(60 scores)One in every five young people in this country shows signs and symptoms of a mental health problem, but too often we don’t recognize the warning signs. According to the U.S. Surgery General half of these young people will also develop a problem with drugs. Do you know what signs to look for in your children and how to help?Left untreated, mental health and addiction disorders can result in poor performance in school, behavior problems, relationship problems, or even suicide. More teenagers and young adults die from suicide than from cancer, heart disease, AIDS, birth defects, stroke, pneumonia, influenza, and chronic lung disease combined. Experts say that unfortunately, most of these young people don’t get the professional help they need before it’s too late.Substance abuse and mental health problems are each primary disorders. However, research shows that when a young person has both mental health and substance abuse problems, it’s usually the mental health disorder that develops first. Young people with mental health problems may use marijuana, other illicit drugs, or alcohol to try to treat themselves,or “self-medicate.” This can rapidly lead to drug dependence. The illicit drug or alcohol use can make mental health problems worse, or even interfere with medications prescribed to treat the mental illness. In some young people, drug abuse can create new symptoms that look like a mental health disorder, such as episodes of depression, rage or hallucinations.Parents play a critical role in helping identify and/or solve their children’s mental health and substance abuse problems. Studies show that children look to their parents as the best source of information and guidance on serious issues affecting their lives. Be alert to symptoms such as problems at school, changes in eating or sleeping habits, diminishing physical health and appearance, and the inability to handle everyday decisions and pressures.Mental health and addiction disorders are real illnesses – as real as diabetes, cancer, or heart disease. That means that people with mental health problems need treatment and other support services.VI. Translate the following Chinese into English. (60 scores)积极开展对外交往与合作,全方位外交取得重大进展,坚定地维护和发展了国家利益。

Reading comprehension (40 points)Section A: Read and make the best choice (30 points, 2 for each)Directions: In this section there are three passages followed by 15 multiple-choice questions. Read the passages and then write down your answers on your ANSWER SHEET.Passage OneIt was a normal day in the life of the American Red Cross in Greater New York. First, part of a building on West 140th Street, in Harlem, fell down. Beds tumbled through the air, people slid out of their apartments and onto the ground, three people died, and the Red Cross was there, helping shocked residents find temporary shelter, and food and clothing. Then it was back downtown for that evening’s big fund-raiser, the Eleventh Annual Red Cross Award Dinner Dance, at the Pierre. “That’s why I have bad hair tonight,” Said Christopher Peake, a Red Cross spokesman who had spent much of the day at the Harlem scene, in the drizzling rain. He was now in a tuxedo, and actually his hair didn’t look so bad, framed by a centerpiece of tulips and jonquils, and perhaps improved by subdued lighting from eight crystal chandeliers.Definitely not having a bad-hair night was Elizabeth Dole, the wife of Senator Robert Dole and the president of the American Red Cross. President Dole has chestnut-colored Republican hair, which was softly coifed, and she was wearing a fitted burgundy velvet evening suit (“Someone made it for me! I love velvet!”she exclaimed, in her enthusiastic, Northern Carolina hostess voice) and sparkling drop earrings. Of course, she hadn’t been standing in the rain in Harlem; she had just flown up on the three-o’clock shuttle from Washington. Dole is extremely pretty, with round green eyes and a full mouth and a direct personality. She tilts her head attentively when she listens. She was the recipient of the evening’s award; previous award winners have included Alice Tully, Princess Yasmin Aga Khan, ...and, most recently, Brooke Astor. Not exactly a sequence at the end of which you would expect to find Elizabeth Dole, but award givers are famous for having political instincts as well as philanthropic ones.Surrounded by the deep-blue swags and golden draperies of the ballroom were more than thirty-five dinner tables set with groupings of candles and floral centerpieces and Royal Doulton china, American Express was there. So were Bristol-Myers Squibb; Coopers & Lybrand; the New York Life; ...and Price Waterhouse. The actress Arlene Dahl, with her rather red hair and her bearded husband, presided over one table. Otherwise, it was a typical, faceless, captain-of-industry fund raiser (No models! No stars!), of which there seems to be at least one every night in New York City. It was not a society night, but still the evening raised four hundred and thirty thousand dollars.31. From what we read we can infer that “it was a normal day in the life of theAmerican Red Cross in Greater New York” means its staff _______.A. deal with the fall of houses in the city every dayB. are busy helping people who suffer from disasters every dayC. work during the day and to have banquet in the evening every dayD. go to Harlem, the poorest district of New York, every day and help peoplethere32. The fund-raiser mentioned in the passage refers to _______.A. Robert DoleB. Elizabeth DoleC. The Eleventh Annual Red Cross Award Dinner DanceD. all the business companies attending the Dinner Dance33. Christopher Peake’s hair didn’t look so bad because _______.A. he was wearing a handsome tuxedoB. he was wearing tulips on his suitC. he was seen among flowersD. he was sitting near flowers and in very soft light34. Elizabeth Dole was _______.A. the president of the American Red Cross and acted at the Dinner as a North Carolina hostessB. a republican and wife of the president of the American Red CrossC. the president of the American Red Cross and its main representative at theAnnual Dinner DanceD. born in North Carolina, became an air-hostess and later married Senator Robert Dole.35. The presence of an actress at the Dinner made the fund raising _______.A. less impersonalB. a typical fund-raising eventC. less personalD. more business-likePassage TwoIt is often claimed that nuclear energy is something we cannot do without. We live in a consumer society where there is an enormous demand for commercial products of all kinds. Moreover, an increase in industrial production is considered to be one solution to the problem of mass unemployment. Such an increase presumes an abundant and cheap energy supply. Many people believe that nuclear energy provides an inexhaustible and economical source of power and that it is therefore essential for an industrially developing society. There are a number of other advantages in the use of nuclear energy. Firstly, nuclear power, except for accidents, is clean.A further advantage is that a nuclear power station can be run and maintained by relatively few technical and administrative staff. The nuclear reactor represents an enormous step in our scientific evolution and, whatever the anti-nuclear group says, it is wrong to expect a return to more primitive sources of fuel. However, opponents of nuclear energy point out that nuclear power stations bring a direct threat not only to the environment but also to