The scenario is tragic, but it only partly describes the damaging effects fossil fuels have on the environment when they are mined. Besides, fossil fuels are non-renewable, whose reserves are estimated to dry up one day in the future. Unit 2 The Era of the Euro ArrivesMichael Hirsh1.For Europeans these days, it‟s hard to get respect. Especially if you‟re talking to an American. Uncle Sam likes to think he‟s running a crisis-ridden world, and can‟t quite fathom the old continent‟s ob session with European Monetary Union. Sure, EMU may be the greatest European project to come along since 1648 (the Peace of Westphalia, if you care). It could foster aquasi-unified economy larger than America‟s ---- worth $8.6 trillion, potentially. Yes, some experts say the single currency, or Euro, will someday rival the dollar. And we know EMU is really going to happen. On May 3, after a bruising summit in Brussels, 11 European nations were selected as the first entrants, and at midnight on Dec. 31, those rainbow-colored francs, Deutsche marks and other long-familiar currencies will become legally obsolete (though phased out over three years). In their place: trillions of shiny euros, the lifeblood of a new economic and geopolitical entity that will soon be called Euoland.2.This is a big deal. Teutonic stuff. Still, even some financially savvy Yanks tend to nod off when monetary union comes up. Or treat it with, let‟s say, a certain levity. “EMU? You mean Eastern Michigan University?” one Clinton administration official joked the other day. “Helluva basketball team.” Chadwick Gore, a U.S. congressional staffer, tells of a recent meeting with an Italian parliamentarian: “This guy comes up and asks, …What do you think of the euro?‟ We said, …Well, we‟re not really that concerned about it. it‟s a European issue.”‟ This, says gore, is typically American: “Hey, the Europeans are actually doing something on their own…Maybe now they‟ll do something on their own about Bosnia.”3.But Europe has not regained its pride and status --- the geopolitical heft that its nations enjoyed for half a millennium as the center of global empire, technology and modern thought. Europe bequeathed to the world “nothing less than the invention and definition of modernity,” Harvard economic historian David Landes writes in his new book, The Wealth and Poverty of Nations. But that was then, and Americans, living outside history as always, tend to forget it. Europeans never can --- especially since their roles as the globe‟s conquerors a nd mentors ended only this century, when two world wars turned the continent first into a slaughterhouse, then into an economic disaster.4.You can‟t consider EMU without considering history. Monetary union is a huge economic undertaking – but it is not just about economics. It is a step with stupendous political implications –but it is not just about politics. More important than either, it is an exercise in healing, the latest and most important bandage placed on the continent‟s old wounds. It links nat ions that once tore each other apart; it draws a line under the awful past. That is what has quelled public resistance to the new order. Germans, especially, hate losing their strong Deutsche mark; but to defend the mark to the last would summon up the ghosts of nationalism, and that, few modern Germans seek to do. 5.Yet if the political subtext of EMU is to keep Europeans from slaughtering each other, another point is just as important. It is this: Europe‟s history was not just miserable; it was glorious, too. Europeans want to matter again. To be taken seriously. No one actually comes out and says this --- though the French, naturally, talk up the euro‟s role as a “counterbalance” to American might. Butambition remains graven in the European soul like iconic lettering on the Arc de Triomphe. Hence the grandiosity of a lot of recent Euro-statements. “EMU,” declared Jurgen Stark, a top German Finance Ministry official on a U.S. visit earlier this month, “will have no parallel in history.”6.True, but that‟s part of the problem. Nothing on the scale of EMU --- a hybrid of cross-border monetary policy and national budgetary policy – has ever been tried before, and no one really knows what to make of it. No one knows if its ultimate impact will be profound or prosaic. All anyone can do is wait and see. It‟s not only Washington that‟s clueless. Nations like Poland are only too happy to be put off for the moment (they would enter after a second wave of current EU members, including Britain, Sweden, Denmark and Gr eece). “It gives us time to see what happens,” grins Polish Deputy P.M. Leszek Balcerowicz. Elsewhere around the world, even foreign businesses that deal heavily in Europe are being cautious. “We have a sense that something important is about to be born in Europe,” says Masahara Matusmoto, finance director at Nintendo, which gets 23 percent of its revenues from Europe. “But we need to see wheter it turns out tob a good or a bad baby before we can decide what more to do.”7.There‟s no doubt that the new Eur ope is a potential heavy weight. The 15 members of the EU together issue 34.5 percent of the world‟s debt securities, compared with 37.2 percent for the United States. In foreign-exchange transactions, the two regions are also nearly matched, with the EU responsible for 35 percent, next to 41.5 percent for the United States. But the greenback is now used more than twice as much as all the EU currencies as a portion of global currency reserves. This imbalance suggests that the euro will quickly elbow its way into