Foreword

Material industry is one of the basic industries of the national economy, the new material is the precursor for the development of the material industry and an important strategic emerging industry. It is the crucial time for our material industry from big to strong in "12th-Five Year" period. It is stragetic importance to speed up the cultivation and development of new material industry in the upgrade of the material industry, the development of the strategic emerging industry, the buildup of the national key projects, the transformation and upgrade of traditional industries and new international competence.

Based on “The 12th Five-Year Plan for National Economic and Social Development of T he People's Republic of China” and “The Decision of the State Council on Speeding up The Cultivation and Development of Strategic Emerging Industries”, Ministry of Industry and Information Technology (MIIT) made “Working Plan on New Material Industry during the 12th Five-year Plan”together with National Development and Reform Commission, Ministry of Science and Technology, Ministry of Finance and other relevant departments and units. The plan is a guideline on the development of new material industry in the next five years and an important evidence for the allocation the governmental public resources and enterprise decision.