civil liberties.Furthermore, it is questionable whether ultimately nuclear power is a cheap source of energy. There have, for example, been very costly accidents in America, in Britain and, of course, in Russia. The possibility of increases in the cost of uranium in addition to the cost of greater safety provisions could price nuclear power out of the market. In the long run, environmentalists argue, nuclear energy wastes valuable resources and disturbs the ecology to an extent which could bring about the destruction of the human race. Thus if we wish to survive, we cannot afford nuclear energy. In spite of the case against nuclear energy outlined above, nuclear energy programs are expanding. Such an expansion assumes a continual growth in industrial production and consumer demands. However, it is doubtful whether thisgrowth will or can continue. Having weighed up the arguments on both sides, it seems there are good economic and ecological reasons for sources of energy other than nuclear power.36. The writer’s attitude toward nuclear energy is _______.A. indifferentB. tolerantC. favorableD. negative37. According to the opponents of nuclear energy, which of the following is TRUEof nuclear energy?A. Primitive.B. Cheap.C. Exhaustible.D. Unsafe.38. Some people claim that nuclear energy is essential because _______.A. it provides a perfect solution to mass unemploymentB. it represents an enormous step forward in our scientific evolutionC. it can meet the growing demand of an industrially developing societyD. nuclear power stations can be run and maintained by relatively few technicaland administrative staff39. Which of the following statements does the writer support?A. The demand for commercial products will not necessarily keep increasing.B. Nuclear energy is something we cannot do without.C. Uranium is a good source of energy for economic and ecological reasons.D. Greater safety provisions can bring about the expansion of nuclear energy programs.40. The function of the last sentence is to _______.A. advance the final argumentB. reflect the writer’s attitudeC. reverse previously expressed thoughtsD. show the disadvantages of nuclear powerPassage ThreeWe hear it a lot the news these days:“Recycle newspapers and save a tree. Collect bottles and cans so they can be reused in the manufacturing of new products.”Protecting our delicate environment seems to be on the agenda of politicians, government leaders, and citizens in many parts of the world to show support for Mother Nature. The concept of green consumerism has gained momentum more and more over the last decade, and the public feels moved to pitch in and help. However, three essential keys needed to power this movement include a more informed public, the development of improved technology, and a greater demand for recycled materials. Let’s use paper as an example. The first step is to raise public awareness about the recycling process, to explain the kinds of materials that can be recycled, and provide ways on how to properly dispose of them. Local governments should educate the public on how to properly sort reusable materials from those, like waxed paper, carbon paper, plastic laminated material such as fast food wrappers, that can’t be recycled very easily. Then, a system of collecting these sorted materials needs to be established. Public interest might be there, but may soon wane if recycling centers located in convenient locations are not available. Sometimes we become complacent when it comes to recycling, but when you speak in terms of actual facts and figures that everyone can understand, people become more cognizant of the problem. I remember reading one time that the energy saved from one recycled can provides enough power to operate a television set for three hours. Give the public information they can grasp in real terms, and then you will increase your chances of gaining followers.Second, technological progress has been made on many fronts, but governmental agencies need to step up their support for companies involved in recycling by providing tax incentives, low -cost loans, or even grants to upgrade equipment and to encourage further research. One breakthrough has been the development of a new manufacturing process that uses enzymes to help remove ink from paper in more energy efficient and environmentally safe methods. Recycling paper materials can be expensive in both monetary and environmental terms. The difficulty in removing print from paper, the amount of energy expended during the process, and caustic waste that is sometimes produced are costs that companies incur that are then passed onto the consumer. The final key is to increase demand for the growing surplus of resources waiting to be recycled. This problem has appeared in various regions of the world where the technology to process the used materials lags far behind the amount being collected for recycling. There may be a great outpouring of support; yet the great stumbling block to implementing the second stage of this plan could be thwarted by the corporate sector’s inability to find commercial enterprises interested in using recycled goods especially when the cost exceeds those of virgin materials. Recycling is a crucial link protecting our planet. The three keys mentioned are important ways to achieve this end.41. What would be the best title for this passage?A. Important Keys to Recycling PaperB. Technological Advances Improve RecyclingC. Steps to Improving RecyclingD. Best Ways to Protect Our Environment42. According to the article, paper materials that are difficult to recycle include ______.A. copy paperB. document shredC. food wrappersD. bottles and cans43. In some cases, recycling could be hazardous to the environment if specialprecautions are not taken because ______.A. industrial emissions are sometimes created in the processB. chemical waste is sometimes produced as a resultC. a great deal of energy is expended to create new productsD. there is a lot of bacteria in waste things44. According to the passage, the demand for recyclable materials in themanufacturing of new products is sometimes sluggish because ______.A. some governments are unwilling to support expensive recycling methodsB. there is a lack of advanced technology to process the materialsC. businesses do not invest enough money into researchD. people don’t like waste things45. Which is NOT one of the main keys to recycling as mentioned in the passage?A. Government regulation of waste.B. A more informed public.C. Better technology.D. More demand for recycled materials.Section B: Read and answer question (10 points, 2 for each)Directions: In this section there is one passage followed by five questions. Please answer the questions briefly and then write down your answers on your ANSWER SHEET.George had stolen some money, but the police had caught him and he had been put in prison. Now his trial was about to begin, and he felt sure that he would be found guilty and sent to prison for a long time. Then he discovered that an old friend of his was one of the members of the jury at his trail. Of course, he didn’t tell anybody, but he managed to see his friend secretly one day. He said to him, “Jim, I know that the jury will find me guilty of having stolen the money. I cannot hope to be found not guilty of taking it –that would be too much to expect. But I should be grateful to you for the rest of my life if you could persuade the other members of the jury to add a strong recommendation for mercy to their statement that they consider me guilty.”