banks worldwide. Especially since the new European Central Bank – a Bundesbank clone – will likely make the euro strong from the start.8.The question is: should Americans care? They should – at least, more than they do now. If the euro becomes widely used, pressure on the dollar may force up U.S. interest rates (especially since the EU collectively has a current account surplus, which generally drives up demand for a currency, compared with America‟s giant current account deficit). “It‟s not just another currency,” says Jill Considine, president of the New York Clearinghouse Association, which handles most U.S. currency transactions. “There‟s going to be a new competitive landscape.”9.A few examples: most big-time international business is now done in dollars. In the future, Americans selling public debt or buying oil overseas may be subject to the whims of the currency markets and interest premiums as never before (the dollar‟s powerful role is one reason America didn‟t suffer as much from the 1970s oil shocks as much as countries like Japan). Foreigners who now hold U.S. Treasuries and corporate securities may transfer to other holdings, costing the U.S. government and business more. Finally, America may also lose part of the $10 billion to $13 billion it gets annually in “seigniorage” –the use of dollars by foreigners in their own countries. That‟s likea free loan every year to Washington, which doesn‟t have to pay interest on the money.10.For all these reasons, people in Washington are beginning to pay attention. NEWSWEEK has learned that President Bill Clinton received his first full-scale briefing on EMU a month ago, and it included questions about the dollar‟s future role. Administration officials maintain their main worry, however, is EMU‟s failure, not its success. “The worst case is not that it happens, but that it falls apart, and causes conflict and breakdowns in Europe,” says a senior administration official. “If itgoes well, I think our general view is that it can be a fairly positive force.” However, American officials insist they‟re not rattled by the dollar-euro rivalry. The U.S. dollar‟s reserve status has recently grown, ratcheting back up to 64 percent from 57 percent in 1990 (in part due to doubts about EMU), notes U.S. Deputy T reasury Secretary Lawrence Summers. “The buck, you might say, stops – and starts –with us. If the United States maintains strong and credible policies…the fate of the dollar will be largely in our hands,” Summers said in a speech to the Senate budget comm ittee last fall.11.Truth be told, the politics of EMU are much more challenging than the economics. The central question of monetary union is the one most frequently ducked: can so large a chunk of economic policy be handed over to bodies that are not politically accountable? And if the answer to that is no, does this not mean that political union must follow the monetary kind? Those central issues dwarf the debate that dominated the Brussels summit over the identity of the first head of the ECB. Chancellor Helmut Kohl, in parliamentary testimony recently, said t here was “no chance” that Europe will become one big centralized state. “A centralized state would destroy Europe‟s regional cultures in all their glory,” he asserted. But he also said that EMU will bring “the deepest changes for our European continent,” s uggesting (rightly) that the political impact will be large. Stark, when asked if Europeans should give up individual seats at the G-7 forum, responded that “ we have no common economic policy.” But in another context he declared “there was a need for clos er coordination of economic policies.”13.This is more than confused rhetoric. It is a window into the political riot at the heart of EMU‟s calm exterior. Utterly undecided as the monetary union gets underway are some crucial issues. “Sooner or later ther e‟ll be a crisis in Easter Europe, and they won‟t have clarified the machinery to deal with it,” says Randall Henning of the Institute for International Economics in Washington. Most solutions to such problems seem to gesture toward a fuller political union, but for that reason leaders don‟t like to address them.14.EMU‟s hybrid structure has real hazards. Can nations endure half-sovereign and half-not? Europe‟s recovery now seems balanced and strong – a lucky break. But if that changes, the strong EMU nations are going to have to suffer for the weak. The German Bundesbank, for instance, might have to accept depreciated Italian debt to settle imbalances within the system. Kohl, the longest-serving German chancellor, looks increasingly in danger of losing a national election in September, and his likeliest successor, Gerhard Schroder, while an EMU supporter, is grumbling over its terms. The euro, Schorder declared last week, “is not the price for the past but rather an option for the future.”15.Or what of Ireland, with its soaring economy? It may now have to endure an asset bubble because the ECB doesn‟t want to raise interest rates as much as Dublin‟s central bank thinks it should. And there is always the danger that fiscal stringency will bring French workers out on the streets again. Says Peter Kenen, “One can contemplate a right or left-wing government in France saying on theeve of 2002, …Let‟s leave while we still have the franc‟.” But withdrawal, as Stark notes, “is not foreseen in the Maastricht Treat y.” Which, in turn, could provoke the worst internecine discord in Europe since the war – far worse than would have occurred without EMU.16.There‟s no reason things should turn out like that.
