3、单语课程班。

EM3的学生学习能力较差,允许对他们进行单语教学,只选修一门语言课(第一语言“英语”或第二语言“本民族语”),课业负担不重,也要再学习五年,学习期满后接受新加坡职业训练局提供的初级技能训练,进入技能训练系统,将来成为技术工人,这部分人占学生总数4%左右。

需指出的是,分流在继续学习的过程中是动态的,如普通班的学生成绩下降就进入延长双语班,延长双语班的学生成绩上升就进入普通双语班。

(二)小六大考。

第二次分流考试是小学毕业的离校考试,普通双语班和延长双语班的学生分别经过6年和8年的小学教育后,通过PSLE的考试,被分别编入中学(相当于我国的初中)三种不同的课程班:特选课程班、快捷课程班、普通课程班。

新加坡双语教育课程标准及实施新加坡是多种族、多元文化的国家。

新加坡的人口主要由四个种族群体组成:华人、马来人、印度人及一些欧亚等人种,其比例大致为75:15:7:3。

在新加坡这样一个多种族的移民国家,语言文字也必然呈现出多元化的特征。

新加坡政府适应多种族和多文化国情的需要逐步形成了今天新加坡具有本国特色的双语教育政策。

双语教育为新加坡教育制度的基石,对新加坡教育的发展作出了巨大的贡献。

新加坡政府根据本国国情,为了尊重各种族的历史,弘扬各种族的文化,推行了十分英明的以英语为主、兼修母语的双语教育政策,即不仅要学好英语,还要学好母语。

一、双语教育课程标准(一)双语课程的理念新加坡实行的是三向分流的双语教学模式,即把双语教育运作过程与分流结合在一起的新加坡式的一种双语教学模式。

其基本精神,乃是把英语作为第一语言来教学,官方规定学生所操的华语、马来语和泰米尔语这些母语,作为第二语言来教学(除10%最优秀的学生之外),即英语为教学语言,用于学习绝大部分课程,在学习其他课程中学习英语,而母语主要是语言教育课程,其目的在于理解民族文化价值,保持传统。

(二)双语课程的框架三向分流模式是依据学生的学业水平,让学生在评价后分别进入三种课程学习的分流,因英语与母语的双语配比和要求不同而形成的一种模式。

如小学阶段有三种双语课程分流,正式分流从小学四年级开始:1.EM1——学生修读的英文和母语都作为第一语言(第一语言流);2.EM2——英文为第一语言,母语为第二语言(第二语言流);3.EM3——英文为第一语言、母语主要是听说会话(第三语言流)。

学生小学毕业根据成绩进入中学后,又进入三种双语课分流进行学习:1.特选双语课程,会考优秀的10%的学生兼修两种语言(均为第一语言水准);2.快捷双语课程,会考较优的30%的学生兼修两种语言(英文为第一,母语为第二语言水准);3、普通双语课程,会考后余下的40%的学生,兼修两种语言(其中母语水准又降一等要求)。