“Well, George,” answered Jim, “I shall certainly try to do what I can for you as an old friend, but of course I cannot promise anything. The other eleven people on the jury look terribly strong-minded to me.”George said that he would quite understand if Jim was not able to do anything for him, and thanked him warmly for agreeing to help. The trial went on, and at last the time came for the jury to decide whether George was guilty or not. It took them five hours, but in the end they found George guilty, with a strong recommendation for mercy.Of course, George was very pleased, but he didn’t have a chance to see Jim for some time after the trial. At last, however, Jim visited him in prison, and George thanked him warmly and asked him how he had managed to persuade the other members of the jury to recommend mercy.“Well, George,” Jim answered, “as I thought, those eleven men were very difficult to persuade, but I managed it in the end by tiring them out. Do you know, those fools had all wanted to find you not guilty!”46. How do you define “jury”?47. What did George expect Jim to do?48. What did Jim do to help George?49. Why did George feel pleased about the decision?50. Who do you think is the biggest fool?III. Each passage is followed by some questions or unfinished statements. For each of them there are four choices marked A, B, C and D. You should decide on the BEST choices and then write the appropriate answer on the ANSWER SHEET. ( 30 points,2 for each )Passage 1According to a recent publication of the Equal Employment Opportunity Commission, at the present rate of progress, it will take forty-three years to end job discrimination-hardly a reasonable timetable. If our goal is educational and economic equity and parity, it is then we need affirmative action to catch up. We are behind as a result of discrimination and denial of opportunity. There is one white attorney for every 680 whites, but only one black attorney for every 4,000 blacks; one white physician for every 659 whites, but only one black physician for every 5,000 blacks; and one white dentist for every 1,900 whites, but only one black dentist for every 8,400 blacks. Less than 1 percent of all engineers or of all practicing chemists is black. Cruel and uncompassionate injustice created gaps like these. We need creative justice and compassion to help us close them.Actually, in the U.S. context, “reverse discrimination” is illogical and a contradiction in terms. Never in the history of mankind has a majority, with power, engaged in programs and written laws that discriminate against itself. The only thing whites are giving up because of affirmative action is unfair advantage, something that was unnecessary in the first place.Blacks are not making progress at the expense of whites, as news accounts make it seem. There are 49 percent more whites in medical school today and 64 percent more whites in law school than there were when affirmative action programs began some eighteen years ago.In a recent column, William Raspberry raised an interesting question. Commenting on the Bakke case, he asked, “What if, instead of setting aside 16 of 100 slots, we added 16 slots to the 100.” That, he suggested, would not interfere with what whites already have. He then went on to point out that this, in fact, is exactly what has happened in law and medical schools. In 1968, the year before affirmative action programs began to get under way, 9,571 whites and 282 members of minority groups entered U.S. medical schools. In 1976, the figures were 14,213 and 1,400 respectively. Thus, under affirmative action, the number of “white places” actually rose by 49 percent; white access to medical training was not diminished, but substantially increased. The trend was even more marked in law schools. In 1969, the first year for which reliable figures are available, 2,933minority-group members were enrolled; in 1976, the number was up to 8,484. But during the same period, law school enrollment for whites rose from 65,453 to 107,064, an increase of 64 percent. In short, it is a myth that blacks are making progress at white expense.Allan Bakke did not really challenge preferential treatment in general, for he made no challenge to the preferential treatment accorded to the children of the rich, the alumni and the faculty or to athletes or the very talented only to minorities.1. The author is for affirmative action __________.A. because it will take 43 years to end job discriminationB. because there is discrimination and denial of opportunity in the U.S.C. if we aim at educational and economic equity and parityD. when there is no reasonable timetable in the U.S.2. It requires ______ to close the gap between the whites and the blacks in the U.S.A. creative justice and compassionB. a lot more black engineers and chemistsC. education and economic developmentD.one black attorney for every 4,000 blacks3. Blacks are not making progress at the expense of whites, according to the author, because ________A. there are 49 percent more white in medical school today alreadyB. what whites give up is only unfair advantageC. there are 64 percent more whites in law schools todayD. whites, the majority in the U.S., will never discriminate against themselves4. William Raspberry, while commenting on the Bakke case, suggests ________ .A. to follow what has happened in law and medical schools.B. to interfere with what whites already have.C. to offer 84 slots to whites and 16 to blacks.D. to offer 100 slots to whites and 16 to blacks.5. According to the author, ________,A. Blacks are not making progress at white expense.B. Affirmative action is an effective way to end job discrimination.C. The things whites are giving up because of affirmative action are necessary.D. Under affirmative action, white access to medical training was diminished.Passage 2I have observed that the Americans show a less decided taste for general ideas than the French. This is especially true in politics.Although the Americans infuse into their legislation far more general ideas than the French, and although they strive more than the latter to adjust the practice of affairs to theory, no political bodies in the United States have ever shown somuch love for general ideas as the Constituent Assembly and the Convention in France. At no time has the American people laid hold on ideas of this kind with the passionate energy of the French people in the eighteenth century, or displayed the same blind confidence in the value and absolute truth of any theory. This difference between the Americans and the French originates in several causes, but principally in the following one. The Americans are a democratic people who have always directed public affairs themselves. The French are a democratic people who for a long time could only speculated on the best manner of conducting them. The social condition of the French led them to conceive very general ideas on the subject of government, while their political constitution prevented them from correcting those ideas by experiment and from gradually detecting their insufficiency; whereas in America the two things constantly balance and correct each other. It may seem at first sight that this is very much opposed to what I have said before, that democratic nations derive their love of theory from the very excitement of their active life. A more attentive-examination will show that there is nothing contradictory