22.听力原文:We know then that in the US, it's the job of Congress to propose new laws, which we call bills, and perhaps to modify these bills and then write on them. But even if the bill is passed in Congress, it still doesn't become a law until the President has a chance to review it, too. And if it's not to the President's liking, the bill can be vetoed or killed in either of two ways. One is by a veto message. The President has ten days to veto the bill by returning it to Congress, along with the message explaining why it's being rejected. This keeps the bill from becoming a law unless overwhelming majorities of both Houses of Congress vote to over-right the President's veto. Sometimes they do that. Often, lawmakers simply revise the vetoed bill and pass it again. This time, in the form. the President is less likely to object to, and less likely to want to veto. The other way the President can kill a bill is by pocket veto. Here's what happens. If the President doesn't sign the bill within ten days, and Congress adjourns during that time, then the bill will not become law. Notice that it is only at the end of an entire session of Congress that the pocket veto can be used, not just whenever Congress takes a shorter break, say, for a summer vacation. After a pocket veto, that particular bill is dead. If a lawmaker in Congress wants to push the matter in their next session, they'll have to start all over with a brand new version of the bill.

四、4.Reading Comprehension (Reading in Depth)(3题)
31.The mental health movement in the United States began with a period of considerable enlightenment. Dorothea Dix was shocked to find the mentally ill in jails and almshouses and crusaded for the establishment of asylums in which people could receive humane care in hospital-like environments and treatment which might help restore them to sanity. By the mid. 1800s, 20 states had established asylums, but during the late 1800s and early 1900s, in the face of economic depression, legislatures were unable to appropriate sufficient funds for decent care. Asylums became overcrowded and prison-like. Additionally, patients were more resistant to treatment than the pioneers in the mental health field had anticipated, and security and restraint were needed to protect patients and others. Mental institutions became frightening and depressing places in which the rights of patients were all but forgotten. These conditions continued until after World War Ⅱ. At that time, new treatments were discovered for some major mental illnesses considered
untreatable (penicillin for syphilis of the brain and insuered for some major mental illnesses considered untreatable (penicillin for syphilis of the brain and insulin treatment for schizophrenia and depressions)), and a succession of books, motion pictures, and newspaper exposes called attention to the plight of the mentally ill. Improvements were made, and Dr. David Vail's Humane Practices Program is a beacon for today. But changes were slow in coming until the early 1960s. At that time, the Civil Rights Movement led lawyers to investigate America's prisons, which were disproportionately populated by blacks, and they in turn followed prisoners into the only institutions that were worse than the prisons—the hospitals for the criminally insane. The prisons were filled with angry young men who, encouraged by legal support, were quick to demand their right. The hospitals for the criminally insane, by contrast, were populated with people who were considered "crazy" and who were often kept obediently in their place through the use of severe bodily restraints and large doses of major tranquilizers. The young cadre of public interest lawyers liked their role in the mental hospitals. The lawyers found a population that was both passive and easy to champion. These were, after all, people who unlike criminals, had done nothing wrong. And in many states, they were being kept in horrendous institutions, and injustice, which once exposed, was bound to shock the public and, particularly, the judicial conscience.
Judicial interventions have had some definite positive effects, but there is growing awareness that courts cannot provide the standards and the review mechanisms that assure good patient care. The details of providing day-to-day care simply cannot be mandated by a court, so it is time to take from the courts the responsibility for delievery of mental health care and assurance of patient rights and return it to the state mental health administrators to whom the mandate was originally given. Though it is a difficult task, administrators must undertake to write rules and standards and to provide the training and patient rights are respected.
The main purpose of the passage is to ______.
