In 1993, New York State ordered stores to charge a deposit (定金) on beverage (饮料) containers.Within a year, consumers had returned millions of cans and glass and plastic bottles.Plenty of companies were eager to accept them as raw materials for new products.But because few could figure out what to do with the plastics, much of it was buried in landfills (垃圾填埋场).The problem was not limited to New York.Unluckily, there were too few uses for secondhand pla stics.
Today, one out of five plastic soda bottles is recycled in the United States.The reason for the change is that now there are dozens of companies across the country buying discarded plastic soda bottles and turning them into fence posts, paint brushes, etc.
As the New York experience shows, recycling involves more than simply separating valuable materials from the rest of the rubbish.A discard remains until somebody figures out how to give it a second life.Without adequate markets to absorb materials collected for recycling, throwaways actually depress prices for used materials.
Shrinking landfill space and rising costs for burying and burning rubbish are forcing local government to look more closely at recycling.In many areas, the East Coast especially, recycling is already the least expensive wastemanagement option.For every ton of waste recycled, a city avoids paying for its disposal, which, in parts of New York, amounts to saving more than $100 per ton.Recycling also stimulates the local economy by creating jobs and cuts down the pollution control and energy costs of industries that make recycled products by giving them a more refined raw material.

Diana Jacobs thought her family had a workable plan to pay for college for her 21yearold twin sons: a combination of savings, income, scholarships, and a modest amount of borrowing.Then her husband lost his job, and the plan fell apart.
“I have two kids in college, and I want to say ‘come home’, but at the same time I want to provide them with a good education,” says Jacobs.
The Jacobs family did work out a solution: they asked and received more aid from the schools, and each son increased his borrowing to the maximum amount through the federal loan (贷款) program.They will each graduate with $20,000 of debt, but at least they will be able to finish school.
With unemployment rising, financial aid administrators expect to hear more families like the Jacobs.More students are applying for aid, and more families expect to need student loans.College administrators are concerned that they will not have enough aid money to go around.

“If we go on this way for another 25 years, we won't have an affordable system of higher education,” says Patrick M.Callan, president of the center.“The middle class families have been financing it through debt.They will send kids to college whatever it takes, even if that means a huge amount of debt.”
Financial aid administrators have been having a hard time as many companies decide that student loans are not profitable enough and have stopped making them.The good news, however, is that federal loans account for about three quarters of student borrowing, and the government says that money will flow uninterrupted.