in the proposition.Men living in democratic countries eagerly lay hold of general ideas because they have but little leisure and because these ideas spare them the trouble of studying particulars. This is true, but it is only to be understood of those matters which are not the necessary and habitual subjects of their thoughts. Mercantile men will take up very eagerly, and without any close scrutiny, all the general ideas on philosophy, politics, science, or the arts which may be presented to them; but for such as relate to commerce, they will not receive them without inquiry or adopt them without reserve. The same thing applies to statesman with regard to general ideas in politics. If, then, there is a subject upon which a democratic people is peculiarly liable to abandon itself, blindly and extravagantly, to general ideas, the best corrective that can be used will be to make that subject a part of their daily practical occupation. They will then be compelled to enter into details, and the details will teach them the weak points of the theory. This remedy may frequently be a painful one, but its effect is certain. Thus it happens that the democratic institutions which compel every citizen to take a practical part in the government moderate that excessive taste for general theories in polities which the principle of equality suggests.6. Why do the Americans show less enthusiasm for general ideas than the French?A. In America, the constitution provides checks and balances.B. The French constitution did not allow for experiment.C. The social conditions in France led to different ideas.D. The Americans have always been in charge of their own public affairs.7. Some people in different democratic countries prefer general ideas because______.A. in politics it is easier to study general ideasB. general ideas on different subjects are more interestingC. they do not have time to address details.D. mercantile men prefer general ideas on philosophy, politics, science and the arts8. What does the writer think would inhibit people’s preference for general ideas?A. Teaching them the weak points of the theory.B. Encouraging them to take a practical part in their daily work practice.C. Trying to make them abandon those ideas.D. Compelling them to study details.9. The writer’s conclusion is that ________.A. people’s taste for general ideas can be diminished through taking a practicalpart in democratic institutionsB. general theories in politics should be the most important part of democracyC. citizens should be forced to take part in democratic institutionsD. the principle of equality must be paramount10. According to the passage, which of the following statements is true?A. The Americans have a more decided taste for general ideas than the French.B. The Americans introduce far more general ideas into their legislation than the French.C. Some political bodies in the United States have shown so much love for generalideas as the Constituent Assembly and the Convention in France.D. The political constitution condition of the French is helpful for thecorrection of those ideas by experiment.Passage 3I have some difficulty in describing why I traveled to West Africa and what I was doing there, since the journey that become so complicated and took me to so many unexpected places seemed – in the beginning – to be so simple and so clearly defined. I went to Africa to find the roots of the blues. It had always been obvious that the blues sprang from a complex background, with much of it developing from the music of the long period of African slavery in the United States and with some of its harmonic forms and instrumental styles derived out of a broad European context. It had always been just as obvious that there were certain elements in the blues – in the singing style and in the rhythmic structures – that were not traceable to anything in the countryside of the American South. These things, it seemed to me, might have come from a distantly remembered African background, even if there had been such a lengthy period between the break in contact with Africa and the emergence of the blues in the 1890’s.In the beginning I planned simply to record the tribal singers of West Africa known as griots, since it was these musicians who seemed to come closest to what we know as a blues singer. They are from tribes that had many people taken to the southern states as slaves, and they usually sing alone, accompanying themselves for the most part on plucked string instruments. Since most African music is performed by village groups, and is often dominated by drumming, this practice initself is enough to set the groits apart. At the same time I hoped to collect from the singers narrative accounts of the first encounters between the Africans and the Europeans, told from the African viewpoint. I felt that this could give me a clearer picture of one of the factors that had shaped the early Black experience in the United States. Before leaving for Africa I’d spent months taking notes on the tribal groups and working with as much material on the griots as I could find. As I traveled I had a definite idea of where I wanted to go, but at the same time I had not planned the trip in anyway. I’ve always felt that to plan a trip too carefully is to make sure you won’t find out anything you don’t already know.I didn’t know, however, how much the simple trip I had begun would change direction once I’d come to Africa, almost as if it took on a life and a will of its own. I began to feel like someone who had bought a set of boxes that fit inside each other in a wooden nest. When I opened one there was another inside it, and inside that one was still another. I found so many boxes inside each other that the simple project I had begun with became a series of new perceptions, each of which was contained within the perception – the box – that I’d just opened. Sometimes, as I sat on sagging beds engulfed in mosquito nets, the space around me seemed to be filled with the myriad boxes of different sizes that my notebooks and tapes had come to symbolize. When I opened the box that was the music I’d come to record, I found that the box inside was slavery itself. There was no way that I could work with the music without taking into consideration how it had come to the United States. I also realized that this was one of the reasons I had come to Africa. I was trying to find traces of an experience, and not only that, I was looking for traces of an experience that had occurred hundreds of years before. Would what I found have any reality for me so many years afterwards?I understand now that this complex set of questions had already been there in my mind when I put the microphones and the tape recorded into my shoulder bag. I had always tried to have some conception of the slavery that had brought people from West Africa to the United States, even if I hadn’t seen, symbolically, that when I opened the box decorated with pictures of musicians and instruments inside it would be the next box, illustrated with old engravings of slave ships. I had come to Africa to find a kind of song, to find a kind of music and the people who performed it. But nothing can be taken from a culture without considering its context.11. The “singing style” and “ rhythmic structures” underlined in paragraph 1 is mentioned in order to ______.A. discuss why the blues have remained popular through the yearsB. identify aspects of the blues that present a historical