然而,完全竞争所要求的理想条件在现实中很难达到保证,除了信息的对称、无垄断等严格假设条件很难在现实中达到满足外,外部性的存在也打破了经济自发最优的梦想,经济学家不得不重新审视这些现象,从而寻求一种可调控的资源优化配置。

外部性概念由西奇威克和马歇尔提出,并有庇古将之拓展到税收政策的分析中,庇古认为,负的外部性存在导致市场价格扭曲,政府应该纠正这种扭曲,可以用向厂商征税的方法来实现,就可以实现外部效应的内部化。

这常被人们称为“庇古税”。

本研究借鉴一般均衡分析方法,运用最优税收原理,建立了一个代表性家庭效应最大化的理论研究模型。

从污染消费品的最优税负确定角度来展开对最优环境税的理论分析。

之后我们将生产要素的负外部性考虑进来,构建起了环境税经济效应分析的基本分析框架。

分析的结论表明,最优投入品和消费品的污染税税负均小于庇古税税负水平(即外部性损害程度)。

然后我们结合分析模型将之分解为三大效应,即基本福利效应、收入循环效应以及税收相互作用效应。

如何从理论上分析环境税的经济效应?如何借助于环境税的经济效应来验证环境税的双重红利成立与否?这直接关系到环境税开征的理论依据问题,为此,我们从理论上对环境税经济效应通过上面分析的理论框架做深入研究。

并用这三大效应来对环境税“双重红利”假说作一综述。

结论表明,早期的基于外部性矫正的庇古税主要是第一部分所界定的“基本福利效应”。

上世纪80年代后到90年代中期的环境税理论研究主要是基于基于环境视角的双重红利研究,所采用主要是局部均衡分析方法,90年代中期后,环境税的理论研究我们将之界定为基于财政视角的双重红利假说研究,所采用的分析方法主要是一般均衡分析方法。

随后,我们将围绕几个方面来放松模型的假说条件,一是放松传统经济学分析中的可分性假设,将环境质量改善所带来的健康收益纳入模型中,建立一个更趋于全面分析的理论框架。

考虑到中国环境问题中健康损害的严重性,本文重点构建了健康损害程度,从而将环境税经济效应分析中的“相互作用效应”进一步拓展到“环境收益相互作用效应”和“医护收益相互作用效应”,大大拓宽了前人的研究视野,使得环境税双重红利假说更趋精密和合理,也有力地支撑了环境税“双重红利”假设。

指明环境税经济福利效应的分析核心是比较“收入循环效应”和“税收相互作用效应”的大小和方向。

二是打破模型分析中消费品的同质性假设,建立污染品和干净品与闲暇互补性存在差异条件下的理论模型。

论证表明打破原有的同质性假设为环境税双重红利的产生提高了可能,也就为环境税率的设计定位在庇古税之上提供了依据。

三是分析将环境税的红利分析拓宽到分析就业红利上,分析表明,在收入中性前提下,政府试图通过环境税改革来实现就业红利的企图是失败的,为了维持政府收入的稳定性,政府对劳动税的削减是无法抵消环境税征收对家庭税后工资的侵蚀,这样的政策实施结果抑制了家庭的劳动供给。

但是在对环境税就业红利的分析中,往往假定了劳动供给曲线是向上弯曲的,因此,真实收入的下降才会减少劳动的供给量,相应的减少就业。

这里我们用了一个重要的假定,就所有的理论推演都是建立在自愿性失业的基础上,一旦打破这一假定,将就业分析建立在非自愿失业的基础上,我们发现,就业红利的获取是有可能的。

四是为了打破所得税体系下环境税分析的局限性,本章我们舍弃商品税和所得税的混合税收体系,重新构建了一个理论研究框架来分析商品税体系下的环境税经济效应。

首先构建了一个商品税体系下的环境税税率确定模型。

在此基础上不断放松假设,来说明环境税的经济效应。

最后我们将要素市场外部性问题加入进来,得出环境税税率确定仍然要高于庇古税税率水平。

分析的结果与混合体系的分析结论基本趋同。

五是考虑到政府政策的收入再分配职能,本章放松了家庭的同质性假设,考虑了家庭在收入能力和偏好的两个维度上的差异。

首先我们仅考虑了多样性家庭收入的差异,排除了其闲暇偏好的差异,分析结果表明,在消费品消费与收入成固定比例变化的情况下,多样性模型和同质性模型的分析结论是相同的。

其次,我们考虑了家庭的偏好差异分析加入进来后,为了使模型分析更为逼近现实,我们还考虑征管中的信息不对称问题,模型构建中以消费者自选择约束为条件,从而构建了一个包容效率、公平以及环境三大要素的模型。

