Neural network technology also provides new ideas and methods for the construction of intelligent innovation and entrepreneurship teaching platforms in universities: by formulating personalized teaching strategies, building intelligent teaching environments, and developing intelligent teaching resources, the construction and application of intelligent innovation and entrepreneurship teaching platforms in universities can be achieved. In order to master students’ personality andlearning ability, we should formulate teaching strategies, reasonably arrangeteaching time, and integrate theory with practice. We should, according to the ac-tual situation of students, gradually increase the difficulty, first simply ask ques-tions, then slowly increase the relevant content. Through a survey of students majoring in design , this study explores the impact of psychological capital on creativity in design majors. The results show that self-efficacy in psychological capital is a key factor that directly promotes resilience , optimism , and creativity , and it is also the foundation of students' creativity. Conference Proceedings Citation Index1 Current situation and analysis of Engineering Education inChinaAs a big country supplying huge of number of engineers, the problems still exists in the cultivation of the engineering education as disconnection between aims and requirements of society and enterprise. The other problems are including the single training mode, the old content of engineering education, the lack of practical experience, which induce the weakening of engineering practice and the lack of innovation.Different types of engineering colleges should have their own highlights and emphasis in the training of engineering talents. For instance, the main objectives of research institutes are to cultivate technical development engineering in technology and science research. In addition, teaching institutions should be the main target of the design engineers and engineers who are engaged in engineering technology development and application. Local colleges and universities should be based on the their own advantages, the characteristics of the students and the needs of the region to carry out the positioning for training service engineers, production engineers and design engineers as the main target.2 cultivating path of Science and technology engineeringtalents in local colleges and universitiesFirstly, the advantages of science and technology personnel training in local colleges should be based on the local, to establish the major strategic requirements of the local economic development, strengthen the professional regional service function. Teacher’s purpose is to complete the teaching mission, and student’s purpose is to pass the exam. In such purposes of teaching program, the quality of the graduates can be imaged. Continuous learning ability, information search, problem determination, cooperation and communication ability, etc should be obtained through active training process in engineering education, which can not only rely on simple answer and question, teaching and learning, so engineering education teaching methods must be reformed.Foreign outstanding university engineering often applies a variety of teaching ways such as the cooperative teaching, project teaching, problem-based teaching education, and “excellent engineers training plan” of China’s current obeys the law of engineering ability training research learning methods, the core idea of which is to emphasize form of interaction between teachers and students. Through cooperation, students will learn knowledge combined with the research question. These teaching methods is based on the concept of “take the student as the main body” that emphasizes the students as the subjects of education during the process of teaching and learning all the time, rather than the objects or passive recipients. They also emphasized in the teaching process of middle school students are active learners, participants and collaborators, and emphasizes the formation of mutual cooperation and communication between teacher and students interactive learning environment. The breakthrough point of the local colleges for engineering education method reform should be to create a “excellent engineer” as the vision through the concept of the active learning, active practice, combination of learning and practice, which constantly improve and enrich the existing teaching method, on the basis of improved continuous innovation.Excellence does not mean beyond others but no matter how diffi cult conditions can produce the pursuit of the highest realm. Because of the common learning objectives (to become excellent engineer) and the common learning conditions, so the common progress of the group can be condensed. The teacher is teaching, scholars, and partners, not only by the guidance of teachers, students and partners together to complete the project, the two sides respect each other, mutual complement each other. In the process of excellent engineers training, any ideas, any design, any creation can be tried with the encourage exploration and failure.