enigmaC. argue that the American South had a profound influence on the musical structure of the bluesD. praise the musical complexity of a little-known art form12. The primary purpose of the passage is to describe the ______.A. author’s theory about the origins of slave music in the American SouthB. mental processes of a researcher considering an issue in music historyC. position of the griots in the musical culture of West AfricaD. various research techniques utilized by different musicologistsSection B: Read the following passage and answer the questions followed and write your answers on the ANSWER SHEET. ( 10 points,2 for each )There is an immense and justified pride in what our colleges have done. At the same time there is a growing uneasiness about their product. The young men and women who carry away our degrees are a very attractive lot—in looks, in bodily fitness, in kindliness, energy, courage, and buoyancy. But what of their intellectual equipment? That too is in some ways admirable; for in spite of President Lowell’s remark that the university should be a repository of great learning, since the freshmen always bring a stock with them and the seniors take little away, the fact is that our graduates have every chance to be well informed, and usually are so. Yet the uneasiness persists. When the uneasiness becomes clearly and distinctly expressed, it takes the form of wishes that these attractive young products of ours had more intellectual depth and force, more freedom from trouble and worry in dealing with the different ideas, more of the firm, clear, quiet thoughtfulness that is so potent and so needed a guard against besetting humbug and quackery. The complaint commonly breaks itself up into a list of three particulars. Firstly, granting that our graduates know a good deal, their knowledge lies about in fragments and never gets welded together into the stuff of a tempered and mobile mind. Secondly, our university graduates have been so busy studying a certain narrow and particularsubject, acquiring special knowledge and skills, that in later life they have astonishingly little in common in the way of ideas, standards, or principles. Thirdly, it is alleged that as has been revealed in the past two decades, our university graduates have been singularly in want of clarity about the great aim of living, and only attached to the great aim of living can a life have significance and direction. Here are three grave charges against American education, and I want to discuss them briefly. My argument will be simple, perhaps too simple. What I shall contend is that there is a great deal of truth in each of them, and that the remedy for each is the same. The remedy is to infuse the educated with the philosophic habit of mind in a considerable way.Questions:1.Is the author’s point of view personal or impersonal? How do you know?2.Describe the kind of readers for whom you think this essay is intended.3.Which sentence expresses the author’s argument as a thesis statement? Writedown the sentence.4.The author moves from the general to the particular, a common way of opening. From which sentence in the paragraph does the author adjust his focus from the general to the particular? Write down the sentence.5. The paragraph falls into two roughly equal halves. Suppose the first had been omitted, and the paragraph had begun with "There are three principal complaints against our colleges. Firstly, …Secondly,…Thirdly…”This would have made a much briefer opening, yet one which told us all we really need to know about the subject and plan of the essay to follow. But this shorter version would not have been as good a beginning. What would it have sacrificed?Part Ⅲ Writing (30 points)Passengers will be banned from eating on Shanghai subway trains, though they are still allowed to eat in the stations, according to a new rule released by Shanghai's transport authority. Advocates said the policy will improve the carriage environment for commuters. However, some argue there’s good reason to eat on the train, more likely if an elderly passenger wants to drink water.Should passengers be banned from eating on the subway? Write a passage on the issue. You should clearly state your opinion and explain the reasons for your opinion.Your essay must be no less than 400 words and must be written on the ANSWER SHEET.。

Reading comprehension (40’)Section 1 Multiple choice (20’)Directions: In this section there are reading passages followed by multiple-choice questions. Read the passages and then mark your answers on your answer sheet.Passage AThe Welsh language has always been the ultimate marker of Welsh identity, but a generation ago it looked as if Welsh would go the way of Manx, once widely spoken on the Isle of Man but now extinct. Government financing and central planning, however, have helped reverse the decline of Welsh. Road signs and official public documents are written in both Welsh and English, and schoolchildren are required to learn both languages. Welsh is now one of the most successful of Europe’s regional languages, spoken by more than a half-million of the country’s three million people. The revival of the language, particularly among young people, is part of a resurgence of national identity sweeping through this small, proud nation. Last month Wales marked the second anniversary of the opening of the National Assembly, the first parliament to be convened here since 1404. The idea behind devolution was to restore the balance within the union of nations making up the United Kingdom. With most of the people and wealth, England has always had bragging rights. The partial transfer of legislative powers from Westminster, implemented by Tony Blair, was designed to give the other members of the club—Scotland, Northern Ireland, and Wales—a bigger say and to counter centrifugal forces that seemed to threaten the very idea of the union. The Welsh showed little enthusiasm for devolution. Whereas the Scots voted overwhelmingly for a parliament, the vote for a Welsh assembly scraped through by less than one percent on a turnout of less than 25 percent. Its powers were proportionately limited. The Assembly can decide how money from Westminster or the European Union is spent. It cannot, unlike its counterpart in Edinburgh, enact laws. But now that it is here, the Welsh are growing to like their Assembly. Many people would like it to have more powers. Its importance as figurehead will grow with the opening in 2003, of a new debating chamber, one of many new buildings that are transforming Cardiff from a decaying seaport into a Baltimore-style waterfront city. Meanwhile a grant of nearly two million dollars from the European Union will tackle poverty. Wales is one of the poorest regions in Western Europe—only Spain, Portugal, and Greece have a lower standard of living.Newspapers and magazines are filled with stories about great Welsh men and women, boosting self-esteem. To familiar faces such as Dylan Thomas and Richard Burton have been added new icons such as Catherine Zeta-Jones, the movie star, and Bryn Terfel, the opera singer. Indigenous foods like salt marsh lamb are in vogue. And Wales now boasts a national airline, Awyr Cymru. Cymru, which means “land of compatriots”, is the Welsh name for Wales. The red dragon, the nation’s symbol since the time of K ing Arthur, is everywhere—on T-shirts, rugby jerseys and even cell phone covers.