But the larger vision is that it's an input into absolutely everything we do,including entertainment, social life, cultural life, economic growth and so on,particularly as economy moves more towards being an information-services based economy. Moreover,we are certainly an agricultural nation. Since future products that don't exist yet can't pay for the services they'll need to thrive, taxpayers need to build the platform in order to prepare for the next economy.Second of all,internetaccess,although being highly government-centric and yet due to the lack of regulation and competition,is usually charged too much and delivered too little by cable company.Most people in most cities don't have a bunch of choices for the internet -they have one choice which is a local monopoly. What happens is that because of deregulation if one cable company occupies the market of entire sector or neighborhood,others will be unable to provide services any more.Since there is only one company has the ability to control that market,it would be a fool not to reap its rewards,discriminate price and make lots of profits,which drives prices up and provide limited access.So,if the state offers internet access,this will not be an issue at all.However,some people might argue that a project of this size under political circumstance requires tremendous investments and changes in the way we deliver fundamental infrastructure,and thus is like any daydreams which are impossible to realize.Though such argument sounds certainly reasonable,with fiber penetration moving rapidly ahead,one must think ahead. So, the first step is to find someone who understands this issue and understands that we're falling further and further behind and is concerned about our future as a nation. This requires long-term thinking.As I mentioned above,if our government addressed the issue of public internet access, it will be beneficial both to the citizen as an individual and the nation as a whole. However, the lecturer claims that it may not bring about benefits for the Americans based on the following three assumptions.First, the professor states that it will be costly to build up a new transportation system which takes up about 100 billion dollars, but the reading passage points out that the construction will undoubtedly lower the cost for maintenance of public transportation somehow.Second, the lecturer contends that the general public are free to choose their own ways of commutation, plus, it is far more convenient for commuters to reach the railway station under the east coastline traffic system than the one of the west area. People are prone to drive their own cars to the railway station instead. On the contrary, the author states that this newly-built high speed railway system will alleviate the traffic congestion to a large extent since more and more individuals will pick this high speed rail line as a great option.Third, the professor also indicates that for some poorly-reached areas, this high speed rail line system may not be available and give rise to a boost in efficiency and punctuality of public transportation. Moreover, even if the high speed trains manageto save time by means of speed, they will surely lower their speed to adapt to the inferior conditions of certain areas. Conversely, the reading passage holds the view that the high speed railway system will contribute its own to environmental protection and this approach of commutation will evidently become one of the most favorables among the general public.In conclusion, the lecturer demonstrated his disapproval of this high speed rail line system from three aspects: the significant costs, the subtle influence on traffic system, and its possible inability to cover some areas along the routine. For both personal and commercial concerns, Internet with no charges will inevitably bring about unexpected fallout. Therefore, I hold my point that under no circumstances should the government provide free Internet access for the public.First, for the users of Internet, free of charge means declination of quality. So limited is the total bandwidth of Internet access, that more computers and phones connected to the Internet means slower speed for each individual user. Now, as Internet could be available only after payment, those unwilling to spend money on the Internet leaves fairly enough bandwidth for the registered users. However, were Internet free of charge for citizens, almost everyone, whether with urgent or irrelevant aims, would have connected to the Internet for 24 hours 7 days. Then, without doubt, so many citizens watching online videos, downloading large-scale softwares or chatting via video cam with more than 10 friends, the Internet must be slower than those using a primitive 14.4k modem. So, for the rights to access fast enough Internet, government should never make it free.Second, for the businesses providing Internet access, free Internet services will ruin their future. As Internet become an essential part for people’s life, many companies working on offering fast, stable Internet access become strong business tycoons. For instance, Vodafone, one of the largest Internet service provider, has established 14 branches in different countries and recruited over 1.4 million employees. However, were free Internet service emerged, what would probably happen to these fast-growing business? Internet users, finding ways to download music or send voice mails without any charge, will soon abandon these Internet business sending bills to them every month. Then, not only such business would go bankruptcy, all the staff would thus become unemployed, which could be a huge economic and social disaster for government.In conclusion, both considering the privileges for Internet users and the destiny of Internet service providers, I strongly believe that government should never try to make Internet access free.。

文章也提到了inner planets 和outer planets，其中outer planets由于离太阳较远，温度低，有较多的冰。
