A special policy aimed at keeping Roseville Police officers in top physical condition could start becoming usual and statewide as a result of a law which has been formally suggested before the California Assembly（议会）.
AB 2183, put forward by Assemblyman Todd Spitzer, would set aside ＄10 million for the creation of a new voluntary fitness program aimed at shaping up California’s 75,000 peace officers. Spitzer, a former officer with the Los Angeles Police Department, said the cost of the program would be balanced out by the millions of dollars saved in medical costs and disability payments for injured and out – of – shape officers.
For Roseville Police officers, physical fitness isn’t just advised, it’s a required part of an officer’s day. Each officer must spend an hour in the department gym before each working period. “We’re trying to break that typical donut（多纳圈）shop image here.” Roseville Police Chief Joel Neves said.
And most officers don’t seem to mind keeping in shape as part of their daily duties. “We have some officers here that are 50 years old running a five –minute mile,” Lt. Mike Allison said. “They’re in great shape. It is a culture that is expected now.” Neves said the required workouts also attract some high quality people who have just joined the Roseville force. “We can truly take the best of the best and bring them to Roseville,” Neves said. “It’s not just the fitness level. On the whole, it’s the belief of the employees in work.”
However, people who object to the idea insist that putting taxpayer dollars toward keeping officers fit isn’t money well spent. “This is an extraordinary rip – off （敲竹杠）of taxpayers,” Jon Coupal with the Howard Jarvis Taxpayers Association said.
“I think police officers also need a good night’s sleep, but does that mean taxpayers should be paying for their beds? I don’t think so.”

In 2003 I wrote an article about high gas prices in North America. Here we are about to be in a particular state of 2007 and the price at the pump is vastly higher. This is not a surprising turn of events when we look at all the reasons for the high gas prices we are paying at the pump and on our heating bills.
The usually argued idea by people suffering under high prices is that the oil and gas companies themselves are fixing the pricing system. The majority will find this as reason number one. Most Canadians love to lay the blame on the taxes applied at the pump, and how the oil companies gouge（榨取）the consumers, but they and the media in Canada are ignoring the more important causes.
In Canada, most are unaware that the National Energy Policy, or NEP, has lost its effects partly in the advance of free trade. No longer can the Canadian government try to set up Canadian pricing for oil and gas that is produced and sold in Canada. We completely lost that ability when we signed onto the North American Free Trade Agreement （NAFTA）.
What this means is that Canada now has little control over supplies and pricing within our own country. During the free trade negotiations（谈判）the Mexican negotiators had enough ability to prevent writing the American suggestion into law that both Canada and Mexico must hand over a full two thirds of all of our natural gas production. This leaves Canadians paying world market money charged for something that they themselves export.
Right now Canada ships some two million barrels of oil a day south; yet we cannot
do anything about setting national pricing structures, thanks to the free trade agreements.
This is not the whole story though. Even if we were to put an end to NAFTA which is our right under the agreement, we may have already given away too much of our resource. In 1997 there were 41 large Canadian oil companies in Canada. Today there are only six. Of the 35 that on longer exist, U.S. companies bought out 21. This is a disturbing trend of foreign takeovers of Canadian natural resources.

Keeping good records
Everything’s easier if you’re organi zed.
“Running a house is a lot like running a business,”
says Stephanie Denton, an expert organizer in
Cincinnati. Ohio. To get a successful control of
organizing papers, bills, and other materials,
Denton suggests the following tips:
Create a place in which you can always do your paperwork. This is perhaps the most important point of a successful system. If you can’t devote an entire desk to the task ,at least buy a file cart to store active paperwork and a two drawer file cabinet （橱柜）for family records. Store the rolling file cart wherever it is most convenient and comfortable to do your work, whether that is the kitchen, office, or family room.
When in doubt, throw it out. The first step to operating a workable filing system is to remove paper you don’t use, don’t need, or that you could easily access again elsewhere. Throw out old lists, and all of the mailings or offerings you’ll never have a chance to use or even read.
Set aside two days a month to pay bills. If a monthly due da te doesn’t fit into your
cycle, call up the bank or company that you owe money to and suggest a more convenient date. Keep two folders at front of your system for present bills (one to each bill-paying day) and file all incoming bills. Keep a list in the front of each folder of what needs to be paid in case the bill never arrives or gets misplaced.
Think of your filing system not as a rigid tool, but as a living, breathing system that can vary to fit your changing needs. A good filing system is both mentally and physically adaptable. Everyone’s needs are different, says Denton, but when designing a filing system, ask yourself: “Where would I look for this?” Create main headings for your filing system, such as Investments(投资), Taxes, Children, and so on, and file separate folders under the main headings. Never fill your files with too many things.

Getting It in Writing
Writing is a system of communication relating to sight that is made up of symbols recorded on a surface. The symbols used in writing stand for words, sounds, or ideas. Writing is a relatively new idea in human history. It is only about 5.500 years old. The earliest writing systems were developed by the Sumerians, Egyptians, and Phoenicians.
The earliest known writing system appeared sometime between 3500 and 3000 B.C. in Sumer, a region in what is now known as the Middle East. Sumerian writing used pictographs( ), or pictures, that stood for words or ideas. The Sumerians wrote with a pointed stick on wet and flat earth that later dried and hardened.
Around 3000 B.C. the Egyptians, who were very creative, invented a kind of writing known as hieroglyphics( ). Most hieroglyphs drew whole words, but some of them stood for sounds in words. The Egyptians cut their hieroglyphs into the surface of stone, painted them on pottery, and wrote them on papyrus, a type of paper made from a plant fiber(纤维).
The Phoenicians were traders traveling regularly on the sea, and lived along the east coast of the Mediterranean Sea. They were the first to develop a different kind
of writing system, around 1000 B.C. Instead of pictographs, Phoenician writing was made up entirely of letters. Their 22 letters stood for consonant（辅音）sounds in words, but vowel（元音）sounds were not stood for.
Later the Greeks and Romans used the Phoenician system（）as the basis for their alphabets（字母表）, adding letters for vowel sounds.

Besides, I want to tell you about an attractive program that is going to be on in four days at 8 pm on Channel 12. It’s part of the “Great Minds in Psychology” program that has been on Public TV this year. The subject of Monday’s program will be Sigmund Freud. In the program everything is shown with computer cartoon the makes the explanations really easy to understand. You really should make an effort to watch this show, especially since some questions about Sigmund Freud will be in the exam next Tuesday. Besides, I think you will find the hour –long show both interesting and full of information. Well, that’s all I have for today. Tomorrow is a holiday, so I will see you on Monday afternoon.