“Until very recent times most Welsh people had this feeling of being second-class citizens,” said Dyfan Jones, an 18-year-old student. It was a warm summer night, and I was sitting on the grass with a group of young people in Llanelli, an industrial town in the south, outside the rock music venue of the National Eisteddfod, Wales’s annual cultural festival. The disused factory in front ofus echoed to the sounds of new Welsh bands.“There was almost a genetic tendency for lack of confidence,” Dyfa n continued. Equally comfortable in his Welshness as in his membership in the English-speaking, global youth culture and the new federal Europe, Dyfan, like the rest of his generation, is growing up with a sense of possibility unimaginable ten years ago. “We used to think. We can’t do anything, we’re only Welsh. Now I think that’s changing.”1. According to Dyfan Jones what has changed isA. people’s mentality.B. pop culture.C. town’s appearance.D. possibilities for the people.Passage BThe miserable fate of Enron’s employees will be a landmark in business history, one of those awful events that everyone agrees must never be allowed to happen again. This urge is understandable and noble: thousands have lost virtually all their retirement savings with the demise of Enron stock. But making sure it never happens again may not be possible, because thesudden impoverishment of those Enron workers represents something even larger than it seems. It’s the latest turn in the unwinding of one of the most audacious promise s of the 20th century. The promise was assured economic security—even comfort—for essentially everyone in the developed world. With the explosion of wealth, that began in the 19th century it became possible to think about a possibility no one had dared to dream before. The fear at the center of daily living since caveman days—lack of food, warmth, shelter—would at last lose its power to terrify. That remarkable promise became reality in many ways. Governments created welfare systems for anyone in need and separate programs for the elderly (Social Security in the U.S.). Labour unions promised not only better pay for workers but also pensions for retirees. Giant corporations came into being and offered the possibility—in some cases the promise—of lifetime employment plus guaranteed pensions? The cumulative effect was a fundamental change in how millions of people approached life itself, a reversal of attitude that most rank as one of the largest in human history. For millennia the average person’s stance toward providing for himself had been. Ultimately I’m on my own. Now it became, ultimately I’ll be taken care of.The early hints that this promise might be broken on a large scale came in the 1980s. U.S. business had become uncompetitive globally and began restructuring massively, with huge Layoffs. The trend accelerated in the 1990s as the bastions of corporate welfare faced reality. IBM ended its no-layoff policy. AT&T fired thousands, many of whom found such a thing simply incomprehensible, and a few of whom killed themselves. The other supposed guarantors of our economic security were also in decline. Labour-union membership and power fell to their lowest levels in decades. President Clinton signed a historic bill scaling back welfare. Americans realized that Social Security won’t provide social security for any of us.A less visible but equally significant trend affected pensions. To make costs easier to control, companies moved away from defined benefit pension plans, which obligate them to pay out specified amounts years in the future, to defined contribution plans, which specify only how much goes into the play today. The most common type of defined-contribution plan is the 401(k). the significance of t he 401(k) is that it puts most of the responsibility for a person’s economic fate back on the employee. Within limits the employee must decide how much goes into the plan each year and how it gets invested—the two factors that will determine how much it’s worth when the employee retires.Which brings us back to Enron? Those billions of dollars in vaporized retirement savings went in employees’ 401(k) acco unts. That is, the employees chose how much money to put into those accounts and then chose how to invest it. Enron matched a certain proportion of each employee’s 401(k) contribution with company stock, so everyone was going to end up with some Enron in his or her portfolio; but that could be regarded as a freebie, since nothing compels a company to match employee contributions at all. At least two special features complicate the Enron case. First, some shareholders charge top management with illegally covering up the company’s problems, prompting investors to hang on when they should have sold. Second, Enron’s 401(k) accounts were locked while the company changed plan administrators in October, when the stock was falling, so employees could not have closed their accounts if they wanted to. But by far the largest cause of this human tragedy is that thousands of employees were heavily overweighed in Enron stock. Many had placed 100% of their 401(k) assets in the stock rather than in the 18 other investment op tions they were offered. Of course that wasn’t prudent, but it’s what some of them did.The Enron employees’ retirement disaster is part of the larger trend away from guaranteed economic security. That’s why preventing such a thing from ever happening agai n may be impossible. The huge attitudinal shift to I’ll-be-taken-care-of took at least a generation. The shift back may take just as long. It won’t be complete until a new generation of employees see assured economic comfort as a 20th-century quirk, and understand not just intellectually but in their bones that, like most people in most times and places, they’re on their own.6. Why does the author say at the beginning “The miserable fate of Enron’s employees will be a landmark in business history…”?A. Because the company has gone bankrupt.B. Because such events would never happen again.C. Because many Enron workers lost their retirement savings.D. Because it signifies a turning point in economic security.7. According to the passage, the combined efforts by governments, layout unions and big corporations to guarantee economic comfort have led to a significant change inA. people’s outlook on life.B. people’s life styles.C. people’s living standard.D. people’s social values.8. Changes in pension schemes were also part ofA. the corporate lay-offs.B. the government cuts in welfare spending.C. the economic restructuring.D. the warning power of labors unions.9. Thousands of employees chose Enron as their sole investment option mainly becauseA. the 401(k) made them responsible for their own future.B. Enron offered to add company stock to their investment.C. their employers intended to cut back on pension spending.D. Enron’s offer was similar to a defined-benefit plan.10. Which is NOT seen as a lesson drawn from the Enron disaster?A. The 401(k) assets should be placed in more than one investment option.B. Employees have to take up responsibilities for themselves.C. Such events could happen again as it is not easy to change people’s mind.D. Economic security won’t be taken for granted by future young workers.Section 2 Answering questions (20’)Directions: Read the following passages and then answer IN COMPLETE SENTENCES the questions which follow each passage. Use only information from the passage you have just read and write your answer in the corresponding space in your answer sheet.Questions 