A.discuss the influence of Dorothea Dix on the mental health movement
B.provide an historical perspective on problems of mental health care
C.increase public awareness of the plight of the mentally iii
D.shock the reader with vivid descriptions of asylums

1.Students' Union and Associations Students' Union is much more active and they play a bigger part in the affairs of universities than that in a high school. And as for any kind of your individual interests and hobbies there is one association you can participate in. The benefits undergraduates can get from taking part in Students' Union and all these associations are quite obvious. First they can improve their ability to get along and work with others which means so much to their personal development. Second some opportunities to get in touch with the society might be supplied in these organizations. Last but not least college students can find a lot of schoolmates who share the same interest with theirs which can make the campus life much more colorful. My opinion on this issue goes like this: as long as our classes and academic activities are not interrupted the experiences in Students' Union and all kinds of associations can be something worth remembering and something that you will never regret.Students' Union and Associations Students' Union is much more active and they play a bigger part in the affairs of universities than that in a high school. 3.Solutions to Release of Testing Anxiety When taking an examination many students tend to become worried and nervous. Their minds cannot work as well as they usually do and even go numb. As a result they get low grades that do not show their real abilities. Many factors contribute to students' testing
anxiety. One reason is that some students don't work hard enough and they don't try to develop good study habits. They don't preview lessons before class or review them after class. They seldom take notes in class and fail to hand in their assignments. Some students spend so much time playing computer games watching TV visiting friends and doing part-time jobs that they often miss classes and seldom think of their studies. Another reason is that some students don't feel confident in themselves and they are afraid of failures. Thus they become so tense in an exam that they don't know how to answer the questions. Then what a student should do in order to cope with such testing anxiety? The students need to develop good study habits and hard work always pays off. Before taking a test effective reviewing is important but excessive work should be avoided. Too much work plus lack of sleep can create more stress and make you a dull boy. Remember you need a calm and clear mind on the exam day. Besides while taking a test the most important thing for you to do is keep your self-confidence. Of course some anxiety or tension is not unusual but too much tension will prevent you from performing as well as you are able to. You should try to be relaxed both physically and mentally. If you can overcome your nervousness you will let your mind work more efficiently and successfully in getting through the test.Solutions to Release of Testing Anxiety When taking an examination, many students tend to become worried and nervous. 5.Say No to Avian Influenza Avian Influenza known as an infectious disease swiftly sweep the whole country. So unexpectedly and powerfully does it come that it soon become pervasive around Asia and all over the world. Such kind of disease occurs not only in the developing countries but also in the developed countries. People who have caught the disease will suffer from high fever muscle ache runny nose and sore throat. Some may even get eye problem and have difficulty breathing at a later stage. Avian Influenza becomes an epidemic which has seriously affected people's daily life and national economy as well. It is evident that such phenomenon can be attributed to the following reasons. Direct contact with the infectious poultry which makes people fall ill is viewed as the major reason. Furthermore contaminated objects including daily necessities may cast a malignant shadow on people's life through which people easily get infected. Finally breath and food transmission makes people horrified in the multi-organ failure. Avian Influenza factually provokes fear and panic among the natives and tourists as well. In my opinion Avian Influenza may cause the global outbreak of the disease if it is not brought under the control. Government should monitor the whole situation establishing the warning system to prevent the people from infection and adopting the emergency response mechanism to reduce the death rate. More important people must be responsible for themselves. They should enjoy good habit and lifestyle such as self-cleaning and protection thorough cooking of poultry meat separation of raw food from the cooked food and etc. Only in this way can we really avoid the disaster.Say No to Avian Influenza Avian Influenza, known as an infectious disease, swiftly sweep the whole country. 6.On Mood What accompanies you all your life is not fortune and fame or youth and appearance but your mood or the state of mind which controls your life. As man in the modem age our moods are as changeable as the cars going and coming on the superhigh way. A favor from a neighbor a kiss of a child and a praise from others are like warm sunshine that make us comfortable. But a rough word from a strange a false product borught from the store or an insulting remark in fun would put you in bad mood and make your heart sink.
A bad mood is bad enough to cause you to lose self-confidence and leave you helpless with all your worries and troubles in mind. On the contrary a good mood makes one happy energetic and creative. I was once shut in an elevator for one and a half hours. I had to phone for help. Eventually I was released. It was fun because I was in a happy mood. Otherwise I would have felt miserable. A good mood will surely accompany you on your way to the place of success to the chamber of love and to pleasure and harmony in life. With a happy mood we can live a more substantial life one that is more interesting and meaningful. But more often than not we are in a mixed mood. Sometimes we ale happy and high-spirited. And sometimes we are in low spirits. At this time we have to take courage and have a change of mood.On Mood What accompanies you all your life is not fortune and fame or youth and appearance, but your mood or the state of mind, which controls your life.
