驻洛杉矶总领馆为南加州中国留学生普及安全常识据美国《侨报》报道，为更好保护海外学子的人身安全，让留学生平安的度过留学时光，中国驻洛杉矶总领事馆于美国当地时间9月6日走进南加州大学，举办领事保护与服务讲座，为南加州的中国留学生普及安全常识。
从今年开始，总领事馆将每年9月份设为“领事保护与服务月”，此次在南加大的讲座就是其中一项活动。
作为美国中国留学生最多的大学之一，据不完全统计，南加州大学有超过2,500名中国学生，仅今年入学的中国新生就有超过1,000人。
南加大中国学生学者联合会主席韩啸说：“学生会一直在举办各种活动，不遗余力的向新生科普安全常识，并希望学生之间能够互相提醒，减少意外事故的发生。
”在讲座上，总领事馆副总领事卞立新向学生致辞时表示，留学生在海外遇到的最常见问题就是交通事故以及恶性案件，如2012年4月11日在南加大发生的恶性枪击案件。

总领馆侨务副领事王洪明在讲座上通过讲解具体案例为留学生提出了几点安全意见：如仔细保存护照；常与家人保持联络；注意出行安全；不要和任何人发生肢体冲突以及谨防聊天软件等诈骗手段。
总领馆还请来了南加大公共安全部预防犯罪专家布朗警官为学生具体讲解南加大校园内需要注意的安全事项与法律常识。
律师邓洪也就留学生如何解决买车、租房等方面的问题给出了法律建议。
邓洪希望留学生能够时刻记住两句话：“在美国没有免费的午餐”以及“对法律的无知不是免罪的理由”。

近200名学生参加了今晚的安全讲座。

洛杉矶又爆出突发新闻，南加州大学（USC）一名来自中国的24岁的电子工程系研究生（Xinran Ji）昨天夜里被杀害。
这名Ji姓学生住在校外的公寓，离学校只有几步之遥。
昨天午夜以后，他在参加的一个学习小组完成学习后，先送了其他同学回家，然后在步行回自己公寓的路上，遭到至少3名歹徒的残暴袭击，致命伤为头部的钝器伤。

近期其它地区和学校的留学生也有类似事件发生，中国驻洛杉矶总领馆计划近期为南加大留学生组织一次安全讲座，以提高留学生的防患意识。
南加大学生会主席范兆虎22日在接受采访时说，南加大一名夏姓新生因为开车外出又出了车祸，而且骨折入院。
而学校的医疗保险要到8月15日之后才生效，现在这名受伤的学生正在请律师出面协调相关医疗费用的问题。
范兆虎说，因为留学生车祸频传，外州最近也有中国留学生发生了严重车祸，已经引起了中国驻美使领馆的注意，为此9月5日洛杉矶总领馆将为留学生组织一次安全讲座，以提高大家的防患意识。
Roberts律师事务所律师沈虹说，如果学生不是责任方那么责任方的保险公司应该出医疗费。
如果责任方没有受伤或者没有保险，那么这名学生就需要到到法庭寻求赔偿。
如果学生是责任方，他的医疗保险就应该支付费用，但如果车祸发生在保险生效之前，那么他就要自己支付全部费用。
范兆虎说，这名夏姓南加大新生因为车祸造成骨折所以行动不便，新学期即将开始，这名同学到校上课较为困难，但是他可以选择网络课程，这样在家通过视频也可以上课。
据悉，5名中国留学生16日早上8点左右在美国密歇根州北部75号公路靠近奥格马县附近发生车祸，造成2死3伤。
范兆虎说，这次领馆组织安全讲座主要目的就是给留学生加强安全意识，以防止类似事件再次发生。
此外，南加大中国学生会已经在网站上发布了新生手册，21日晚学生会也组织了新生讲座，协助新生开始新的校园生活。
范兆虎说，针对安全和法律问题，学生会还提供了免费的各类律师咨询服务，这些律师是经过学生会挑选的资深律师，可以回答一些留学新生想要了解的法律问题。