1~3For 40 years the sight of thousands of youngsters striding across the open moorland has been as much an annual fixture as spring itself. But the 2,400 school pupils who join the grueling Dartmoor Ten Tors Challenge next Saturday may be among the last to take part in the May tradition. The trek faces growing criticism from environmentalists who fear that the presence of so many walkers on on e weekend threatens the survival of some of Dartmoor’s internationally rare bird species. The Ten Tors Challenge takes place in the middle of the breeding season, when the slightest disturbance can jeopardize birds’ chances of reproducing successfully. Experts at the RSPB and the Dartmoor National Park Authority fear that the walkers could frighten birds and even crush eggs. They are now calling for the event to be moved to the autumn, when the breeding season is over and chicks should be well established. Organisers of the event, which is led by about 400 Territorial Army volunteers, say moving it would be impractical for several reasons and would mean pupils could not train properly for the 55-mile trek. Dartmoor is home to 10 rare species of ground-nesting birds, including golden plovers, dunlins and lapwings. In some cases, species are either down to their last two pairs on the moor or are facing a nationwide decline.Emma Parkin, South-west spokeswoman for the PASPB, took part in the challenge as a schoolgirl. She said the society had no objections to the event itself but simply wanted it moved to another time of year. “It is a wonderful activity for the children who take part but, having thousands of people walking past in one weekend when birds are breeding is hardly ideal,” she said. “We would prefer it to take place after the breeding and nesting season is over. There is a risk of destruction and disturbance. If the walkers put a foot in the wrong place they can crush the eggs and if there is sufficient disturbance the birds might abandon the nest.” Helen Booker, an RSPB upland conservation officer, said there was no research into the scale of the damage but there was little doubt the walk was detrimental. “If people are tramping past continual ly it can harm the chances of successful nesting. There is also the fear of direct trampling of eggs.” A spokesman for the Dartmoor National Park Authority said the breeding season on the moor lasted from early March to mid-July, and the Ten Tors Challenge created the potential for disturbance for March, when participants start training. To move the event to the autumn was difficult because children would be on holiday during the training period. There was a possibility that some schools in the Southwest move to a four-term year in 2004, “but until then any change was unlikely. The authority last surveyed bird life on Dartmoor two year ago and if the next survey showed any further decline, it would increase pressure to move the C hallenge,” he said.Major Mike Pether, secretary of the army committee that organises the Challenge, said the event could be moved if there was the popular will. “The Ten Tors has been running for 42 years and it has always been at this time of the year. It is almost in table ts of stone but that’s not to say we won’t consider moving if there is a consensus in favour. However, although the RSPB would like it moved, 75 per cent of the people who take part want it to stay as it is,” he said. Major Pether said the trek could not be moved to earlier in the year because it would conflict with the lambing season, most of the children were on holiday in the summer, and the winter weather was too harsh.Datmoor National Park occupies some 54 sq km of hills topped by granite outcrops knownas “Tors” with the highest Tor-capped hill reaching 621m. The valleys and dips between the hills are often sites of bogs to snare the unwary hiker. The moor has long been used by the British Army as a training and firing range. The origin of the event stretches back to 1959 when three Army officers exercising on the moor thought it would provide a challenge for civilians as well as soldiers. In the first year 203 youngsters took up the challenges. Since then teams, depending on age and ability, face hikes of 35, 45 or 55 miles between 10 nominated Tors over two days. They are expected to carry everything they need to survive.1. What is the Ten Tors Challenge? Give a brief introduction of its location and history.2. Why is it suggested that the event be moved to the autumn or other seasons?3. What are the difficulties if the event is moved to the autumn or other seasons?Questions 4~5Mike and Adam Hurewitz grew up together on Long Island, in the suburbs of New York City. They were very close, even for brothers. So when Adam’s liver started failing, Mike offered to give him half of his. The operation saved Adam’s life. But Mike, who went into the hospital in seemingly excellent health, developed a complication—perhaps a blood colt—and died last week. He was 57. Mike Hurewitz’s death has prompted a lot of soul searching in the transplant community. Was it a tragic fluke or a sign that transplant surgery has reached some kind of ethical limit? The Mount Sinai Medical Center, the New York City hospital where the complex double operation was performed, has put on hold its adult living donor liver transplant program, pending a review of Hu rewitz’s death. Mount Sinai has performed about 100 such operations in the past three years.A 1-in-100 risk of dyi ng may not seem like bad odds, but there’s more to this ethical dilemma than a simple ratio. The first and most sacred rule of medicine is to do no harm. “For a normal healthy person a mortality rate 1% is hard to justify,” says Dr. John Fung, chief of tra nsplantation at the University of Pittsburgh Medical Center. “If the rate stays at 1%, it’s just not going to be accepted.” On the other hand, there’s an acute shortage of traditional donor organs from people who have died in accidents or suffered fatal heart attacks. If family members fully understand the risks and are willing to proceed, is there any reason to stand in their way? Indeed, a recent survey showed that most people will accept a mortality rate for living organ donors as high as 20%. The odds, thankfully, aren’t nearly that bad. For kidney donors, for example, the risk ranges from 1 in 2, 500 to 1 in 4, 000 for a healthy volunteer. That helps explain why nearly 40% of kidney transplants in the U.S. come from living donors. The operation to transplant a liver, however, is a lot trickier than one to transplant a kidney. Not only is the liver packed with blood vessels, but it also makes lots of proteins that need to be produced in the right ratios for the body to survive. When organs from the recently deceased are used, the surgeon gets to pick which part of the donated liver looks the best and to take as much of it as needed. Assuming all goes well, a healthy liver can grow back whatever portion of the organ is missing, sometimes within a month.A living-donor transplant works particularly well when an adult donates a modest portion of the liver to a child. Usually only the left lobe of the organ is required, leading to a mortality rate for living-donors in the neighborhood of 1 in 500 to 1 in 1, 000. But when the recipient is another adult, as much as 60% of the donor’s liver has to be removed. “There really is very little marginfor error,” says Dr. Fung. By way of analogy, he suggests, think of a tree. “An adult-to-child living-donor