PROBLEM TO BE SOLVED: To solve the following conventional problem: during a use waiting time of a service facility, a user can only kill time, so it is not enough to effectively
use the limited time and the user's range is limited.
SOLUTION: A user terminal 10 receives use waiting time information on a desired service facility from a receiving apparatus 20, displays order and waiting time of the user, and on the basis of them, when the user leaves the place to make an effective use of his waiting time, transmits waiting time information (S4). The receiving apparatus 20 creates a list of facility information available during the user's waiting time on the basis of received waiting time information and position information on a user's terminal 10 and radio-transmits it to the user's terminal 10 (S5 to S10). The user's terminal 10 selects information on the facility to receive service from among the facility information (list) and radio-transmits it to the receiving apparatus 20 (S11).