论证的结果表明,政府在公平和环境要素间很难协调,两者之间存在着交替关系。

因此,环境管制目标中环境税工具的运用很难兼顾公平原则,只能把公平原则借助于所得税和转移支付等制度的进一步完善来实现。

总之本文的研究是首次从理论上去全面研究环境税的作用机理,客观准确和全面评价了环境税的经济效应,在研究中提出了几个主要的观点。

一是将环境税“双重红利”假设进行阶段性划分,并将其分别界定为基于环境视角的研究和基于财政视角的研究两种。

二是将环境税经济效应分析中的“相互作用效应”进一步拓展到“环境收益相互作用效应”和“医护收益相互作用效应”,从而大大拓宽了前人的研究视野,有力地支撑了环境税“双重红利”假设。

三是将环境税的税率确定研究从原有的只考虑劳动供给弹性上拓展到包括消费品的非补偿性需求弹性上,使得其分析结论更具有现实性。

四是在理论模型中将收入再分配要素纳入进来,并考虑到现实总存在的不对称信息调节,因此建立了一个多样性家庭模型,综合考虑了效率、公平和环境三大原则下的环境税经济效应分析,不仅在理论上使得环境税研究趋于统一和全面,更是为实践部门的决策提供了重要的依据。

税收作为宏观经济调控的杠杆,因其灵活性和有效性,其在环境领域所发挥的作用也逐步为人们所认识。

对环境税“双重红利”的研究是20世纪90年代以后才获得重视和发展的。

环境经济学家和财政学家发现,将环境税收入用于取代具有扭曲性的税收能够产生“双重红利”,即一方面改善环境质量,另一方面增加就业或提高社会福利。

正是出于这个考虑,北欧国家和经合组织(OECD)的一些国家在90年代纷纷推行绿色税制改革,将环境税收入用于减轻社会福利费用负担或降低其他扭曲性税收。

但近期很多的研究成果对“双重红利”假说提出了质疑,认为由于“税收交互效应”的存在,环境税第二重红利并不一定存在。

该文首先通过对环境税一般理论,特别是一般均衡框架下最优环境税的分析,得出次优情形下最优环境税率偏离传统意义上的庇古税率的结论。

一般情况下,由于环境税“交互效应”的存在,最优环境税率会小于庇古税率,也导致“双重红利”不一定实现。

接下来,该文根据Goulder对环境税“双重红利”的定义,分别对弱双重红利和强(中)双重红利展开讨论。

弱双重红利认为当环境税收入用于代替扭曲性税收时产生的总成本小于代替以一次性总付税返还时产生的总成本。

一般认为,弱双重红利是存在的,因为只要认为总额税相对于扭曲性税种更能减少效率损失即可,而这正是“扭曲税”定义本身所规定的。

但需要注意的是,弱双重红利假说的前提是给定了环境税的收入,也就是内含了环境税收入本身不会带来任何扭曲效应的假定。

但事实上,环境税跟劳动税和资本税一样,也会带来扭曲效应。

这种扭曲效应就是“税收交互效应”,从而导致强双重红利不一定存在。

在存在扭曲性税收情况下,想要获得强双重红利,收入循环效应必须足够大到能抵消基本成本和交互效应,即总成本为负。

但在收入中性条件下,不管是理论模型还是实证结果,都显示收入循环效应并没有想象中那么大,因此双重红利不存在。

实际上,收入循环效应可能还没有税收交互效应本身来得大,因此,总成本不仅不为负,而且还可能高于不存在扭曲性税种情况下(此时收入循环效应和税收交互效应均不存在)的总成本,从而得出结论:强双重红利不一定存在。

上述理论分析的结果通过对欧洲、美国和其他国家的实证研究结果的考察得到了证实。

这是该文第四章的实证分析内容。

最后,根据我国的实际情况,运用上述分析结果,提出了我国建设环境税制的相关原则和需要注意的方面。