transplant is like cutting off a limb. With an adult-to-adult transplant, you’re splitting the trunk in half and trying to keep both halves alive.”Even if a potential donor understand and accepts these risks, that doesn’t necessarily mean the operation should proceed. All sorts of subtle pressures can be brought to bear on such a decision, says Dr. Mark Siegler, director of the MacLean for Clinical Medical Ethics at the University of Chicago. “Sometimes the sicker the patient, the greater the pressure and the more willing the donor will be to accept risks.” If you feel you can’t say no, is your decision truly voluntary? And if not, is it the medical community’s responsibility to save you from your own best intentions?Transplant centers have developed screening programs to ensure that living donors fully understand the nature of their decision. But unexamined, for the most part, is the larger issue of just how much a volunteer should be allowed to sacrifice to save another human being. So far, we seem to be sa ying some risk is acceptable, although we’re still vaguer about where the cutoff should be. There will always be family members like Mike Hurewitz who are heroically prepared to make the ultimate sacrifice for a loved one. What the medical profession and society must decide is if it’s appropriate to let them do so.4. Describe in your own words the liver transplant between the two brothers Mike and Adam.5. What is the major issue raised in the article?III. Writing (30’)Some people see education simply as going to school or college, or as a means to secure good jobs; other people view education as a lifelong process. In your opinion, how important is education to people in the modern society?Write a composition of about 400 words on your view of the topic.。

With the shops so crowded and the staff so busy, it does not require any extraordinary talent to help you to take one or two little things and escape unnoticed. It is known, in the business, as "hoisting".But the hoisting game is not what it used to be. Even at the height of the sales, shoplifters today never know if they are being watched by one of those evil little balls that hang from the ceilings of so many department stores above the most desirable goods. As if that was not trouble enough for them, they can now be filmed at work and obliged to attend a showing of their performance in court.Selfridges was the first big London store to install closed-circuit videotape equipment to watch its sales floors. In October last year the store won its first court case for shoplifting using a evidence a videotape clearly showing a couple stealing dresses. It was an important test case which encouraged other stores to install similar equipment. When the balls, called sputniks, first make an appearance in shops, it was widely believed that their only function was to frighten shoplifters. Their somewhat ridiculous appearances, the curious holes and red lights going on and off, certainly make the theory believable. It did not take long, however, for serious shoplifters to start showing suitable respect. Soon after the equipment was in operation at Selfridges, store detective Brian Chadwick was sitting in the control room watching a woman secretly putting bottles of perfume into her bag."For a moment she paused, but then she returned to counter and started putting everything back. When she had finished, she opened her bag towards the camera to show it was empty andhurried out of the store."41.January is a good month for shoplifters because .[A]they don't need to wait for staff to serve them[B]they don't need any previous experience as thieves[C]there are so many people in the store[D]January sales offer wonderful opportunities for them42.The sputniks hanging from the ceiling are intended .[A]to watch the most desirable goods[B]to make films that can be used as evidence[C]to frighten shoplifters by their appearance[D]to be used as evidence against shoplifters43.The case last October was important because .[A]the store got the dresses back[B]the equipment was able to frighten shoplifters[C]other shops found out about the equipment[D]the kind of evidence supplied was accepted by court44.The woman stealing perfume .[A]guessed what the sputniks were for[B]was frightened by its shape[C]could see the camera filming her[D]knew that the detective had seen her45.The woman's action before leaving the store shows that she .[A]was sorry for what she had done[B]was afraid she would be arrested[C]d ecided she didn't want what she had picked up[D]wanted to prove she had not intended to steal anythingPassage FourThe English have the reputation of being very different from all other nationalities. It is claimed that living on an island separated from the rest of Europe has much to do with it. Whatever the reasons, it may be fairly stated that the Englishman has developed some attitudes and habits distinguishing him from other nationalities.46.One explanation for the different character of English people is that .[A]they are geographically isolated from the European continent[B]they have nothing to do with the other Europeans[C]they like to keep quiet among their acquaintances[D]they tend to be reserved by nature47.The word "inhibited" (Para. 2) in this passage probably means .[A]unable to have good manners[B]unable to express and relax freely[C]able to act properly[D]able to talk freely48.[A]inquire about the code of behavior in the train[B]shake hands with all the passengers[C]shake hands with the person he knows[D]behave like an Englishman49.[A]the English are modest in most circumstances[B]the English feel no less than any other nationality[C]the English tend to display less emotion than they feel[D]50.What does the passage mainly discuss?[A]The differences between the English and the other Europeans.[B]The different character of the Englishman and its reason.[C]The reasons for English people's shyness.[D]The code of behavior of the nationalities in Europe.Part IV Short Answer Questions (10 points)In Britain, the old Road Traffic Act restricted speeds to 2 m.p.h. (miles per hour) in towns and 4 m.p.h. in the country. Later Parliament increased the speed limit to 14 m.p.h. But by 1903 the development of the car industry had made it necessary to raise the limit to 20 m.p.h. By 1930, however, the law was so widely ignored that speeding restrictions were done away with altogether. For five years motorists were free to drive at whatever speeds they likes. Then in 1935 the Road Traffic Act imposed a 30 m.p.h. speed limit in built-up areas, along with theintroduction of driving tests and pedestrian crossing. The main controversy (争论) surrounding speeding laws is the extent of their safety value. The Ministry of Transport maintains that speed limits reduce accidents. It claims that when the 30 m.p.h. limit was introduced in 1935 there was a fall of 15 percent in fatal accidents. Likewise, when the 40 m.p.h. speed limit was imposed on a number of roads in London in the late fifties, there was a 28 percent reduction in serious accidents. There were also fewer casualties (伤亡) in the year after the 70 m.p.h. motorway limit was imposed in 1966.Questions:51.During which period could British motorists drive without speed limits?52.What measures were adopted in 1935 in addition to the speeding restrictions?53.54.What is the opinion of British authorities concerning speeding laws?55.What reason do Americans give for the reduction in traffic accidents?V.
