Minimum Requirements of HSSE competence PERSONNEL

HSSE人员的最低能力要求

1. Education background: Technical school / high school or above qualification

2.Working experience- Have at least 2 years in the construction industry and 1 year HSSE management working experience.

3. competence:

- understand national and local law & regulations

relevant to the contract work

-can assess the risk level in the work, provide solution and develop action plan to reduce the high

risk

-monitor site HSSE performance and can find

incompliance on site, including worker behavior, PPE,

process, i.e

-diagnose the gap for company and site HSSE vs target, propose solution and persuade management team to

accept it , and implement it

-can conduct training to staff on site as per

competence matrix

- audit experience is preferred

1.教育背景：技校，高中或更高的学历

2.工作经验：在建筑行业至少有2年的工作经验，1年以上的HSSE管理经验

3.能力：

－了解与合同工作内容相关的国家和地方法律法规

－能正确评估工程中的各项工作的风险水平，编制控制方案和行动计划来降低风险水平

－监控现场的HSSE表现，能发现现场不合规的情况，包括工人的行为，个人保护设备的使用，操作流程等

－能分析出公司和现场的HSSE表现与目标的差距，提出解决方案，使管理层接受方案，实施解决方案

－能按照能力框架的要求对现场工作人员实施培训

－最好有审计的经验
