fact gives rise to a divided power structure on the ring of homotopy groups. There is a refinement of this, which constructs a sequence of homotopy operations δi . These are defined by Dwyer in [2] and also by Bousfield. The homotopy of a simplicial algebra R• is isomorphic to the homology of the associated chain complex C∗ (R). We can represent an element in πn (R) by a cycle in the the chain complex, that is by a class z ∈ Rn = Cn (R), such that 0≤i≤n di(z ) = 0. The problem which this article wants to solve is the following: Suppose that δi is defined on πn (R• ). Can we give an explicit formula for an element in Rn+i that represents the element δi (z )? The reason that we care is that we are interested in explicit applications, like in [1] where we compute these operations. We will focus on Dwyer’s approach.
