Washington —Wild applause broke out at the Parent Teacher Association national offices early this morning when several governmental spokespeople announced a decision to return the subject of civics (公民学) to high school curricula nationwide.
The decision is symbolic of the new agenda to restore the United States Constitution to its preBushera status. In a joint statement, Senators Harry Reid, Democrat of Nevada, and Mitch McConnell, Republican of Kentucky, said that the decision proves the two parties can work together on an issue of great national importance.
The announcement came following a series of school strikes organized by parents angered by a recent study by the National Opinion Research Center. The findings showed a total ignorance of government structure and citizens' rights by graduating high school seniors.
Some of the fallacious opinions and beliefs mentioned in this crosscountry study included: the president has the power to interpret treaties (条约); the president is not bound (约束) by law; the vice president is independent of all three branches of government; torture (刑讯) is not a punishment and therefore cannot be considered “cruel and unusual”.
The study noted that many students' political consciousness dated back only three years — in other words, their awareness of constitutional rights had been
entirely formed during the Bush administration.
The study also found that students were growing incapable of telling the differences between living figures, historical figures, and corporatelicensed figures such as cartoon characters.
The revived civics courses will teach students about the structure and function of each branch of government, the theory of checks and balances, theories of the role of government, and of the role of the public in government, and constitutional law.
“We have so much work in front of us,” said Los Angeles area high school teacher Roberta Morales. “Trying to develop students' sense of citizenry and the public good and undo so many selfcentered individualistic messages will take great effort.”

Sumeja Tulic had moved from London to New York nine months ago to attend journalism school. On the tracks, the unconscious (失去知觉的) man was put into a sitting position by the three men, who then lifted him from below to others who lifted from above and rolled him onto the platform. Then the rescuers were themselves rescued, pulled back to safety by helping hands. As soon as they were all clear, the train pulled in. People getting off the train walked around this unconscious man.
Two of the men who had jumped onto the platform were holding his hands. “They were saying, ‘You're going to be fine,’” Tulic said. “This was an additional layer of goodness.”
Doctors arrived, and the man was taken to a local hospital with serious but nonlifethreatening injuries.
“That is the greatest thing,” Tulic said. “The infrastructure (基础) in this city of millions is the people themselves providing, being there for others, without even kno wing the person, who he is. It was beautiful to see.”

What I love about this book, as a child and still today, is its
mix of the fantastical and normal. On the one hand, it's about a family
and their friends all enjoying themselves, quite happy not doing much. On the other hand, it's about characters that can change into strange shapes, magicians coming down from the moon and strange creatures coming out from the roof. That mix of the familiar and extraordinary informs all my writing.
The Histories

By the time I was 12, I was attracted by Ancient Greece and Rome.
At first, I found the early section of The Histories really boring
because it's like a long story that never gets to the point. In the
second half I was rewarded with the stories I'd been waiting for, like
the battles of Marathon, Salamis and Thermopylae. Over the years, I
came to value the infectious curiosity of the first half and the
description of the world in the fifth century BC seen through the eyes
of this extraordinary Greek historian.
A Distant Mirror
By Barbara W. Tuchman
Tuchman's book The Guns of August won the Pulitzer Prize, but
it's this slightly less wellknown work that provided me with a role
model for my own writing. Both scholarly (学术的) and interesting,
it's a description of the 14th century in Western Europe and brings
medieval civilization (中世纪文明) to life, transporting the
reader back to the horror of the Black Death, the Peasants' Revolt

Like birds, people tend to move from place to place along established routes. Since the Second World War, among the most travelled of these routes in America has been from the Snow Belt in the Midwest and northeast to the Sun Belt in the south and west. According to recently released research, Maricopa county in Arizona, which includes Phoenix and its suburbs, grew by 222 people a day on average in 2016. Cook county, which includes Chicago, saw the largest population fall in the same period. Seven of America's eight fastestgrowing states are in the west. Illinois, which contains Chicago, has lost more people than any other state for three years in a row.
People tend to move for work, says William Frey at the Brookings Institution. In that respect the west scores highly: Arizona and Nevada are expected to have exceptionally high job growth this year. Mortgages (抵押贷款) have become easier to get in general, and the recovering housing market has enabled retirees to sell up and move to warmer places. Simple fashion plays a part, too: fashionable
cities like Austin, Denver and San Francisco are drawing many people between the ages of 25 and 35.
Another context is race. Blacks seem especially keen to leave Chicago, and the Midwest in general, for the southern states that many of their ancestors escaped from about a century ago. In 1970 the Chica go area had the secondlargest black population in the country. Today more blacks live in and around Atlanta than Chicago.
“Blacks who live in only black areas do much worse in life,” says Edward Glaeser, an economist at Harvard University. Schools in such areas tend to be poor. The Metropolitan Planning Council, a Chicago th inktank, estimates that regional GDP would be $8bn a year higher if Chicago were only as segregated (种族隔离的) as the average American cities. It is only an educated guess. That segregation is costly is, however, almost certain.
